Questions Answers
Yes, vehicle screening is a requirement per section 1 of the FSL III.
Program For Design (PFD) takes precedence.
The current RLP requires Two (2) Green Globes for New Construction Certification. The Green Building Initiative (GBI) is adopting a new standard for Green Globes Certification. It is adopting the 2021 GBI standards that will greatly increase the measures required to achieve two (2) Green Globes for this project and greatly increase the cost of design and construction. Will VA consider reducing the requirements for this lease to one (1) Green Globes in order to both maximize sustainable design and minimize cost to the project?
In the case of a discrepancy between the conceptual plan and the program for design in which case which should take precedence. We assume that we will follow the program for design please confirm.
It was mentioned during the Prebid conference that a Revit model will be required. Can the team submit CAD format plans instead of Revit as per the RLP requirement (RLP 3.06 - O.2)
The current RLP requires design and construction for FSL 3. This security level is uncommon to VA outpatient clinics and includes design measures that significantly increase the cost of construction. One instance of this increased requirement is progressive collapse design of the multi-story building design. Will VA consider reducing the FSL requirement to FSL 2 in order to reduce the shell cost of the proposed project?
The one-lane covered drive through is for public/patient use, located within parking area, can be adjacent or remote, does not need to be secure zone. The intended use of the covered one-lane drive through area is for patient vaccinations, testing, other patient/staff interactions (e.g., drive through clinic, etc.).
The six (6) covered waiting areas are to be spread out evenly throughout the patient parking area for use of shuttles back to clinic.
LDN reissued with RLP Amendment #2. See reissued LDN.
The requirement is for 2 Green Globes.
FSL III is the requirement.
For proposal documents, REVIT is not required. Per the L100, REVIT will be required by the Lease Awardee post award during the design phase.
Confirmed, only UPS required are rack-mounted per section 4.8.6 of the LDN.
Confirmed, flexible ductwork is only allowable for the final 3 feet connection to diffusers.
The relative humidity setpoints in section 6.05 of the L100 and the Room Data Matrix are year round requirements.
https://www.cisa.gov/resources-tools/resources/isc-standard-risk-management-process
ASCE 59 is the controlling document for compliance with FSL III requirements.
Confirmed that this is only a detailing requirement and that no blast analysis would be necessary for the requirements of Section 2.20 and 2.21 of the FSL III.
PDF version attached with RLP Amendment 2.
No.
Yes, the six (6) electric vehicle spaces count towards the 1,500 requirement.
Are CAD files required with the submission?
