B.2 PRODUCT DESCRIPTION

The Veterans Affairs (VA), Human Immunodeficiency Virus (HIV), Hepatitis and Related Conditions Programs (HHRC), Office of Specialty Care Services, serves as the leader for VA on matters concerning HIV and hepatitis C virus, (HCV). As such, HHRC continually searches for ways to effectively respond and manage HIV and HCV challenges within VA. We deliver practical tools that support best practices by providers; education and communication projects designed to change provider and Veteran behavior; quality improvement initiatives that remove barriers to care; and if indicated, proposals for legislative and policy changes.

HHRC is seeking the supply of six different types of Medical Syringe kits, and two types of Sharps Containers to promote safer injection of drugs use by Veterans. These kits will provide essential supplies of syringes, alcohol swabs, sharps containers, cottons, and an educational handout. Creating and packaging these items into kits will provide convenience for the Veteran Hospital Administration (VHA) facilities in ordering and distributing. In May 2021, the Veteran Affairs (VA) released interim guidance recommending facilities develop these programs. As availability of these programs continue to increase, kits will be essential in assisting VA facilities to stand up these programs. Medical syringe kits supplies have historically been community-based harm reduction programs providing preventive and treatment services, including provision of sterile syringes and needles to people who inject drugs. Medical syringe kits are provided to people who inject drugs to make sure they have sterile supplies at home and in the community, as well as methods to dispose of used syringes.

PURPOSE AND SCOPE OF WORK

To provide VHA facilities with medical syringe kits for patient use. The contractor shall provide uninterrupted delivery of approved medical syringe kits for Veterans use. Specified in the agreement and the resulting orders the contractor shall conduct business operations that adhere to all applicable Federal, State, local laws, and regulations. Medical syringe kits for Veteran’s use will be decentralized and procured through an Indefinite Delivery Indefinite Quantity (IDIQ) contract wherein individual VAMC facilities shall have the authority to place delivery orders against the IDIQ. The delivery orders shall indicate the specific items ordered, item quantities, and all necessary delivery and payment procedures.

PERIOD OF PERFORMANCE

The BASE period of performance of this contract shall be for one (1) twelve-month period – anticipated start date: August 2022 through August 2023.

If the Government exercises its option(s) pursuant to the OPTION PROVISION of this contract, the period of performance will be increased as listed below:
