Washington DC 20006 Contracting Officer Gregory Stevens gregory.stevens@va.gov nationwide gregory.stevens@va.gov The Department of Veterans Affairs, Veterans Benefits Administration (VBA), anticipates a reoccurring need at its offices nationwide for systems furniture (and related installation services) meeting the specifications listed in the attached documents including standards established by the Business and Institutional Furniture Manufacturers’ Association (BIFMA).

It is the goal of the VBA to award several five-year term Blanket Purchase Agreements to vendors capable of providing the required systems furniture and related installation services.

The applicable NAICS code for this procurement is 337214.

If your firm is a small business under NAICS code 337214 with a valid registration at www.SAM.gov AND is capable of manufacturing systems furniture meeting the specifications and standards described herein then please send an email with your firm’s name, a point of contact, and firm DUNS number to gregory.stevens@va.gov At this time, I am only seeking responses from small businesses with the capability to manufacture systems furniture meeting the specifications and standards listed herein. I am not seeking information from dealers or brokers at this time.

Panel Systems (Workstations)

1. Summary

a. This specification establishes the minimum technical requirements for panel system options. These requirements are based on general industry standards and are intended to provide high quality features for a variety of panel system styles with a maximum longevity and life span of 15-20 years. The minimum requirements will be met for each panel system component listed.

b. This section includes Panel System Workstations and Accessories.

2. General Description

a. Basis of Design – Manufacturers and Styles:

i. Haworth - Compose

ii. Herman Miller – Canvas

iii. Steelcase – Answer

iv. Or Equal

a. It is required all products used for this project and bid on this project be new furniture. All seating, panel systems, casegoods and tables, will be from the same designated Manufacturer for consistency of finishes and warranty, unless otherwise noted in product information.

b. Pricing and specifications to include all components necessary to fully accommodate application. The product will be available on the manufacturer’s GSA Schedule.

c. To ensure consistent product quality and reliability, the following requirements will be met for all products positioned in response to this solicitation:

3. Performance Requirements

a. Manufacturer is to meet the most current ANSI/BIFMA certifications noted below at time of purchase for each VBA Regional Office.

b. Panel Systems will meet or exceed ANSI/BIFMA X5.6-2016.

c. Storage pedestals, files will meet or exceed ANSI/BIFMA X5.9-2019 (Storage Units) .

d. Freestanding elements, desks and tables will meet or exceed ANSI/BIFMA X5.5- 2021 (Desks and Tables).

e. UL-183 Standard for Manufacturer Wiring Systems will be met.

f. Power will be UL-rated for use in furniture UL1286 and architecture UL183 CSA C22.2 No. 203.

g. Installation will follow National Electric Code (NFPA 70-2011)

h. Standard high-pressure laminates will meet or exceed NEMA LD3-2005 High-Pressure Decorative Laminate standards.

i. Worksurfaces will support the following loads per ANSI/BIFMA X5.5:

i. Worksurfaces less than 45”W support a 12” dia. concentrated functional load of 200 lbs.

ii. Worksurfaces 45”W to 72”W support a 12” dia. concentrated functional load of 200 lbs., and a distributed load of 1.5 lbs./inch distributed about the perimeter. Worksurfaces greater than 72”W support 2 equal 12” dia. concentrated functional loads of 200 lbs. each and a distributed load of 1.5 lbs./inch distributed about the perimeter.

j. Particle board will be 45 lb. medium density and will comply with ANSI 208.1 and ASTM D 1037.

k. Sound Transmission Classification: Test in accordance with ASTM E 90 by an independent agency and classified in accordance with ASTM E 413.

l. Panel Systems will meet or exceed Structural Performance: Test in accordance with ASTM E 72.

m. Partitions will be capable of withstanding a uniformly distributed load of 5 psf applied perpendicular to the partition without exceeding deflection of 1/240 of the partition height.

n. Standard Panel Fabrics will comply with NFPA 701, method 1, requirements or be tested in accordance with ASTM E 84 or UL 723, on entire assembled panel and have a flame spread rating not exceeding 25 and a smoke development rating not exceeding 450 (Class A Flammability Requirements).

o. All vertical panel fabric will Pass ASTM D4157 modified (#10 cotton duck) with minimum 30,000 double rubs Wyzenbeek method (heavy duty for vertical applications.

p. Manufacturer will maintain membership in BIFMA (Business Institutional Furniture Manufacturers Association) and will readily accept new and revised furniture industry standards as they are introduced.

