1) SF 1442 Block 13 d. states that Offerors are to provide 120 calendar days for Government acceptance. The Offer Pricing Sheet also indicates 120 calendar days for Government acceptance in the first bolded statement, but the next paragraph states “The offeror agrees to perform the work required at the prices specified below… if this offer is accepted by the Government in writing within 180 calendar days after the date offers are due.” Please confirm that offers are only required to be valid for 120 calendar days from the date offers are due, and not 180 calendar days, and revise the Offer Pricing Sheet accordingly.
Government Response: Valid for 90 days.
2) Reference Solicitation Page 18 of 90, item C4.A.1 Construction Management Experience: Item A.1 calls for demonstrated corporate construction experience with a minimum of 3 Clinical Healthcare projects of similar size, scope (healthcare, inpatient, clinics), and complexity.
a. Is a VA project that took place in a boiler plant building considered relevant and acceptable?
Government Response: If the said project that took place in a boiler plant that was of similar magnitude and scope herein this solicitation, then yes.
b. Would a VA project in a boiler plant building be considered more or less relevant than a project in a healthcare/inpatient/clinic/medical facility?
Government Response: The boiler plant and its supporting function is to provide 24/7 utilities to the entire hospital. The relevance has to do with ensuring zero disruption to the 24/7 services that the boiler plant provides to the entire campus. Documented experience with a medical facility demonstrates that the bidder understands that boiler plant services cannot be disrupted or lost at any given time.
3) Reference Solicitation Page 19 of 90, item C4.A.2 Key Personnel Project Experience: Under “Biographical data will include the following”, the eighth bullet point is asking us to provide the “percentage of the individual’s time (that) would be committed to the project during both the design and construction phases”. We do not find any indication that this is a design-build project. Please clarify whether this is a design-build or design-bid-build project.
Government Response: The performance requirements of the Statement of Work in this RFP package require the contractor to develop shop drawings in accordance with “01 33 23 Shop Drawings, Product Data, and Samples” specification. Submission of layout and routing drawing as well as bill of materials to VA’s Contracting Officer and Senior Resident Engineer for review and approval prior to work execution is required.

4) Reference Solicitation Page 20 of 90, item C4.A.3.b (Project Organizational Chart and Narrative):
This item requires offerors to submit a list of all consultants and all proposed major subcontractors, including contact information. As subcontractors typically wait until the last minute to submit bids, we likely will not know who our subcontractors will be until just before this goes out. Will the Government please allow offerors to submit this information at a later time such as a couple hours after bids are due or the next day?
Government Response: Subs need to be identified prior to contract award.

a. Will the Government accept completed CPARS in lieu of Past Performance
Questionnaires?

6) Reference Solicitation Page 18 of 90: Item C4 indicates the technical proposal shall be divided into four sections, including “(4) Small Business Participation”. There is no other mention of Small Business Participation in the proposal instructions. Please confirm that a Small Business Participation Section is not required with the proposal.
Government Response: The Small Business Participation Section is not required.
7) On Solicitation Page 90 of 90 it indicates “See attached document:
1666059176755.same_approval.” We do not find this document included in the solicitation package. Please provide this document.
Government Response: Disregard document reference.
8) SF 1442 Block 13.a indicates that offers are due in original and one copy. On Solicitation Page 17 of 90, under C1.C it states to submit offers by email and one hardcopy to the address listed. And under C1.E it directs us to submit an electronic copy of the technical proposal on one (1) CD.
a. However, Item E.3 indicates that proposals are to be spiral bound. If we’re submitting offers by email, electronic copy on CD, and spiral bound, that would be one original and two copies. Please advise.

10) The provided Drawing/Bldg 2 Boiler Sketch does not include a scale, and the drawing is not scalable. When we set our scale to a shown dimension, other shown dimensions on the drawing are not consistent. Will the Government please provide a drawing that is to scale so bidders can accurately quantify the work?
Government Response: Please see Figures 1-4, for reference only. These are estimates and do not take away from preparedness when attending a site walk.
11) The provided Drawing/Bldg 2 Boiler Sketch does not show the drain route that was shown on the site visit. Will the Government please provide a drawing clearly showing the existing drain route and where demo is required?

