About this file
This is a Questions and Answers document for the National Teleradiology Program (NTP) Teleradiology Physician Services solicitation (36C10G26R0015). The document addresses clarifications submitted by prospective contractors across contracting, technical, and past performance categories.
Key clarifications from the Government include: the NAICS code will remain 621111 (Offices of Physicians, except Mental Health Specialists) rather than 621512 (Diagnostic Imaging Centers), as the acquisition is for physician professional services; the 3% Service Level Agreement (SLA) fee will be paid quarterly by the Contractor to the Small Applicant Concerns (SAC) using Contractor funds; and estimated CT volume breakdowns showing approximately 30% STAT CT A&P and 15% STAT CTA from historical data, with further breakdowns of CTAP and CTA AP at approximately 1.3% and 8% respectively of all STAT CTs and CTAs. The Government declined a request to revise language in section 5.1.3(1)(a) regarding radiologist credentialing standards, confirming the current requirements are intentionally stringent to ensure all contract radiologists meet VA's credentialing, privileging, and quality standards. The Government also clarified that Contractor mechanisms must support VA's obligations under VHA Directive 1088 for communicating test results to providers and patients. No past performance questions were received. This amendment, issued as part of solicitation amendment 36C10G26R0015_0002, also extended the proposal receipt date to April 6, 2026 at 9:00 AM ET and added new CLINs 0005 to 4005 to include SLA fees with a revised Attachment D pricing template.

| 1 | SF1449 | NA | NA | NA | The solicitation designates NAICS code 621111 (Offices of Physicians, except Mental Health Specialists). Given that the primary scope of work under this PWS involves the remote electronic interpretation of diagnostic imaging examinations transmitted from VHA facilities to Contractor-operated teleradiology reading centers, does the Government agree that NAICS 621512 (Diagnostic Imaging Centers) more accurately reflects the principal nature of the services being acquired? We respectfully request the Government consider amending the solicitation to reflect NAICS 621512. |
In addition, the size limit for 621111 is $16 million and 621512 is $19 million. Given the expected scope of this project, the increased annual receipts supports competition among qualified small businesses. Thanks for your consideration. No, the government will retain NAICS 621111 for this acquisition.
Although the work involves the interpretation of imaging studies, the acquisition is for physician professional services rather than the operation of a diagnostic imaging center.
Accordingly, the Government will maintain NAICS 621111 and its associated size standard for this solicitation.