4. Sustainability Requirements

a. Panel Systems (Workstations) will be at least Level® 2 Certified with the BIFMA e3 Furniture Sustainability Standards to meet or exceed the most current environmental standards in the furniture industry.

b. Product will be GREENGUARD Certified as a low emitting product or meet requirements for SCS IndoorAdvantage™ Certification for indoor air quality.

c. Total recycled content will be greater than 50% containing both post-consumer and pre-consumer recycled content.

d. All metal components will be minimum of 96% recyclable.

e. All materials will be free of hexavalent chrome, CFC’s, PDBE’s, persistent organic pollutants (POP’s) and heavy metals.

f. Metal parts will be powder coated and finished with a durable VOC-free finish which is applied in a process that generates low levels of recyclable waste.

g. Adhesives used will be solvent free and free of any hazardous pollutants.

h. Worksurfaces will conform to ANSI/BIFMA X-7.1 Standard for formaldehyde & TVOC emissions of Low-Emitting Office furniture

i. Product will be manufactured in a Forest Stewardship Council Chain of Custody (CoC) Certified plant.

j. Fabrics will be available which meet MBDC Cradle-to-Cradle Gold sustainable design certification.

k. Product will be manufactured in an ISO 14001 certified facility.

l. Packaging materials will contain recycled content and be recyclable.

m. All end products will be manufactured in the United States or a trade agreement act designated country and will be assembled in the United States.

5. Panel Systems/ Frames:

a. Frame and Tile panel system with 3" thick panels (+/- ¼”) from finished surface to finished surface. Pricing and specifications to include all components necessary to fully cover panels and connectors with tiles, trim and light seals.

b. Panels will be welded frames that are fully assembled by the manufacturer.

c. Panels will be available in nominal widths from 18" - 72"W.

d. Panels will be available in nominal heights of 30", 36", 42", 50", 58", 66" and 74" (+/-4").

e. Overall panel heights to be achieved using single full frame or combination of base frame with no more than two stack kits.

f. Stacked panel will be capable of reaching a height of 90”. Panels will be able to stack two tiers, with the first tier being load-bearing.

g. For optimal flexibility and reconfigurability, panels will feature their own common vertical posts and junction blocks will be added as needed to make adjacent panel connections at 90º or 120º corners. Junction blocks and posts will be offered separately for future addition or reconfiguration of panels. Inline connections will utilize a shared junction.

h. Connectors preferred to be universal for 2-,3- and 4-way conditions (180–degree, 90-degree and 120-degree).

i. Panels and all accessories that connect to panel will have metal to metal connections.

j. Connectors will be able to connect panels of differing heights. Connector system will allow continuation of electrical and communications wiring within a workstation and from workstation to workstation, including making 2-, 3-, 4-way connections to wing panels to continue the electrical and communications.

k. Panel trim will be painted metal finish using a mechanical connection and be steel for durability. Any material other than metal will be deemed non-compliant.

l. Top caps will be available up to 96” in length and capable of spanning multiple inline panels so no seams are present.

m. Leveling glides will adjust up to 2”.

n. Metal base trims will feature knockouts for both power and communication terminations; will offer base trims without knockouts where power/data access is not needed. (Any material other than metal will be deemed non-compliant).

o. Frames will be capable of accepting tile-to-the-floor on both sides of the frame.

p. All frames will support a base raceway cavity capable of routing and access of electrical and data utilities.

q. Frames will include a base tray/pan to enclose electrical and data from floor.

r. Panel system will be specified with vertical and horizontal light seals at panel connections and tile segments.

s. Panels will allow up-mounted upper storage. The panel system will support multiple fully loaded hang-on components, such as cantilevered worksurfaces and overhead bins and shelves, on either or both sides of the panel.

