About this file

This document is an amendment to a solicitation for standard manual wheelchairs and accessories. The Department of Veterans Affairs is seeking to procure wheelchairs in 16x16, 18x16, and 20x18 inch sizes that meet the technical requirements outlined. The amendment provides responses to vendor questions, replaces the original solicitation and pricing schedule, and extends the response deadline to May 13, 2022 at 12:00 PM Eastern Time for consistency with RESNA testing requirements. Pricing must be provided both with and without a service level agreement fee in the updated pricing schedule template. A single award will be made to an eligible SDVOSB contractor to fulfill requirements across all VA medical centers on an as-needed basis.

Would you consider lifting the Buy American Act and waiving TAA requirements?

Response 1. No, the Government will not wave the Trade Agreement Act (TAA) requirements nor lift the Buy American Act (BAA).

Question 2. Do you have part numbers or Brand Names for the wheelchairs?

Response 2. This solicitation is brand or manufacturer neutral, the Government is relying on the solicitor's submission to meet the Government needs based on the stated MTR's Question 3. The 20" x 18" wheelchair requires a separate RESNA test report than the 16" x 16" & 18" x 16" wheelchair. The 20" wheelchair has been submitted for RESNA testing but the results may not be back before the offer due date of this Solicitation of 5/13/2022, 12:00PM EST. Can you please offer an extension on the offer due date? If an extension is not possible, will you accept the RESNA report for the 20" wheelchair separately after the due date of this Solicitation?

Response 3. The solicitation due date will remain 5/13/2022. The Government will extent the RESNA report for the 20” wheelchair until 5/27/2022. Once vendors receive their RESNA reports for the 20” wheelchair, please submit to the Strategic Acquisition Center (SAC) by the established 5/27/2022 date.

Question 4. MTR 5 states the Backrest Height is set at 16.5". Is the measurement from the floor to the top of the back or the seat to the top of the back?

Response 4. The back height measurement of 16.5 (plus/-minus 1 inch) is from the seat to the top of the back.

Question 5. 20" wheelchair size has to be RESNA tested separately due to higher weight capacity - Can an extension be asked for if RESNA testing is not returned by 05/13/22 @ 12 EST?

Response 5. The Government will extent the RESNA report for the 20” wheelchair until 5/27/2022. See response for Number 3.

Question 6. Please clarify "back height set at 16.5" - where is this measure from (i.e. floor to top of back)?

Response 6. The back height measurement of 16.5 (plus/-minus 1 inch) is from the seat to the top of the back.

Question 7. Please clarify "Associated forms must accompany proposal."

Response 7. Associated forms describe all literature forms related to the provision of the stated warranty.

Question 8. Attachment 9 has columns with SLA price (O&P), however contract requests price without SLA to be in spreadsheet as well. Please confirm which column this should be Response 8. Please see the new column for the unit price without SLA Fee.

Question 9. SLIN 0002 - Please clarify if pricing must be input as an average per SLIN Response 9. As stated on the spreadsheet, CLIN 0002 will be the average of all the regional pricing, multiplied by the presented quantity. Formulas have been added the spreadsheet for added assistance.

Question 10. Will orders placed be bulk?

Response 10. This depends on the individual facility need.

Question 11. Minimum order in C.5 is listed as less than $2,500.00. Is this per PO or POP? And Delivery to Patient Home: Is the government planning on implementing the $2,500 PO minimum to discourage the VA from drop shipping to Veteran’s home.

Response 11. Drop orders to a Veterans home would be rare and done only in emergency situations. The $2,500.00 minimum order mentioned in paragraph C.5 of the solicitation pertains to per purchase order by individual medical centers primarily for stock.

Question 12. Will the Government please provide detail that the anti-tippers need to come assembled on w/c out of the box?

Response 12. If Anti-tippers are ordered with the wheelchairs on a particular purchase, the ant-tippers can be packaged to be installed in the field, but they should be able to be installed as a unit without further antitipper assembly. Ordered accessories should be contained in the original wheelchair shipping for immediate field assembly.

Question 13. OCONUS and CONUS are grouped in same division. Does the Government intend OCONUS wheelchairs to be shipped to Port of Exportation?

Response 13. Shipping: Free on Board (FOB) - Destination.

Question 14. Spreadsheet does not have instructions to explain pricing by zones or formulas are not calculating. Can the Government please indicate where the pricing by zone or region is going to "average".

Response 14. See the updated spreadsheet with formulas. Offerors will need to provide pricing information in columns O and P. The shipping pricing by region will be the established unit cost for shipping anywhere within the identified region. Additionally, offerors will need to provide supporting data in the columns AK – DE. Do not unhide columns.
