E.7 52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award single award resulting from this solicitation on the basis of the lowest evaluated reasonable price and technically acceptable quote meeting or exceeding the acceptability standards for the non-price factors (in descending order of importance):

1. Technical; and

2. Price.

i. All Vendors are advised that, in the interest of efficiency, the Government reserves the right to conduct the evaluation in the most effective manner. Specifically, the Government may first evaluate the total proposed price of all Vendors. Thereafter, the Government will evaluate the technical quote of the lowest priced Vendor only. If the lowest priced Vendor’s technical quote is determined to be rated as Acceptable, the Government may make award to that Vendor without further evaluation of the remaining Vendors’ technical quotes. If the lowest priced Vendor’s technical quote is determined to be rated as Unacceptable, then the Government may evaluate the next lowest priced technical quote, and so forth and so on, until the Government reaches the lowest priced technical quote that is determined to be rated as Acceptable. However, the Government reserves the right to evaluate all Vendors’ technical quotes should it desire to conduct exchanges with vendors, or otherwise determine it to be in the Government’s best interest.

ii. In order for quotes to be considered acceptable and eligible for evaluation, they must be prepared in accordance with and in compliance with the instructions given in this RFQ and address all of the requirements set forth within this RFQ.

iii. Evaluation and award will be conducted in accordance with the requirements of FAR Part 13. The Government does not anticipate requesting revisions to quotes, so vendors should provide their best price in its response to this RFQ. The quote will be evaluated strictly in accordance with its written content. Quotes which merely restate the requirement or state that the requirement will be met, without providing supporting rationale, are not sufficient. Vendors who fail to meet the minimum requirements of the solicitation will be rated Unacceptable and thus, ineligible for award.

iv. The following factors will be used to evaluate quotes:

0. Technical Evaluation: Technical Acceptability will be based on the conformance in the guidelines outlined in this solicitation. meeting the specified vehicle salient characteristics and delivery date.

0. Vendors are advised that submitting an unrealistically low price may be grounds for eliminating a quote from competition. This could be on the basis that the vendor does not understand the requirement or has made an incautious quote.

The Government is not limited to the past experience provided by vendors, but reserves the right to independently seek past performance information through any available source including government systems and other government agencies.

In the event quote revisions are requested due to a need for clarification, the Government will not necessarily be seeking revisions from all vendors. The Government will not be conducting "discussions" as defined in FAR Part 15.

0. Price Evaluation:

1. Vendor’s price quote will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 13.106-3.

1. Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options shall not obligate the Government to exercise the option(s). Evaluation of options shall not obligate the Government to exercise the option(s). The Government will consider all items associated with the quote, including the option under FAR 52.217-8, as part of the price analysis.
