About this file

This document is a Request for Lease Proposal (RLP) Amendment No. 1 for a Department of Veterans Affairs Research and Development (R&D) Facility in San Diego, California, solicitation number 36C10F24R0063. The amendment modifies several key sections related to operating costs and utilities, specifically clarifying that the government requires a lease net of utilities and that the VA will pay all expenses related to utility usage (electricity, telephone, internet, gas, water, and sewage).

The amendment requires the offeror to ensure public utilities are available at the site, pay utility connection fees, provide separate meters measuring VA usage only, and submit a building operating plan with startup and shutdown times for building systems. Offers are due by 05/20/2025 at 4:00 PM Eastern Daylight Time, and the offeror must obtain a statement from a registered professional engineer certifying that building systems can operate under lease conditions and identifying any systems not conforming to ANSI/ASHRAE Standard 90.1 performance values.
