Although policies and guidelines are developed at VA headquarters, and applied throughout the system, management authority for basic decision making and budgetary responsibilities are delegated to the VISNs. VAMCs within each VISN refer dental laboratory work to VA Central Dental Laboratory (CDL) and to local commercial dental laboratories to perform required services.