6. Panel Frame Materials

a. Vertical elements including stacking elements will consist of the following components:

i. Welded assemblies of slotted and notched steel channels for rigidity and strength.

ii. Metal glides for installation on uneven floors.

b. Horizontal components will be a welded assembly consisting of a rectangular steel tube and end clips.

c. Junctions other than straight connections may require between two to five blocks depending on panel heights and will be made of steel.

7. Panel Skin/ Surface Description:

a. Panel mounted components will have an integral locking device which secures components to the panel.

b. Available tile surfaces will include painted steel, tackable acoustical fabric, wood veneer, high-pressure laminate, magnetic markerboard, glass windows, and metal slat panels through the standard product offering.

c. Fabric tiles will have a full metal frame on all sides (perimeter) or a rigid wood sub straight across the entire face of the tile, resulting in a rigid structural tile.

d. All fabric will be tackable and pass ASTM D4157 modified (#10 cotton duck) with minimum 30,000 double rubs Wyzenbeek method (heavy duty for vertical applications)

e. Fabric, steel, wood or laminated tiles will be capable of going to the floor (covering base raceway) where specified.

f. Individual tiles will be available for ordering as single items to support future reconfigurations/changes.

g. Panels will be capable of accepting independent tile configurations on opposite sides of the frame.

h. Panel tiles will be removable and capable of being repositioned in the field (not dedicated to one position).

i. Panel tiles will be non-progressive: any panel skin in the panel configuration can be removed without disrupting any of the other panel skins.

j. Tile height segmentation will be available in various heights and capable of blending two heights on one frame for maximum aesthetic flexibility.

k. Skins will be available both monolithic (one piece) and segmented in a variety of surface materials and sizes and can be changed on a panel in the field from one to the other of the same size at any time.

l. Skins will be replaceable in the field and can be added or removed without tools at any time to allow for access to internal power, telecommunications, and data cabling within the open panel frame. Removal of skins does not require tearing down a panel run.

m. Skin fabric will be factory attached securely and continuously along the entire perimeter of a steel metal frame but can be replaced in the field.

n. Fabric skins will have seamless widths of fabric stretched over the entire face of the metal frame with the color of each fabric consistent throughout the installation.

o. Wood and laminate core skins will be 5/16" thick medium density fiberboard (MDF) with wood veneer or laminate permanently adhered to the front (vertical wood grain) and back under pressure. Core will feature this balanced construction to prevent bowing or warping.

p. Markerboards will be magnetic, not gloss laminate.

q. Glass Screens and Materials:

i. Will be able to match a single panel width or span multiple panels in line with a single screen.

ii. Will be clear, patterned or frosted tempered glass at least 3/8” thick.

iii. Glass Panel (single and double pane) - factory-installed, tempered or laminated glass pane cushioned with foam pads around the perimeter to minimize rattle.

r. Frameless Glass Screens will consist of the following components:

i. Clear tempered glass screen at least 3/8” thick with beveled edges and rounded corners for safety. Package can be ordered without glass screen if customer desires to use custom glass.

ii. Aluminum mounting brackets with plastic inserts which mount to panel top trim and steel supports below with fasteners. Brackets will feature set screws to capture and align glass screen.

8. Electrical

a. Pricing/specification to include all in-feed, power assemblies, connectors, harnesses, receptacles, and brackets necessary to support, route and access power at locations noted in drawings.

b. All spine and return panels will be powered and capable of accepting power and data outlets. Each circuit will be rated for 120 volts, 20 amps.

c. All electrical components within the panel will be UL rated and meet the applicable requirements within the National Electric Code.

d. Panel power will be offered in three wiring schematics with separate neutrals to match the specific wiring strategy to any typical building wiring plan.

i. Contractor will confirm existing building wiring conditions.

ii. The panel systems 8-wire electrical configuration will be a 3+3+2 (3 Hots, 3 Neutrals, 2 grounds [1 Isolated], 20 Amp systems. If a vendor does not offer a 3+3+2, a 10-wire 4+4+2 (4 Hots, 4 Neutrals, 2 grounds [1 Isolated]) 20 Amp system will be accepted.

iii. Shared neutral systems such as a 3+D (3+1) or 2+2 will not be considered technically acceptable.