12) The provided Drawing/Bldg 2 Boiler Sketch does not indicate a slab depth. Will the
Government please provide as-built drawings that show the slab-depth, size/type of reinforcement and any other sub-surface elements? If as-builts are not available, please provide assumptions (slab depth, reinforcement size/type/spacing) that can be made for bidding purposes.
Government Response: SOG is 6” thick with #5 @ 12” O.C. E.W.

13) Per the proposed drain route drawing would the existing sample box #1 showing to remain need to move to accommodate for the new drain routing.
Government Response: Yes, the sample box will need to be relocated to where the new line will reside.
14) Please confirm if we are to just replace the drain piping 5’ outside the building at 2-way cleanout or replace drain piping all the way to sample box #2.
Government Response: Yes, replace with new if interception point before
Sample Box #2 is PVC.
15) Please confirm typical floor drains are needed at the locations where the drawings show an odd long shape that has been drawn in that may be a trench drain type.
Government Response: The blue lines on the drawing are denoting possible routes and are for reference only. The pink lines denote the actual floor drain locations. The new floor drains locations shall match in quantity and location as the existing floor drain locations, as applicable. The drains are called out in the
SOW.

16) The 3” FD-B in question seen below, just clarify if this FD remains or will be deleted/demoed?
Government Response: The floor drain needs to remain for the air compressor.
That shall also tie-in to the new drain system.
17) Please clarify that both 3” FD-B at the Deaerator tank will remain or only one is needed and the other FD demo’s.

The new floor drains locations shall match in quantity and location as the existing floor drain locations, as applicable. The drains are called out in the

Please clarify that both 3” FD-B at condensate storage tank will remain or does one remain and one is to be demoed.

18) Clarify The difference between the floor drains listed on drawing noted as FD-V, FD-B and FD-D. Floor drains/floor sinks
Government Response: The floor drain identifiers are denoting the type of drain used at those locations in reference to the original design, piping and valve schedule. New floor drains will be part of the submittal process for review and approvals.
19) Page 10 of SOW states: "Determine and find the damaged and settling concrete slab on grade areas within the Chiller Room. Repair or replace any damaged concrete slab on grade to match the required strength and durability in the original design/ contract documents. Provide new fill and verify bearing soil and compaction as required and recompact to the required standard of the original design/contract documents." Can you please provide the referenced original design/ contract documents so we can know what compaction and strength requirements we are required to meet for this section of slab repair?
Government Response: Remove from scope.
20) Referencing that same portion of the SOW there is only one area listed on the drawing provided by the VA that annotates damaged and settling concrete slab. No other areas were noted where this type of damage existed in the chiller room. Can the VA confirm that this is the only area that needs to be addressed?
Government Response: Remove from the scope.
21) Can the VA confirm that the area of slab referenced in the first two questions is actually slab on grade or is the concrete settling occurring over a portion of the slab that runs over the basement? (If it is over the basement that is a much much much more involved process)
Government Response: Remove from the scope.
22) It is not defined in the bid SOW if this is a design build project. There is no mention of needing any stamped drawings or details prepared by a licensed engineer. Are we to assume by this that the VA is not requiring outside engineering or any stamped plans provided by the contractor to the VA on this project?
Government Response: Layouts and designs by the contractor shall be submitted to the Government per the SOW and Specifications. The submittals will be reviewed by the Government. All submittals will be reviewed to ensure that the Divisions provided within the Specifications are being honored. Although stamped drawings are not required for this project, the most current National
Code and Standards shall be followed for all submittals and workmanship. Shop
Drawings can be submitted for government approval. This is not a design-build project.

