A. PREAMBLE
This preamble is provided for informational purposes only to assist Offerors with understanding the unique features of this solicitation. It is not intended to address all of the requirements of the solicitation. In the event of discrepancies between the contents of this preamble and the solicitation, provisions within the solicitation will prevail.
A.1 Overview This solicitation is for the qualifications phase (Phase I) for the Design/Build of the Abraham Lincoln National Cemetery Phase III Project. The primary objective of this project is to award a single Design-Build contract for the expansion of the National Cemetery.
A.2 Contract Characteristics The Government intends to award a Design-Build, Firm Fixed Price contract for this project. Selection of Phase I participants may be made without discussions. A two-phased, best value design-build selection process in accordance with Federal Acquisition Regulation (FAR) Part 36.3 will be utilized for this source selection. This solicitation, Phase I, is a Request for Qualifications. Successful Offerors from Phase I will be invited to submit proposals in response to the Phase II Request for Proposals (RFP). The Phase II Proposals require the submission of a narrative and supporting documents to demonstrate an understanding of the project. All documents submitted for the Phase II response will become the sole property of the Government without reservation and may be used in any means determined by the Government.
A.3 Guiding Principles Each National Cemetery exists as a national shrine worthy of the sacrifice of our National Veterans and their families. National Cemeteries carry expectations of appearance that set them apart from private cemeteries. VA will continue to maintain the appearance of National Cemeteries as national shrines dedicated to preserving our Nation’s history, nurturing patriotism, and honoring the service and sacrifice Veterans have made.
The overarching goal for this acquisition is to design, renovate and build additional interment sites and facilities at the Abraham Lincoln Nation Cemetery in Elwood, Illinois, worthy of a national landmark. The Government seeks to work in an effective partnering relationship with the successful Offeror to accomplish this goal.
A.4 Challenges The successful design/build team will need creative solutions to address the following significant challenges:
1. Completion of Master Planning/Bridging Documents consistent with NCA Design Standards as tailored for a design-build project.
2. Designation of Construction of Early Turnover (ETO) section by required date, if necessary.
3. Designation of Completion of Cemetery construction without impacting cemetery operations.
4. Designation of working with local agencies having jurisdiction over certain elements of this project such as, but not limited to, existing landfills, landfill monitoring, wetlands, storm-water management, easement restrictions, and conservation districts.
A.5 Partnership The degree of success of this project will depend largely upon the nature of the relationship between the Contractor/Design-Builder and the Government. The Government’s intent is to work with the Contractor/Design-Builder as an integrated team with common goals of improving quality, improving productivity, achieving cost savings, and achieving other economies and efficiencies across the full spectrum of performance. To the greatest degree possible, the Government intends to adopt commercial practices to accomplish these goals. The Government will provide the Contractor/Design-Builder maximum flexibility to determine specific work methods that satisfy the performance-based requirements in the contract.
The Government expects the Contractor/Design-Builder to produce a professional and complete design in accordance with VA and industry standards, construct in strict compliance with the approved plans and specifications, take customer preferences into consideration, participate with the Government in continuous improvement activities (such as optimizing the phasing of the effort such as utilizing fast-track design-build approaches), and proactively address risks and challenges to project success. The Government also intends to work with the Contractor/Design-Builder to devise and implement processes that are appropriate for this design-build project, that maximize efficiency, and to provide the Government insight into project progress.

Chapter 24, 38 CFR Parts 38-39.) NCA’s responsibilities include the operation and maintenance of 135 National Cemeteries, and the construction of new National Cemeteries.
The purpose of this project is to enable an existing National Cemetery to continue to provide burial services for eligible veterans in and around the Elwood, Illinois area. This proposed investment will provide the third major phase of development by providing an additional 10 years of continued burial service to a Veteran population of over 452,650 who has been served by this National Cemetery since it opened in 1999. Without this project NCA is projecting gravesite depletion of casketed gravesites by FY 2022. This project will provide for sufficient full-option burial inventory until FY 2032.
B.2.2 Project Requirements This project will develop approximately 50 acres of the 825 undeveloped acres remaining at Abraham Lincoln National Cemetery. The design and documentation of this project will be accomplished following the National Cemetery Administration (NCA) Facilities Design Guide and the VA program Guide (PG-18-15, Volume D), A/E Submission Instructions for National Cemetery Projects. The design will culminate in the preparation of VA approved contract documents, construction drawings and specifications, to be used for construction purposes.
This project will comprise the third construction phase of cemetery development, and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing, undeveloped land. This investment will develop approximately 21,900 gravesites, including both casket and cremation sites in new burial sections. Also included in this project will be necessary renovations/upgrades to the existing elements and features within the cemetery.
