Real Estate Acquisition Support Services
The purpose of amendment A0004 is to provide the following:
a) The proposal due date is extended from October 14, 2020 to October 21, 2020 at 3:00PM EST.
b) Provide Module 1 preparation of Lease Documents and Document Quality, and updated Exhibit 4 and 5 Checklist attachments.
Prepare Lease Documents and Document quality:
1. Contractor shall submit to the Project Manager (PM) and Lease Contracting Officer (LCO) for approval a copy of the draft lease and a transmittal letter to the awardee. (NOTE: PM and LCO will forward the signed transmittal letter and unsigned lease to the awardee for signature and return to the Contractor for action.) The LCO or PM, at their discretion, may request these documents be sent by mail or electronically to the Contractor.
2. Contractor shall submit to the PM and LCO the completed lease file in the file provided by the Government. Documents shall be filed, tabbed and, labeled by the Lease File Checklist. The lease file should contain all documents requiring LCO approval before the lease award.
3. The VA office will require the Contractor to complete and submit electronic lease procurement files that are needed for the VA Office of General Counsel (OGC) Pre-Award Lease Checklist that contains necessary files that need to be reviewed by the Office of General Counsel (OGC). Additionally, the Contractor may be required to prepare and submit files using the Office of Asset Management Enterprise (OAEM) Pre-Award Checklist that is required to obtain OAEM concurrence on a lease award. See updated Exhibit 4 attachment for OGC and OAEM Pre-Award Checklist.
4. The Contractor will work with the PM and LCO to gather required documents that need to be submitted for any Congressional notices necessary for Prospectus projects. Some of these documents are government documents, although the Contractor may prepare them for VA review and approval.
Lease File Checklist – Exhibit 5 (A, B or C)
1. The Contractor shall conduct tasks identified in the Lease File Checklist from the receipt of a written task order unless specific tasks are determined to be non-applicable by the LCO, PM, or the COR.
2. The Lease File Checklist, Exhibit 5, documents steps that must be performed during a Federal lease acquisition and will be the primary document used by the LCO, PM, or COR to evaluate compliance with technical requirements. Services not performed by applicable laws, regulations, Executive Orders, policies, and the terms of this contract will not be considered acceptable.
3. The General Services Acquisition Manual (GSAM), Part 570, includes the GSA regulations applicable to GSA lease acquisition. Lease acquisition procedures and regulations vary depending on the complexity of acquisition. An acquisition may range from a simplified acquisition to one that follows Best Value Trade-Off Source Selection procedures. The Lease File Checklist, Exhibit 5 will be provided with the task order and will be determined applicable by the LCO, PM, or COR to identify the required steps for the specific acquisition.
4. The Contractor shall submit the complete lease contract file with original documentation to the LCO, PM, or COR for final approval and acceptance. The Lease file documents are to be filed, organized, and labeled by the Lease File Checklist, Exhibit 5 and set up in the folder and format specified by the Lease File Checklist. This task includes government naming conventions of files, folders, and sub-folders. Filing conventions and the Lease File Checklist may evolve and be updated by the government. Any updates to the Lease File Checklist will be provided to the Contractor by the Government. The contractor understands Checklists are living documents and subject to change.
5. Submit Lease file documents filed, tabbed, and labeled by the Lease File Checklist, Exhibit 5, and set up in the folders/format specified by the government.
6. The government may request a copy of the Lease File Checklist anytime during the lease acquisition process.
Deliverable Format, Quality and Lease File Checklist:
1. Submit documents that are complete, accurate, and neat, and meet generally accepted standards by the laws, statutes, regulations, Executive Orders, and local market conditions using correct grammar and appropriate language without gross errors, inconsistencies, omissions, or inaccuracies.
2. All items shall be delivered to VA in the form of high-resolution electronic documents in PDF format or MS Word/Excel format if requested. If the file is larger than 5 megabytes, the document(s) must be delivered by a VA approved FTP site or via a CD or DVD sent via overnight mail. Electronic file submissions should align with the Lease File Checklist. The government reserves the right to request the documents be provided in hard-copy format in which the Contractor is responsible for delivering a Lease Binder that is tabbed and aligns with the Lease File Checklist.
3. The Lease File Checklist, Exhibit 5, will be provided by the ordering VA office. The Contractor will work with PM and LCO to identify the required steps for the specific acquisition. Some steps can be performed concurrently; however, at stages where the Government’s review and approval are required, the Contractor shall obtain written approval from the PM and/or the LCO before proceeding to the next stage of the acquisition.
4. Submit Lease file documents filed and tabbed or labeled by the Lease File Checklist, Exhibit 5, and set up in the folders or format specified by the ordering VA office that placed the task order. The contractor understands Filing conventions may vary by VA office.
5. VA Checklists are provided by the ordering agency or VA office and are subject to updates and changes.
6. All documents made part of the VA Checklists shall be made available electronically and in the form of a hard copy if requested by the PM and LCO.
