Consolidated RFI LIST:
1. Can you provide a scaled drawing showing the rooms for each substation (EP-101, EP-102, EP-103, EP-104)?
Answer: No. The existing substation demolition drawings are drawn to scale. It is the responsibility of the contractor to measure, plan, verify, procure and construct the rebuilt substations as necessary based upon existing field conditions.
1. For Substations A, B, C, D, and E - will cable and conduit be allowed to connect substation secondary to the downstream switchboards in lieu of busway?
Answer: Replacement of the existing secondary busway with new busway was a part of the original design requirement from the VA.
1. For substations A, B, C, and D – please confirm whether the conduits entering the primary switches are from the top or bottom.
Answer: It is the engineer's best recollection that the cable (conduit) entry to the primary fused load interrupter switches in substations A, B, C & D is from the bottom. Contractor to verify.
1. Box 11 on page 1 of SF 1442 states the period of performance as 365 calendar days. The Price Schedule on page 17 of the solicitation states for the Base Bid “The period of performance for Building 1 and Building 2 shall not exceed 30 months total from the Notice to Proceed.” The Bid Option states “The period of performance of work in the Penthouse shall not exceed 19 months total from the Notice to Proceed.” Please clarify the period of performance for both the Base Bid and Bid Option.
Answer: Box 11 of SF 1442 shall read as “See Price Schedule and Bid Options for Period of Performance”. 1) The period of performance for Building 1&2 shall not exceed 30 months from Notice to proceed. 2) The period of performance of work in the Penthouse shall not exceed 19 months.
1. E-102/Note 1: Existing substation E transformer far exceeds the weight capacity allowed on the freight elevator even if the oil is extracted and it is taken apart in sections. The new transformer cannot be broken down enough to meet the suggested method of entry through the freight elevator. Please provide an alternate route or option to remove and replace this substation.
Answer: The demolition plan approved by the VA was to have the contractor drain the oil and then cut up the existing substation E power transformer into small enough pieces to allow for the use of the existing freight elevator. KFDE would entertain (subject to engineering review and VA approval) a proposed alternate demolition plan for Substation E by the successful contractor.
1. Substations A,B,C,D Electric room B118 & B231: In order to remove the substations located in rooms B118 & B231, ceiling tiles and ceiling grid will need to be removed due to clearance restrictions at both of these locations. Asbestos is known to be present in the interstitial space above, will abatement and air sampling be done prior to contractor needing access at these locations?
Answer: On sheet GI200 under the heading "EXISTING HAZARDOUS MATERIALS", it is noted that "Contractor shall treat any original construction as "presumed asbestos containing materials" (PACM)." The VA does not plan to perform any abatement or air sampling prior to the contractor performing their work. It is the contractor's responsibility to take any and all steps necessary to protect personnel and property from exposure to the know asbestos hazard(s) during the performance of their work.
1. Substations A,B,C,D Electric room B118 & B231: Safe off or removal of existing fire sprinklers, fire alarm devices, Wireless Access Points, and any wiring laying on the ceiling tiles will be required. Who is to provide this scope of work?
Answer: All work is to be performed by the contractor.
1. Substations A,B,C,D Electric room B118 & B231: EP-301/Detail 2 & 3 both state that the Temporary power cables between electric room to be ran “via the Interstitial Space”. Since asbestos is known to be present in the interstitial space will abatement be done prior to work in these areas, or is there an alternate route to avoid work in this space?
Answer: See response to RFI #6 above. The pathway from Substations C/D to Substations A/B through the interstitial space for the temporary power cables was chosen by the VA to avoid interference with the day-to-day hospital activity in the hallways.
1. Demolition hours: Please confirm the hours allowed for demolition.
Answer: Refence General Note 6 on sheets ED-101, ED-102, ED-103 & ED-104ED-1: contractor shall prepare a demolition plan. Hours for demolition will be coordinated and will depend on the activity’s impact to the facility.
1. Temporary Power/Generators: Generators feeding all secondary distribution will need to be running 24/7 for and extensive amount of time during the demo of existing system and installation of new substation. Is there any requirement for redundant power or auxiliary fuel given the critical nature of this power feed? Generators in excess of 500 hours of run time will require shutdown for servicing.
Answer: The VA did not require any redundant temporary power on this project other than the temporary power requirement called out in the contract documents. It is the contractors' responsibility to monitor and fuel the temporary generators while in operation. If the contractor's means and methods require that the temporary generators be run in excess of their recommended run time between servicing, then the contractor must make arrangements to provide temporary power to the hospital while the generator(s) is shut down for servicing.
1. Please provide which days of the week and hours when equipment can be removed from and delivered into the Buildings.
Answer: Contractors are required to prepare and submit for the VA's approval a Demolition Plan (see General Note 6 on sheets ED-101, ED-102, ED-103 & ED-104) and a Material Handling Plan (see General Note 2 on sheet E-101, General Note 3 on sheet E-102 and General Note 2 on sheet E-103).The loading docks are open Mon-Fri 7am-3:30pm, however, coordination is required for all contractor activity in these docks. If after hour access is required to minimize impact to the facility operations or other activities, it can be coordinated with advance notice.
1. The Door Schedule on AE101 calls for three (3) sets of doors/frames/hardware to be replaced that were recently replaced on another project. Does this project require replacing them again? Answer: Include all work per plans and specifications.
1. The project documents show the path of travel to deliver the Substations and Transformers F, G, H and J are through an existing opening in the mezzanine floor. The hoist above this location states it has a capacity of 1 ton. The heaviest piece of equipment is 15,000 lbs. Will the VA be making structural changes and upgrading the hoist to accommodate this project?
Answer: No. The VA will not be making any changes or upgrades to the existing Government owned 1 ton hoist. The contractor is responsible for providing all lifting and/or hoisting equipment as necessary to safely move materials/equipment through the opening in the mezzanine floor as well as all other project areas requiring movement of equipment and materials. Reference Addendum #01.
