EMERGENCY DIESEL GENERATOR RELIABILITY STUDY
Performance Work Statement
1.0 BACKGROUND INFORMATION:
The Philadelphia Information Technology Center (PITC) has a requirement for a reliability study to be performed on the existing VA owned Emergency Power Generation/Distribution System.
PITC has had two (2) computer room outages, less than six months apart (i.e. March 2017 & Sept 2017), due to the Emergency Power Generation/Distribution System failing to provide power during commercial power outages.
PITC initially thought the first generation system failure was due to the control settings on the automatic transfer switches and the second outage was due to starved fuel issues to the generators. A reliability study is required to determine all underlying problems that may impair the Emergency Power Generation/Distribution System from providing electricity to the facility during a loss of commercial power.
2.0 CONTRACT TYPE:
This is a firm-fixed price contract.
3.0 PERFORMANCE DETAILS:
3.1 PERFORMANCE PERIOD
The period of performance of this contract shall be twelve (12) months from the date of award. All tasks will be performed within the timeline outlined in Section 8.0 of this Performance Work Statement (PWS).
Any work at the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer’s Representative (COR).
With the exception of testing events that require electrical shutdowns, all the work associated with this Performance Work Statement shall be accomplished under the supervision of a government employee, during normal business hours (i.e. Monday through Friday 8:00am through 4:00pm). The contractor shall provide PITC at least 48 hours’ notice of any scheduled work to ensure resources and PITC’s primary mission does not conflict.
Testing event(s) that will require the shutdown of electrical power to one or more of the facility automatic transfer switches shall be submitted in writing to the PITC at least 5 business days prior to the scheduled performance of this work. This shutdown work must be performed during non-business hours (i.e. Monday through Friday 6:00pm through 6:00am or selected weekends) and cannot be performed without written approval by the PITC.
There are ten (10) Federal holidays set by law (USC Title 5 Section 6103) that VA follows:
Under current definitions, four are set by date:

If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday.

3.2 PLACE OF PERFORMANCE
Tasks under this Performance Work Statement shall be performed at the VA facility located at 5000 Wissahickon Ave., Philadelphia, PA 19144.
4.0 SCOPE OF WORK:
The Contractor shall provide all labor, tools, equipment, and supervision necessary to perform a complete system reliability study of the VA owned Emergency Power Generation/Distribution System. This study shall include cleaning, inspecting, and servicing the underground fuel tank. Upon completion of the study the contractor shall provide the VA with a comprehensive report of findings identifying any vulnerability discovered within the Emergency Power Generation/Distribution System. The comprehensive report shall include a corrective action plan with a cost estimate to repair/resolve all deficiencies. Once the VA makes all recommended repairs, the contract shall return to the site to perform re-commissioning of the power generation system.
5.0 POWER GENERATION/DISTRIBUTION SYSTEM EQUIPMENT LIST:
This system consists of the following equipment:
a. Four (4) Model 3508 TA Caterpillar Diesel Engines Serial No.’s 23Z02948, 23Z02957, 23Z02945 and 23Z06276.
b. Three (3) Model 589 Caterpillar Brushless Generators Serial No.’s 6MA00933, 6MA00934 and 6MA00932 (Generator No. 1, No. 2 and No. 3).
c. One (1) Model 7C1299 Caterpillar Brushless Generator Serial No. 9EN00506 (Generator No. 4).
d. Three (3) Model 9905-068 Woodward Governor Diesel Engine Control Units Serial No.’s 2358314, 2374428 and 2374437 (Diesel Engine No. 1, No. 2 and No. 3).
e. One (1) Model 9905-377 Woodward Governor Diesel Engine Control Units Serial No. 11469550 (Diesel Engine No. 4).
f. Four (4) Bassler DGC-2020 Digital Genset Controller Units, Model No. 51BRBNSNH-001, Serial No.’s E01097855, E01097854, E01097853 and E01108576.
g. Two (2) Generator Control System/Programmable Logic Control Switchgear Units – GE Custom Mark Y1380, Summary No. 1602030 (Section No. 101 and No. 102). Section No. 1 also has a GE Fanuc ES1522 QuickPanel View Monitor, Serial No. 00099144AC5F installed.
h. Three (3) Generator and Load Distribution Switchgear Units – GE Custom Mark Y1380, Summary No. 0113A8954 (480/277VAC, 3-Phase, 4 Wire, 60 Hertz, 4000Amps) (Section No. 101, No. 102 and No. 103).
i. One (1) GE Fanuc VersaMax Programmable Logic Control (PLC) Center.
j. Four (4) Woodward MFR1 Monitoring Displays located in the Generator Distribution Switchgear Units, Model No. MFR13, Serial No.’s 17404262, 17393231, 17393233 and 17393232 (Section 101 – Generator No. 1 and No. 2, Section 102 – Generator No. 3 and No. 4)
k. One (1) GE AKD-8 Generator Output Distribution Switchgear Unit – Summary No. 911545 (480 VAC, 3 Phase, 3 Wire, 60 Hertz, 4000 Amps) (Section No. 101).
l. One (1) GE AKD-8 Emergency Power System Load Bank Connectivity Switchgear Unit – Summary No. 911545 (480 VAC, 3 Phase, 3 Wire, 60 Hertz, 2000 Amps) (Section No. 201).
m. Eighty (80) Honda Battery L1210 23 HDV 80P Nickel Cadmium Batteries (20 per Generator).

