PRE-SOLICITATION NOTICE OF INTENT - NON-COMPETITIVE

INTRODUCTION: PURSUANT TO FAR Subpart 5.2—Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

The U.S. Department of Veterans Affairs, Strategic Acquisition Center (SAC), on behalf of the Veteran Hospital Administration (VHA), intends to award a contract for a PTSD Outreach and Marketing Services, provided by Dynamic Integrated Services, Inc (DIS).

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 541810 with a Size Standard of 25 million dollars.

STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is 41 U.S.C. § 3304(a)(5) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302- 5 entitled, “Authorized or required by statute”. The applicable statute is Public Law 109- 461: “Veterans Benefits, Health Care, and Information Technology Act of 2006,” (specifically, the “Veterans First Contracting Program” outlined in 38 USC § 8127(c)).

DESCRIPTION OF REQUIREMENT: VA has a requirement for Outreach and Marketing Services.

Project Description The NCPTSD has a requirement for Marketing and Outreach services. Vendor will work with the Director of Communications to:

• Establish strategic and tactical communication plans and metrics that include advertising purchase plans; make recommendations regarding communications strategies, messages, and other activities.

• Implement the strategies described in the marketing plan within the stated timeframe and ensure that metric tracking capabilities or systems are in place to quantify results and processes.

• Evaluate the effectiveness of the strategies. Provide reports on an adhoc basis for spend plan, project progress, results, new media opportunities, or other reasonable performance-based measurements, such as information about respondents, web trends, etc. Refine strategies, if necessary, according to evaluation findings.

Purpose and Objectives The overall purpose of this project is for NCPTSD to initiate and augment stigma reduction activities through an outreach campaign to Veterans and their family members. The campaign will employ an integrated communications approach to addressing the stigma and discrimination associated with posttraumatic stress disorder, and will feature NCPTSD resources such as AboutFace, PTSD Treatment Decision Aid, PTSD mobile apps, and Vet Change.

The goals of contract are to:

• Support national and regional outreach activities that reduce the stigma that Veterans and their families and friends may associate with seeking PTSD treatment and raise awareness of VA’s PTSD resources, including but not limited to About Face, PTSD Treatment Decision Aid, PTSD mobile apps, and Vet Change.

• Encourage help-seeking behavior and increase the number of Veterans with PTSD who seek mental health care

• Increase awareness of resources among Veteran influencers like employers and loved ones so that they will encourage Veterans to seek PTSD treatment

• Showcase positive stories of Veterans’ strength and resilience

• Provide information about local facilities mental health and suicide prevention services that help Veterans and Service members in crisis access the care they deserve.

Period of Performance The period of performance will be for one (1) base year from date of award, with 4 option years.

CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice.

Responses to this notice must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations.

In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov .”

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
