About this file
This document contains a Project Labor Agreement questionnaire from the Department of Veterans Affairs regarding construction project 36C10F21R0016 for the Western New York National Cemetery Phase 1B. The VA is requesting that construction companies complete the PLA questionnaire to gather input on whether a PLA should be required for this project. The questionnaire asks companies if they are familiar with PLAs and their use, if they would bid on the project if a PLA was required, how a PLA may impact proposed costs, and whether a PLA would restrict competition or cause subcontractor resistance. Responses are due to the VA contracting officer by February 15, 2021.
