THE FOLLOWING QUESTIONS AND ANSWERS ARE PROVIDED AS CLARIFICATION TO
THE DENTAL LABORATORY SERVICE, SOLICITATION NUMBER | RFP NUMBER: 36C10G18R0150.
A signed and dated copy of the amendment must be returned with the offerors proposal submission.
QUESTIONS IN RESPONSE TO DENTAL LABORATORY SERVICE
SOLICITATION NUMBER: 36C10G18R0150 | VA -18-0000464
1. For PFM and FULL GOLD CROWNS are we allowed to switch metals along the way as long as it still meets the guidelines?
Answer: Yes, as long as the alloy meets ADA specifications (High Noble or Noble) as identified with the specific line item. Vendor must provide Identalloy Certificate label identifying alloy used.
2. Since we Accept and Process files for CAD/CAM would we need to 3D print Models to ship back with the/those cases or just send the completed work?
Answer: CAD/CAM digital files would be processed as such and would not require 3D printed models
3. What kind of alloy (high noble, noble, or NP) will be used to fabricate Post and Core?
Answer: Post and cores would be fabricated with Noble alloys
4. Does all shipping need to be "next day/overnight" if the work completed can be shipped 2 or 3 day and still be there within the turnaround time that is required?
Answer: Next day/overnight shipping is required.
5. Resin-bonded Bridges (Maryland Bridge), Are they priced per unit on the bridge or will the bid be for the whole bridge. I am guessing it would be like a regular bridge where it's the price times the number of units on it but just wanting clarification on it.
Answer: Resin-bonded bridges are priced per unit which is standard for all fixed dental prosthesis (FDPs).
6. All of the "implant supported restoration" would those include all necessary parts or will that be something we have to supply too?
Answer: Implant specific parts are to be supplied by the submitting requestor/station, i.e. VA, Specific Dental lab, or VA Ordering Officer.
7. Is there a standardized form for bidding or how will that process work? Only question I have after that is will there be a standardized form for bidding or how will that process work?
Answer: No, a standardized form for bidding is not required, see page 59 of the solicitation, D. Proposal Submission for details; Next, see page 47 the solicitation, Volume II – Price Factor, which explains in detail - Attachment 1 – Price | Cost Schedule.
8. How do I bid these jobs? Is there a form that we need to fill out? There are 48 lines worth of items to bid on. Do we have to bid on each one or just the ones we are interested in doing.
Answer: see page 59 of the solicitation, D. Proposal Submission on how to bid. See response to question 9, on bidding on the 48 lines.
9. Do you require that vendors provide quotes for ALL Line Items (1-48) listed in the "Schedule of Supplies/Services"? Or are vendors allowed to provide "Line Item Quotes" for items they have the most expertise/experience in manufacturing?
Answer: Yes. Bids will be accepted for items your dental laboratory can provide.
10. The subject solicitation notes, that “there is a physical technical proposal portion along with a written Technical submittal; Based on the instructions in the Solicitation — the Government ships some sample prosthesis — below — with the offeror working it and returning it by set time frame in the Solicitation.
Sample Prosthesis:
The sample prosthesis will consist of the following items listed below:
1. Single Unit Porcelain Fused to Metal restoration
2. Zirconia/Layered Crown
3. Flexible Partial Denture
4. Upper and Lower Complete Denture Setup
5. Removable Partial Denture Framework
Do we submit our notice of intent to receive these samples before submittal of our proposal? Or do we submit the written portion — past performance, tech and pricing — first and then receive the samples?
Answer: Sample Prostheses will be forwarded to the offeror following submission of the proposal including the written portion. Thus, the Notice of Intent, per page 45, Physical Technical Proposals should be submitted with your response on or before the closing date: April 23, 2018.
11. While reading the section 2.2.5, material requirements, I found some #'s that don't add
up. I have been shopping around for some different types of metal that would work within the guidelines of the bid so I can hopefully bring the cost down. In this guideline I see that the metal cannot contain more than 30% silver and no more than 25% base metals.
This leaves 45% for gold and platinum groups. This is where the problem lies; anything over 40% of those groups makes it a HIGH noble metal not noble. It's not possible (as I understand it) to have a noble metal without having either a higher amount of silver or base metal in the crown. Is there something I am missing or 1 or both of these numbers off. Or does it matter what the metal is as long as it passes the ANSI standards and the American Dental Association standards for noble and high noble metals?
Answer: Material requirements must follow ADA standards for noble and high noble metals. ADA specifications for high noble alloy states the Noble Metal Content “greater than or equal” to 60% (gold + platinum group) and the gold content is “greater than or equal” to 40%. ADA specifications at https://www.ada.org/en/about-the-ada/ada-positions-policies-and-statements/revised-classification-system-for-alloys-for-fixed-prosthodontics
12. Are you still planning on using a 100% Small Business Set aside for the award?
Answer: The solicitation is a 100% Small Business set aside. Therefore, the set-aside is open to ALL small businesses, i.e. WOSBs, SDVOSBs, VOSBs, etc.
13. I own a removable dental lab specializing in complete and removable partial dentures, Valplast RPDs, etc. I would be able to fulfill requirements 0028-0044. Is it possible to bid on just removables?
Answer: Vendors are allowed to provide “Line Item Quotes” for items that they are fully capable of performing, See section E.2 Addendum Instructions To Offerors-Commercial Items Technical Evaluation, item (2) Corporate Experience/Capability.
14. My biggest concern and question is directed to B.4 Performance Work Statement / paragraph 3. “The price of the crown and bridge unit will include the price of the metal (dental casting high noble or noble alloy. There will not be an additional cost for metal” Please note this request is not in the best interest of the government. All teeth are not the same size and will require different amount of alloy i.e. high noble gold. Price of gold changes every day and for any vendor to project the cost of gold in order to cover their cost is almost impossible. We will need to not only anticipate the cost of gold but would have to charge the same price of a 3rd molar (which is typically the largest tooth in a human mouth) to a Central or lateral tooth (which is typically the smallest).
I realize there are contracts which require High Noble, however they allow vendors to charge + Alloy. We give each location a price + Alloy per DWT (per penny weight) and also weigh each tooth and provide an alloy Certificate. At a minimum we would like to offer or submit +Alloy on all High Nobel crowns and submit our quote for the price per DWT base for different types of gold one year. This way we can charge for the actual gold used on each tooth and not have to pay the price for the worst case or charge for a 3rd molar for each case / tooth. In the end we would like to provide prices for all items that require High Noble as + Alloy. Are we allowed to propose for all items that require High Noble as + Alloy?
Answer: No. Line items must have a specific price that cannot vary for that specific line item during the contract period. The best estimate for the specific alloy per unit should be included in the item bid price.