Government Response: The drawing is only a reference to an applicable routing configuration. The Contractor shall submit drawings that are in accordance with the Specifications Divisions, and current National Code and Standards.
23) The finished flooring throughout the utility plant is different materials, some epoxy, some paint, some bare concrete. What is the expectation when we are replacing portions of the concrete slab as far as finish is concerned? Are we to epoxy the portion we replace, are we to paint it, or leave it as bare concrete?
Government Response: No finishes.
24) With multiple floor finishes and imperfections in the current floor can you confirm we are not being requested to refinish the entire utility plant floor?
Government Response: No finishes.
25) SOW references placing new lines that are hub and spigot cast iron. Is the VA in agreement that PVC is an acceptable alternate that has superior durability in this type of environment and soil composition?
Government Response: No PVC shall be used.
26) The SOW states, "The contractor will determine if the functional integrity of the sewage drainage flow is fully effective from the VAMC Energy Plant to the Utilities Main Sewage Service Connection located to the east of the facility. If any defects are found, the Contractor shall replace and install sewage pipeline materials that render the external main pipeline fully functional." Can the VA confirm that the contractor is to account for replacing this sewer run in our bid prior to knowing if it needs to be replaced, or after investigation is the government going to allow a change order to cover any repairs that may be necessary?
Government Response: The Contractor is responsible to ensure their work meets full performance as per the Specifications. Should any anomalies arise at the tie-in locations between new and existing work, then the VA will request a proposal for review and approval to effect required repairs.
27) In the scope of work for the boiler room the new blowdown vent is to be located across a walkway beside the boiler. Is the VA aware and understands that the drains coming off the boiler will need to be mounted on the ground to transit the walkway to reach the new
BD?
Government Response: The boiler units all have above ground piping that route to a floor drain. The current configuration has been modified to reroute to alternate drains since the existing floor drains are not serviceable. Please submit drawing to the Contracting Officer and Senior Resident Engineer.

28) Could you please confirm that there is a Trough Drain? During the scheduled job walk it was mentioned that there wasn't one, but the plans call for one.
Government Response: There is no existing trough drain. The sketch provided is intended to mark the real-estate/layout area for piping layout or trough should one be elected for use. A trough option is not the most conducive in this area since it is located in an active Boiler Plant that provides 24/7 services to the hospital. The sketch is only marking out the real-estate to which the header pipe should reside, therein.
29) Will T&P lines drain into the trough drain or to the main drain?
Government Response: There is no existing trough. Trap primer lines shall function with the new drain system and will not abandon the system. It can be modified to fit new routing, but shall be a fully functional system by the end of the project.
30) What material is the trough drain and will it need traffic rated grates?
Government Response: There is no trough drain. (if a trough option is used, the trough needs to have traffic rated grates to support heavy equipment i.e. forklifts, etc).
31) Due to fuel lines running in existing through and the plans also show drain running in this area. We would need a reroute diagram for the new drain line. Will your team provide a new route to avoid the fuel lines?
Government Response: The Contractor shall provide shop drawing submittals with a method for routing around the fuel line trench.
32) New drains per plans show cast iron. Will the no hub material withstand the high heat from blow off? Also, cast iron over time tends to build corrosion and becomes restricted due to build up from boiler blow off. Will you accept stainless lines in this area?
Government Response: As per Specification, 23 21 11, Boiler Plant Piping
Systems, 1.7-G, “Drips, drains, blowdown, water sampling, and chemical treatment are designed, and materials and equipment are applied in accordance with the maximum pressure and temperature of the system with which they are associated.” Also see Section 2.4, Boiler Blowoff Piping, from the same
Specification that was attached to the solicitation. Stainless will not be used.
33) Solicitation Page 10 of 90, under Project Description it states “Determine and find the damaged and settling concrete slab on grade areas within the Chiller Room. Repair or replace any damaged concrete slab on grade to match the required strength and durability in the original design/ contract documents.” For bidding purposes, please
VA Southern Nevada Healthcare System provide the quantity in square feet of damaged settling concrete slab-on-grade that may require replacement. Please also provide a concrete thickness that should be assumed.
