About this file

Amendment 2 to Solicitation 36C10G25R0049 is a federal contract opportunity issued by the Department of Veterans Affairs Strategic Acquisition Center for Ophthalmic Perimeters. The solicitation seeks electronic ophthalmic instruments designed to measure central and peripheral vision, with a response deadline of 08-22-2025 at 11:59 PM Eastern Time. The amendment clarifies technical evaluation criteria, confirming that equivalent products meeting mandatory salient characteristics will be deemed technically acceptable, even if they offer alternative features with equal or greater clinical value.

Key details include the Product Service Code 6515, NAICS Code 339112, and a nationwide place of performance. The solicitation allows for brand-name or equivalent products, with technical evaluation focused on assessing relative merit among acceptable offers. The contracting officer is Anthony Zibolski, and the solicitation will be archived for 99 days after the response date. No specific set-asides or Recovery Act funds are noted in this amendment.

CONTINUATION PAGE

1. After reviewing Amendment 1 and the associated Q&A, we respectfully request clarification on the distinction between salient characteristics and the additional technical subfactors. Our understanding is that:

· The salient characteristics represent the mandatory minimum requirements for determining technical acceptability of equivalent products.

Agency Response: Yes, your understanding is correct.

· The technical subfactors are not mandatory, but instead serve as evaluation criteria used to assess relative merit among acceptable offers.

Agency Response: Yes, your understanding is correct.

2. To ensure fair competition and compliance with FAR Part 11.104 (brand-name or equal), could the Government please confirm:

· That an equivalent product which fully meets all salient characteristics will be deemed technically acceptable, regardless of whether it matches every technical subfactor?

Agency Response: Yes, this is confirmed to be correct.

· That the evaluation will give appropriate consideration to equivalent products which may offer alternative features of equal or greater clinical value, even if those differ from the specific features of the name-brand device?

Agency Response: Yes, this is confirmed to be correct.
