Department of Veterans Affairs Dominik.Gammon@va.gov Department of Veterans Affairs The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, Western Regional Contracting Office, Mare Island, CA is seeking general construction contractor for construction associated with the Southern Nevada Healthcare System. This is a Brand Name Only acquisition and no other source of supply can meet the government need in accordance with FAR 6.302-1. The VA Medical Center, Las Vegas has a requirement for the removal and construction of a Cooling Tower #5. Contract shall be required to remove, furnish and replacement at the medical center. The Contractor is remove the existing Cooling Tower #5 (Marley NC8400) and the installation of a new Cooling Tower Evapco (model # AT2280724) in its place with all its associated piping and valves (contractor to design the cooling tower piping, controls and power). The new cooling tower piping and controls shall be integrated with the four-existing cooling tower piping and controls. The invert elevation at the basin outlet for cooling tower #5 will align with the other four existing cooling towers. It also requires the design of a new balancing valve on the newly installed cooling tower. For safety and maintenance purposes, the General Contractor shall install an access point (ladder or stairs) from the new tower to the ground. All required drawings, calculations and specifications for the design shall be included and submitted to the VA for approval. Testing and witnessing the new tower running along with one or two of the existing towers to observe system operations, installation, proper use, etc. will be also be required. The period of performance is 365 calendar days. This project is Two Phase Design-Build. The General Contractor will be responsible for providing all necessary testing, balancing and commissioning of the new tower and associated items. The Contractor shall provide all tools, material, equipment, transportation, supervision, and labor for work as indicated and specified, involving general construction, alterations, mechanical, electrical and fire protection work, utility systems, etc. All work shall be accomplished in compliance with all applicable local, state, federal codes, and specifications and drawings. The new cooling tower will ensure efficient plant operations through the range of operating conditions at the facility. The work will be performed at the VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. Interested firms should provide sufficient information to allow informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as an SDVOSB Set-aside. The estimated cost range is Between $250,000 and $500,000. The NAICS code for this service is 238220. The Small Business Size standard is $15 MILLION.
Construction contractors must download all solicitation documents at www.fbo.gov. Contractors must be registered in the Central Contractor Registration (CCR) database at http://ccr.gov prior to award and must have a DUNS number by registering for the Register to Receive Notification list at http://www.fbo.gov. Contractors will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Contractors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check www.fbo.gov for all amendments BEFORE you deliver/send your proposal to the designated person, place, date and time.
The contract will be awarded subject to availability of funds. Offerors are advised that award may be made without discussion. The offeror shall obtain all necessary licenses and/or permits to perform in the Nevada. A Pre-proposal site visit is schedule to place and shall be posted separately during the month of October 2018, for Phase 2 of the project. All prospective bidder, consultants, subcontractors, equipment and material suppliers, are invited. The location for meeting is as follows: Engineering Conference Room at VA Southern Nevada Healthcare System, at 6900 Pecos Rd, North Las Vegas, NV 89086. There will be no public offer opening. All offerors must ensure that their firms can provide Bid Bond, Performance Bonds and Payment Bonds. The proposal will be evaluated in accordance with the term and conditions solicitation document only. An award shall be made using the Best Value method per FAR part 15. The contract award will be made based on subject to availability of funds.
Offerors are advised that the award may be made with/without discussion based on how the solicitation document is advertised. The solicitation document will be made available on or before October 15, 2018.
Phase One proposal is due November 15,2018 2:00 p.m. local PST. A planned award date for a Firm Fixed-Price construction contract is scheduled for on or about December 31, 2018. The offeror shall obtain all necessary permits, licenses and any other City, State and or Federal document for construction approval prior to commencing construction.