6.0 SPECIFIC TASKS AND DELIVERABLES:
The Contractor shall ensure all documentation is written in a skilled business style, is grammatically correct and error free, and is in an electronic format that can be read on Adobe PDF or any Microsoft Windows Office product (e.g. MS Word format, MS Excel, MS Visio, etc.).
6.1 CONTRACTOR PROJECT MANAGEMENT PLAN
6.1.1 The contractor shall maintain a Contractor Project Management Plan (CPMP) that lays out the Contractor’s approach, timeline, personnel, and tools to be used in the execution of this effort. The CPMP should take the form of both narrative and graphic format that displays the schedule, personnel and milestones associated with each task.
6.1.2 The contractor shall provide the COR with weekly CPMP updates.
6.2 POST AWARD ORIENTATION CONFERENCE
6.2.1 A post-award conference aids both government and contractor personnel to (1) achieve a clear and mutual understanding of all contract requirements and (2) identify and resolve potential problems. A post-award conference is a substantive review and analysis of the contract terms and conditions.
6.2.2 The Contractor shall schedule and attend a technical kickoff meeting within seven (7) days after award. The contractor shall present, for review and approval by the COR, the details of CPMP.
6.2.3 The contractor shall be prepared to discuss the two (2) Emergency Power Generation/ Distribution Failures.
6.3 RELIABILITY STUDY
The study shall include an engineering evaluation of all system components, as well as complete electrical and mechanical system review.
The study shall include the following:
6.3.1 The contractor shall evaluate the generator control and protection systems and determine if components are sized and operating properly and if the system settings are set appropriately.
6.3.2 The contractor shall evaluate the generator diesel fuel distribution system and determine if this system is sized and operating properly, as well as the overall condition of the components.
6.3.3 The contractor shall evaluate the existing individual and total generator capacity and determine if it is adequate to support the current and projected critical load. If it is deemed to be inadequate to support that load, the contractor shall determine the appropriate size and rating of the generator units required.
6.3.4 The contractor shall evaluate the environmental support systems (i.e. building space heaters and ceiling/roof fan assemblies) located in the Diesel Generator Building to determine proper sizing and operation during hot and cold weather conditions.
6.4 UNDERGROUND DIESEL TANK INSPECTION
Diesel tank inspection shall include the following:
6.4.1 Remove the existing diesel fuel from the VA Owned underground storage tank and properly store for reuse;
6.4.2 Clean and inspect the inside of the underground tank and verify fuel system piping is free from obstruction up to the entrance point into the Diesel Building;
6.4.3 Perform Hydrostatic Test the system for leaks;
6.4.4 Evaluate the surrounding area grading and drainage to determine possible water penetration capability at the underground diesel storage tank container; and
6.4.5 Certify the fuel storage tank for use. Contractor will verify the tank meets State Codes for Underground Storage Tanks and register the tanks with the State. The State will then send the VA a Certificate.
6.5 COMPREHENSIVE REPORT OF FINDINGS
The contractor shall provide a comprehensive report of findings in narrative and graphic format that includes the following sections:
6.5.1 A Single Line Diagram (SLD) of the entire Emergency Power Generation/Distribution System;
6.5.2 Results from fuel tank inspection;
6.5.3 Detailed analysis outlining vulnerabilities within the current system design and deficiencies found per the current Building and Life Safety Codes;
6.5.4 A corrective action plan detailing the recommended solutions to resolve system deficiencies;
6.5.5 Baseline costing figures which shall include equipment cost as well as installation cost for any recommended replacement solution; and
6.5.6 On-site meeting scheduled with the PITC Electrical Engineer to discuss the report of findings.
6.6 RE-COMMISSIONING OF POWER GENERATION/ DISTRIBUTION SYSTEM
The contractor shall return to the VA facility to perform commissioning of the Emergency Power Generation/ Distribution System. Commissioning shall meet all standards outlined in National Fire Protection Association (NFPA) 110 Standard for Emergency and Standby Power Systems standards.
7.0 CONTRATOR QUALIFICATIONS
7.1 The Emergency Generator Logic Controller (GE FANUC VersaMax) operates using GE proprietary software. The Contractor shall provide personnel that are certified to perform GE FANUC VersaMax Programmable Logic Control (PLC) code download and analysis.
7.2 Contractor shall provide certified underground diesel tank cleaner and inspector.

The COR will utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this PWS in an acceptable level of performance. The Government reserves the right to alter or change the surveillance methods in the QASP at its own discretion. A Performance Based Service Assessment will be used by the COR in accordance with the QASP to assess Contractor performance.
