Scope of Architectural / Engineering (AE) Services for

Balance of Work

Construction Documents Refresh

VA Medical Center (VAMC)– New York City, NY

The Veterans Affairs (VA) Office of Construction and Facilities Management (CFM) requires updating and repackaging of the existing Construction Documents (CDs). This update and repackaging includes consideration of additional studies to be made available, through existing site conditions review, and identification of key project activities that require coordination with the Medical Center. These are described in more detail below. The AE will be required to accept liability for the completed updated and repackaged CDs. The construction documents updating and repackaging shall minimize any substantial changes to construction work already in place. All construction work will take place in a complex, fully-operational hospital in a densely urban environment. Construction work not completed which requires updates and repackaging to the CDs include:

a. Construction of a Generator Yard with 2 new emergency power gensets;

b. Construction and energizing of Substation #1

c. Transfer of normal and emergency electrical power from Substation #1 to the existing facility;

d. Energize Substation #6;

e. Transfer normal and emergency electrical power from Substation #6 to the existing facility

f. HVAC Renovations on the Ground Floor of Building 2 (Engineering Shops);

g. Renovations of the Ground Floor Phase 2A Loading Dock.

2. The AE shall perform on-site facility surveys to verify existing conditions, prepare risk mitigation plans and update the construction documents to facilitate:

a. Constructing an emergency electrical power generation area to include above-ground placement of two 2000 KVA generators, activation and connection to load, to include investigation of subterranean conditions possibly impeding installation of Micropile foundation supports and high levels of ground water;

b. Developing a construction plan for Substations #1 and #6, which facilitates the medical center’s requirement for uninterrupted services including crane/rigging, backup power plans, etc;

c. Developing a comprehensive plan for energizing Substation #1 and distributing power to existing circuitry within the medical facilities;

d. Developing a comprehensive plan for energizing Substation #6 and distributing power to existing circuitry within the medical facilities;

e. Completing Fire Sprinkler Systems at Building 2 (Engineering Shops on the first and second floors);

f. Completing renovations at Ground Floor Phase 2A Loading Dock;

g. Completing minor steam line repairs damaged during flooding.

Survey work may include, but is not limited to, inspection of existing spacial conditions, geotechnical investigations, electrical and mechanical inspections, etc. to identify pathways, barriers, impediments, safety deficiencies, etc. that could negatively impact future construction. All survey work is intended to eliminate construction risk and existing safety deficiencies by fully incorporating remediation measures into construction documents.

3. The Construction Documents Update and Repackage effort shall include:

a. The AE shall review and validate existing design documents and incorporate document refinements based upon information learned in the facility surveys and accept the responsibility and liability of all final construction documents produced in this effort.

b. Executing Facility/Geotechnical Surveys, review of all as-built drawings, swing space identification, hazmat surveys (asbestos/lead based paint), designs revised with system routings shown and all life safety updates incorporated into bid documents;

c. Plans to correct pre-existing safety issues (West wing corridor, elevator lobby, etc.);

d. Address and mitigate VAMC’s identified risks (move operations/partial shutdown of hospital operations, etc. to minimize daily hospital services during construction);

e. Reference existing VAMC Electrical Circuit Identification Contract deliverables and add all circuitry defined to support Substations 1 & 6;

f. Develop Utility Outage Plans (comprehensive and to be executed by a dedicated team);

g. Perform milestone Constructability Reviews;

h. Mitigate the impacts of the VAMC Non-Recurring Maintenance (NRM) projects, Minor construction projects, and Station-level projects (specifically electrical);

i. Develop a Plan for VA use as a deliverable to identify Enterprise level Infection Control

Risk Assessment (ICRA), Interim Life Safety Assessment (ILSM), Hot Work Permits, Access Closures);

j. Facilitate the identification of laydown space for the Construction Contractor either within the VAMC or exterior trailers.

k. Prepare a crane flight plan for delivery of construction materials to Substation #1 that meets the VAMC’s risk mitigation requirements.

l. AE to develop a Draft Submittal Register for inclusion into Construction Contract.

4. The AE shall deliver the following as a result of their technical services in support of the contract:

a. The required deliverables include:

i. The documents required for draft submission equal the 95% Design submissions in VA’s PG-18-15 AE Design Deliverables document;

ii. ICRA/ILSM Plan

iii. Draft Submittal Register

iv. Milestone Constructability Review Reports

v. Draft Utility Outage Plan

vi. Construction estimates at draft and final submissions

vii. Final Construction Documents

5. Provide construction solicitation phase support including answering of Requests for Information and document amendments;

Providing Construction Period Services (CPS) throughout construction with on-site inspections, progress meetings, RFI reviews, Submittal reviews, construction modification development and estimates, final inspection services, and As-Built documentation. At a minimum, The AE shall provide architectural/engineering services for the following tasks associated with the construction of the subject contract:

i. Respond to Requests for Information (RFIs) within 5 business days

ii. Review Construction Submittals within 10 calendar days after received from

Tririga.

iii. Interpret Basis of Design issues.

iv. Address and provide Design Modifications resulting from unforeseen conditions and Request for Information responses providing a generalized construction estimate.

v. Attend On-Site weekly Construction Meetings.

vi. Final Inspection including each discipline and Follow-Up Punch List Reviews

vii. Approve Final O&M Manuals.

viii. Record CAD Files for Drawings.

6. The Estimated Construction Cost is $82,000,000.

7. The Period of Performance for the contracted work shall be 365 calendar days from Notice to

Proceed.
