About this file

This is a Questions and Answers document for Request for Quote No. 36C10G26Q0017 regarding floor-based bariatric patient transfer lifts for the VA. The document addresses three inquiries from potential vendors concerning product specifications and small business requirements.

The VA clarified that it is seeking only bariatric patient lifts with a weight capacity of 1,000 lbs. or more to accommodate all bariatric patient weights, making the 1,000 lb. minimum capacity mandatory without exception. Regarding small business requirements, the VA confirmed that no SBA Nonmanufacturing Rule (NMR) Class Waiver currently exists for NAICS Code 339113 (Bariatric Patient Transfer Lifts), meaning the NMR applies to this solicitation and prospective SDVOSB vendors must comply with manufacturing requirements.

Questions and Answers for Request for Quote No. 36C10G26Q0017 _ NX Lifts: Patient Transfer: Floor Based: Bariatric

Question 1. The RFQ specifies floor-based products for safe patient transfer with a weight capacity up to 1,000 lbs. Would the VA consider products with a rated capacity of 700 lbs., particularly given that use of higher-capacity floor-based devices can introduce increased ergonomic risk to caregivers and potential musculoskeletal strain during maneuvering and operation?

Answer to Question 1: Currently, the VA is only seeking bariatric patient lifts that can accompany patients that weigh 1000 lbs. or more.

Question 2. Please advise whether products in the 700 lb. capacity range would be considered acceptable or whether the 1,000 lb. requirement is mandatory without exception.

Answer to Question 2: Currently, the VA is only seeking bariatric lifts that will cover all bariatric weights.

Question 3. Is there an SDVOSB nonmanufacturing class waiver for this solicitation?

Answer to Question 3: Currently, there is not an existing SBA Nonmanufacturing Rule (NMR) Class Waiver for NAICS Code 339113, Bariatric Patient Transfer Lifts, therefore, the NMR does apply to this solicitation.
