Justification for Other than Full and Open Competition “Bridge Contract” for VA798S-13-A-0007, VA119-17-J-0046 | OFFICE OF SMALL AND DISADVANTAGED BUSINESS UTILIZATION (OSDBU) Direct
Access Program (DAP) Support
1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition and Logistics (OPAL)
Strategic Acquisition Center (SAC) 10300 Spotsylvania Ave, Suite 400 Fredericksburg, VA 22408
2. Description of Action: The proposed action is for a one (1) month firm-fixed price (FFP) task order to maintain incumbent contractor acquisition support services for the Office of Small and Disadvantaged Business Utilization (OSDBU) Direct Access Program (DAP). This effort is being conducted under the authority of the Multiple Award Schedule Program; the proposed effort will be awarded under the General Services Administration (GSA) Federal Supply Schedule (FSS) GS-10F-0349N to ADDX Corporation, 4900 Seminary Road, Suite 570 Alexandria, VA 22311. This action shall be a “Bridge Contract” serving as an interim contracting vehicle until a new action is awarded.
3. Description of the Supplies or Services: The proposed action is to provide all of the tasks as specified under the existing contract to ensure no lapse in services pending the execution of a new award. All other statutory, regulatory, and policy requirements have likewise been satisfied, to include the VA Rule of Two, IAW 38 U.S.C. 8127(d), Veterans First Contracting Program, IAW 38 U.S.C. 8128. The total estimated value of the proposed action is $51,856.00.
4. Authority: This acquisition is conducted under the authority of the Multiple- Award Schedule Program in accordance with (IAW) 40 USC § 501(b)(2)(A). The specific authority providing for a limited source award is 41 USC § 4106(c)(3) as implemented by Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(C), “In the Interest of Economy and Efficiency, the new work is a logical follow-on to an original Federal Supply Schedule Order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.”
5. Rationale Supporting Use of Authority Cited Above: The proposed source is ADDX Corporation, 4900 Seminary Road, Suite 570 Alexandria, VA 22311.
Currently, ADDX serves as the incumbent provider of these critical services , awarded under VA798S-13-A-0007 VA119-17-J-0046 issued against GS-10F- 0349N. Re-procurement efforts are currently underway and it is expected that a new solicitation for the OSDBU DAP support services will be issued no later than June 30, 2018. The follow-on requirement has a projected award date of no later than July 28, 2018. Not using the authority cited above will result in a break in service.

6. Efforts to Obtain Competition: Market research has been conducted and those details are contained in the market research report, which is part of the electronic contract file. There are numerous SDVOSB contractors on GSA FSS, Professional Services Schedule (SIN 874-6), NAICES Code 541611 / PSC R707]. Subsequent to the expiration of the one-month bridge contract, there is an expectation that a new contract will be in place through robust competition. This effort is solely intended to provide just enough additional time to enable final execution of a competitively solicited long-term requirement.
7. Actions to Increase Competition: No barriers to future competition are anticipated. A competitive contract vehicle is anticipated to be awarded no later than July 28, 2018 and future acquisitions will be awarded on a competitive basis.
8. Market Research: As noted in paragraph 6, Market Research was previously conducted and those results are embodied in the Market Research Report. There are numerous vendors who can provide Professional Support Services and are SDVOSBs. There is an anticipation at least two SDVOSB will quote on the current requirement when it is publicized.
9. Other Facts: Not applicable.
10. Technical and Requirements Certification: I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.

11. Determination of Best Value: I hereby determine that the proposed contract action will represent the best value to the Government consistent with FAR 8.404(d). The prices provided by the offeror will be compared to historical pricing of the previous contract and compared with prices on the Federal Supply Schedule (FSS) that were previously negotiated by GSA and are considered fair and reasonable. Any other additional price discounts will be sought as applicable and when available. Although the incumbent’s pricing is known and has already been determined to be fair and reasonable, the possibility of a de minimis pricing increase exists.
