The purpose of this amendment is to provide RFI 1-9 responses. See SF30 continuation page for RFI responses.
The VA believes that the majority of the work will be performed by Engineering Services. The North American Industrial Classification System Code of 541330 will be used for this requirement which has a size standard of $26.5M in average annual receipts.
Proposal due date remains the same at February 5, 2024 at 4:00 PM Pacific Time. No further changes.

RFI - 36C10F24R0016 – Q & A
1. Typically CPARS/PPQs and SF330 Part II's do not count against the page limitations. Can we assume that is the case here for the subject project RFI/RFQ?
See Solicitation Notice Section IV.3.b “Past performance information including Past Performance Questionnaires and Contractor Performance Assessment Reporting System (CPARS) reports will not count towards the page limitation.”
2. With combined construction values of between $90M- $190M is it possible this will go under the purview of USACE? Once the value gets above $50M doesn't it move out of CFM hands and into the Corps of Engineers?
The threshold to transition from CFM to USACE purview is $100M per building. Construction value building included in the solicitation do not exceeds this threshold. Determinations will be made at SD-2 (35% design) where construction budget is revised and baselined.
3. The SOW seems to indicate a number of stopping points and options. Will each option require a separate fee negotiation?
No. All options will be priced options at the moment of award.
4. Who were the firms involved in the "Project Book" effort for these 4 buildings?
The Project Book A-E firm and its consultants/subcontractors are prohibited from competing for this A-E contract. This includes Anderson Engineering of MN, LLC was the Project Book prime, it will also disqualify IMEG, Triple-C, , Oculus, Inc., CPMI, Force Protect, Spack Consulting
5. Is there a file size limit for the SOQs emailed to you? The file size allowed for email attachment is 25MB.
6. The solicitation document states “Except as otherwise permitted below, firms must use the fillable version of SF 330 available on the U.S. General Services Administration website at https://www.gsa.gov/portal/forms/download/116486, using the space available and font settings embedded in that document. “
Would it be acceptable to submit a pdf version of the SF330 form that was created in Microsoft Word if the layout and fields remain the same and the font requirements, etc. are met?
If there are NO visible formatting that can be construed as an advantage to the offeror, it will be allowed.

7. Should a quality control, technical and/or management approach be included in the Block H?
It is not required to include a quality control, technical and/or management approach in the SF330 Form Extra Section Block H
8. In reviewing the provided Combined Synopsis/Solicitation Notice, it appears that a great deal of the work required for this contract would be engineering-related. Would the government consider changing the NAICS code to 541330?