Project design requirements shall include preparation of Schematic Design, Design Development, Construction Documents, and “As-Built” Record Drawings. The Contractor/Design-Builder shall be responsible for the preparation of all design and construction documents for all work activities to support the construction of the Phase 3 cemetery expansion and improvements in accordance with the Bridging Documents and all applicable VA/NCA design guides found on the VA’s Technical Library web site, and all applicable Federal, State, and local rules and regulations.
All design and construction documents shall be prepared in accordance with the most current version of NCA’s PG-18-15, Volume D, A/E Submission Requirements for National Cemetery Projects. Submissions shall meet or exceed the stated requirements. The Contractor/Design-Builder’s architecture-engineering services shall include the design of all elements/disciplines needed to accomplish this phase of the project and meet the submission requirements prescribed in PG-18-15 Volume D for Schematic Design (SD-1&2), Design Development (DD-1&2), and Construction Documents (CD-1, CD-2, and RTC Construction Documents).
This project will expand the burial capacity by developing about 50 acres of land with approximately 12,000 pre-placed crypt gravesites for casket interments including 600 oversized, 600 traditional gravesites, 3,000 garden niche cremains sites, and 5,700 columbarium niches, for a total of 21,900 interment sites. The Bridging Documents supplements and further clarifies the minimum requirements for this project’s program requirements.

B.2.5 Schematic Design, Design Development and Construction Documents The preparation of design will include all work activities to support a design for the cemetery expansion and improvements in accordance with the updated cemetery Master Plan and Bridging Documents. The Contractor/Design-Builder will become familiar with the PG-18-15, Volume D, A/E Submission Requirements for National Cemetery Projects, and provide submissions that meet or exceed the stated requirements. Contractor/Design-Builder services will include all of the design elements/disciplines needed to accomplish this phase of the project and meet the submission requirements prescribed in PG-18-15, Volume D, for Schematic Design (SD-1 & SD-2), Design Development [DD-1 and DD-2] and Construction Documents [CD-1, CD-2, and Final Construction Documents.] VA estimates that, for this phase of the project, the following Design Elements (disciplines) will be required: Civil, Site Development, Roads and Infrastructure, Stormwater Management, Cemetery Planning, Architectural, Structural, Irrigation, Water Studies, MEP, Landscaping, Utilities, Site Improvements, LEED & Sustainability, Environmental, Historic Preservation, Specification Writing, Cost Estimating, and CPM scheduling.
B.2.6 Design Criteria Design criteria contained in the NCA Facilities Design Guide will give the A/E an understanding of the unique requirements of cemetery operations and of each of the Elements or Features that make up a national cemetery (http://www.cfm.va.gov/til/nca.asp). Detailed Functional Requirements, Relationship diagrams, and Narrative are described.
Originality and imaginative design relationships between site and structures, vehicular and pedestrian areas, visual elements, open and screened areas, and their relationship to each other should be combined to produce a plan that is both functional and aesthetic. Materials used should express strength and permanence, should reflect the regional vernacular, and should be consistent with and complementary to the style of the existing cemetery facilities. The intent is for all new construction to utilize the existing palette of materials and colors.
The location, orientation, and design of all features and plantings shall consider climatic conditions to reduce heating and cooling requirements. The A/E will consider the impact of prevailing wind, sun, and precipitation patterns on the functional design elements.
The contractor shall follow VA guidance on Energy Efficiency and Sustainable Design as contained in topics 15 and 16 of VA Program Guide PG-18-3, Design and Construction Procedures.
Accessibility. All features of the development (except gravesites) shall be readily accessible to and usable by people with disabilities, in compliance with the Americans with Disabilities Act-1990, Architectural Barriers Act of 1968, as amended, and local accessibility requirements. To achieve compliance, the National Cemetery Administration uses as its standard for building and facility design the Architectural Barriers Act Accessibility Standard (ABAAS). The standards are found at the following URL: https://www.access-board.gov/guidelines-and-standards/buildings-and-sites/about-the-aba-standards/aba-standards. It is NCA policy to make all cemetery structures accessible without the use of special facilities for the disabled. The contractor is responsible for checking to see whether there are local accessibility requirements to be considered. The criteria of these ABAAS should be considered a minimum in providing access for the physically disabled. Dimensions that are not stated as “maximum” or “minimum” are absolute. All dimensions are subject to conventional industry construction tolerances except where the requirement is stated as a range with specific minimum and maximum end points.

B.2.9 General Submittal Standards & Requirements Each submission will meet the specific requirements stated in PG-18-15, Volume D, A/E Submissions for National Cemetery Projects.
