About this file
This document contains an amendment to a solicitation for physical access control and related security systems remediation and enhancement services. The Department of Veterans Affairs is seeking these services for two locations, with the scope limited to upgrading access control and surveillance systems at buildings in Austin, Texas and Waco, Texas to integrate with new Personal Identity Verification credentials. The solicitation number is 36C10F20R0065. The proposal due date was extended to July 6, 2020. The amendment provides responses to vendor questions, clarifying that the site assessment should be the only item initially priced, and that recommended options would be priced later. It also lists existing security equipment and locations.

PACS Upgrade RFI’s #1 Important to Note: Final RFI’s are due on Friday, 6/19/2020 at 2pm CST.
Proposals are due on Monday, 7/6/2020 at 2pm CST.
There were 2 scheduled site visits held (June 8-9 & June 15th)
No additional site visits will be scheduled. If your team may need to visit the site for any clarifications, please coordinate with Mr.
Howard Harrison or Mr. Alberto Acquire.
The following were addressed during Site Visit #1
1. The contractor must be licensed with Software House in order to support the current C- Cure 9000 equipment. Government personnel has confirmed that they will register the awardee as the Integrator of Record.
2. Warranty documentation under 2.2.1 – Contractor was unsure how they were expected to provide warranty documentation for existing equipment and new equipment within 30 days.
The warranty on the software and computers are currently near expiration. There may be a few cameras with little warranty left, but that is unlikely.
3. Contractors inquired about pricing of Option CLINS in Schedule B. Contractors are currently only required to submit pricing on the Base award (Site Assessment). The site assessment must be completed prior to presenting and pricing options.
Additional RFI questions and answers
1.) Who are the current and expected future OEM/Vendors for the following current systems:
PACS, CCTV, IDS, Duress, Visitor Management, Fire, Bldg control systems-locks?
PACS- No current maintenance contract CCTV-No current maintenance contract Visitor Management- managed in-house Fire- Taylor Security separate from PACS Bldg Control Systems-locks-No outside vendor
2.) Does the scope of facility encompass just the buildings communicated (Austin-Bldg 5; Waco-Bldg 92) or are all additional buildings on these campuses in scope?
Yes. Only Austin Bldg 5 and Waco Bldg 92.
3.) For the BEST option, is the VA open to piloting innovative solutions (facial recognition, machine learning for suspicious behavior, gunshot sensors, drone surveillance/UV)
Yes. The only limiting factors is our preference to keep CCure9000.
4.) Given all Line Item Number require pricing, is this only for our anticipated contractor labor - not to include BOM order amounts based upon the discovery/design assessment phase?
Please only price CLIN 1 – Site Assessment for the initial proposal.
The awardee will provide remediation options and price the Option CLINS.
5.) Will all BOM identified for Option 1 and follow-on Options be directly invoiced by the OEM and paid directly from VA or will the Contractor be responsible for all purchasing?
The contractor will be responsible for purchasing all materials.
6.) Is there a NTE budget for Phase 1?
No, there are no NTE budgets.
7.) Is there a NTE budget for the entire SOW?
No, there are no NTE budgets.
8.) Are there any incumbent prime or sub or independent contractors that will need to handoff current efforts or may be involved with installation of new components? If so, can you provide their contact information?
There is no incumbent contractor that will hand off anything for this requirement.
9.) Is all documentation delivered in digital form or both digital and hard copy? If hard copy, how many copies per location?
Documentation can be digital
10.) For the Installation Preparation Design Drawings - do we assume Construction-level Work Plan drawings with electrical, network and the PACS/ESS layered?
As-Builts in CAD files 11.) Are Fire Protection Systems within the scope of the assessment?
No
12.) Are there specific security requirements for active shooter reaction plans or natural disasters?
No, open to suggestions.
13.) Is the Contractor responsible for Information Security requirements for all systems?
Yes
14.) The SOW says that at some point, the current access cards will be replaced by the “new FIPS 201-1 smart cards” and that “logical access control systems must be upgraded to use PIV credentials.” However, while on site, the Facility Manager said that the card scanners and access cards would remain the same.
Just wanted to clarify on this as it will affect the scope of the assessment.
Please follow the guidance from the SOW to upgrade all systems to use PIV credentials
15.) The Facility Manager mentioned that numbers of hardware such as replacement or new cameras for each Location were already provided to the COR. Can you share those numbers?
Attached is a list of the current hardware and locations. This dilapidated equipment (hardware) should be replaced and upgraded to modern technology. Contractors may have different options or recommendations available to us. The only limitations we have is that we desire to keep CCure
16.) Does the below already existing at these sites or will this be needed?
This is pulled from the Mission Critical Design Manual
10.2.1.5 Credentials and enrollment interface: with the development of the HSPD-12 based architecture, credentialing and badge issuance are separate from the PACS.
Facility level enrollment station will be required; however, credentialing and badge issuance will be accommodated by a separate non-PACS system. The facility level enrollment station will allow the PIV badge holder to be programmed for facility level access permissions. Credential validations shall comply with OMD 11.11, FICAM, and NIST SP 800-116, and shall use PKI authentication method.
Yes we have a HSPD-12 credentialing and badge issuance station.
These are two separate systems