Drawing Sheets All plans are to use the standard VA/NCA title block. VA will provide an electronic version if the contractor requires it. Sheet size is 30” x 42”.
All drawings shall be bound, along the left margin, into sets in the order of the drawing symbol list contained in this scope. At each submittal, the set of drawings will have a cover sheet. The binding must not obscure any information on the drawings.
Each sheet as well as all materials submitted will be clearly labeled above the title block, what submission it is, corresponding to the required submissions in this scope of work and PG-18-15, Volume D, A/E Submissions for National Cemetery Projects, i.e., “Master Plan 3”, “Design Development 2” submittal, "95 percent Construction Documents Submittal,” etc. This label will be changed after each review and removed prior to printing the bid sets.
Drawing Cover Sheet Each set of drawings will have a cover sheet which indicates: VA project title, VA project number, index of drawings in the set, names, addresses and phone numbers of all associated A/E firms, vicinity map, site location map, cemetery map showing project location, and other pertinent project information. A complete legend of drawing abbreviations and drafting symbols for all disciplines will be included either on the cover sheet or on a second sheet immediately following the cover.
Graphic Standards Drawings shall have graphic scales, north arrow (either true north or plan north; orientation shall be consistent throughout drawings unless otherwise approved by the VA Project Manager [PM]), title block, and key plan clearly identifying the drawing component within the overall plan. Each drawing, booklet, and other supporting submittal, including cover sheets, shall be clearly and consistently identified throughout the design process with the project title, location, building, phase, section, and segment. Each sheet will be clearly labeled above the title block, what submission it is corresponding to the required submissions in this scope of work. Each sheet will have a key map for locating and orienting individual drawing sheets to the whole site.
Plans must clearly demonstrate what new work is and what is existing and what is to be demolished. New work must be graphically bolder than existing work. For example, existing items to remain may be screened, with new work shown solid. Demolition work shall be shown by dashed lines.
Drawings using match lines must not overlap information. All information must stop at the match line and resume at the corresponding match line.
Detail sheets should be organized logically and present the material intended in an orderly way, for example, head, jamb, and sill should be arranged as such from top to bottom, not randomly placed on the sheet as space allows. Items with plan, front and side views should be arranged in that context to one another. Each detail must be clearly labeled and the scale indicated. There should be one door schedule and one window schedule for all buildings in the project. There should be a color and finish schedule for each building, located on the same sheet with the respective floor plan.
A comprehensive legend of the abbreviations and symbols used on all of the drawings shall be provided on the cover sheet or immediately following the cover sheet.
Computer Aided Design and Drafting (CADD) Contractor shall supply all drawings in AutoCAD format in accordance with the United States National CAD Standard, Version 4.0 © National Institute of Building Sciences 1999-2007. The standard includes presentation graphics, level/layer assignments, electronic file naming, and standard symbology. These standards are available at the Internet website: http://www.nationalcadstandard.org/ If the contractor performs their project design work in two different CADD formats, the electronic file compact disk submission to the National Cemetery Administration shall be in only one unified CADD format. The conversion and the integrity of the drawings is solely the responsibility of the Architect/Engineer. All CADD files created for this project shall be the property of the Department of Veterans Affairs.
The external label for the electronic submittal shall contain at a minimum:
1. VA Project Number
2. Format and version of the operating system software used
3. Name and version of utility software used for preparation (e.g., compression/decompression, if applicable) and copying files to media
4. Sequence number of the digital media
5. A list of the filenames on the digital media, as space on the label permits.
Reports/Calculations/Studies/Analyses/Estimates/Specifications Submit 8 ½” x 11” copies of all required calculations, cost estimates, and specifications. All letter reports will be labeled with the VA project name, VA project number, name(s) of A/E consultants, and date and title of the report or estimate. Final submittal of specifications shall be in Microsoft Word format on compact disc. Foldout sheets, up to 11" x 17", for graphics may be incorporated in the reports.
Specifications shall be prepared using National Cemetery Administration (NCA) Master Construction Specifications. Submissions shall show changes to master by using the "Track Changes" function. Each submission shall indicate changes from the previous submission, not all changes to the master. Specifications submitted at the end of each phase (not for each review) shall include all changes.
The contractor shall submit minutes of meetings and teleconferences with VA, the contractor, NCA, and other contractors and agencies.
All submitted documents shall be updated as per written responses in a mutually agreeable electronic review and correction tracking system to reflect review comments from previous phase and further development. The contractor shall verify that all changes based on the review of the previous phase have been entered into the electronic review and correction tracking system and approved by the VA PM.