e. All panel system receptacles will be 15 amp (NEMA 5-15R) conforming to NEMA WD 1 and NEMA WD 6. 20 amp receptacles will be available if requested by the regional office during the project specific task order.

f. Each workstation will have three (3) duplexes or two (2) triplexes, to achieve minimum of six (6) power outlets located in the base raceway and two (2) data ports.

i. Quantities and locations of receptacles will be indicated in each regional office task order per project specific layout for purchasing.

g. All base raceways for frames 30"W and wider are to be able to accommodate minimum one (1) duplex (2 receptacles) locations per side.

h. All electrical components to be PVC-Free.

i. Panels will have the holding capability for all data cable types, i.e. CAT-5E, CAT-6 cables and fiber optics with a minimum of (2) CAT-6 cables.

j. Each workstation will have a Power Module Accessory - Clamp Mount on adjustable height or main worksurfaces. Power Module to include 2 receptacles, 1 USB and 1 Data location with a 9'-0” minimum cord.

k. Power module lengths will match widths of available panels.

l. Base power infeed will be available in 6 and 12 ft. lengths.

m. Cables will be capable of being routed in the base raceway and horizontally and vertically within the cavity of the panel.

n. Open panel frame construction will allow user to store excess cable in the frame for additional future workstations.

o. Cables that run through the frame will be protected by the frame’s steel construction and will not interfere with the ability to hang components.

p. Power and communication will be field installed with the ability to add or move power and cable within any panel after installation. Electrical system will be reconfigurable without an electrician.

q. For any non-powered panels that might be indicated on the drawings, they will be capable of easy field conversion to a powered panel base without requiring the panel to be replaced, dismantled or removed from the workstation.

r. Power and communications will be in separate channels. The power harnesses will be shielded to avoid electrical interference with communication cabling.

s. Ceiling-Access Lay-In Utility Package (Power Poles) will accommodate ceiling interface. Hardwired connection to the building’s power will be made in the junction box included.

t. Raceways will be an integral part of the panel and will be available in the base, just above the base, below the worksurface, above the worksurface (beltline), at standing height and at upper storage height.

u. Receptacles will be coded with circuit identification. The isolated circuit designator will be color coded or alpha-numerically coded differently than non-isolated circuit receptacles. The color of receptacle bodies will be coordinated with the color of the panel trim.

v. Panel electrical connections will be provided with base feeds. Top feeds and power poles will be allowed per regional office’s request.

w. A wiring schematic is required to be returned with the bid for the base feed or power pole feed being specified for each regional office project specific task order.

9. Worksurface

a. All worksurfaces to be High-Pressured Laminate (HPL). Any Low-Pressure Laminate (LPL) and Thermally-Fused Laminate (TFL) will be considered non-compliant.

b. Worksurface edge banding to be PVC-Free with a 3mm radius. Self-edge is considered non-conforming.

c. Worksurface core will be FSC-Certified.

d. Worksurfaces will be from same Manufacturer as Panel system

e. All work surfaces to be no less than 1” thick.

f. Worksurfaces will be available in standard nominal widths from 24" to 120" by 6” increments.

g. Worksurfaces will be available in standard nominal depths from 24” to 30".

h. Shapes other than rectangle will be identified in the manufacturer’s standard offering.

i. Worksurface core will be 45-pound density particleboard core with a backer that is the same thickness of the HP laminated top.

j. One factory installed and finished notched wireway with a minimal of 1 7/8” clearance will be provided on a worksurface up to 60”. Worksurfaces wider than 60” will have two notched wireways with a minimal of 1 7/8” clearance and will be factory installed and finished. A grommet is acceptable in lieu of a notched wireway for Height Adjustable Table (HAT) tops only. Will include all required supports and brackets per manufacturer's guidelines and warranty.

k. Worksurfaces will be predrilled to accept most support options.

l. Provide center reinforcement bar for worksurfaces over 60” wide.

m. Ganging Plate - The ganging plate, for connecting adjacent work surfaces, will be steel. Tie plates will be required for aligning worksurfaces, but not be use in lieu of cantilevers.

n. The load limit will be 200 pounds concentrated load.

10. Required Accessories

a. Monitor Arms

i. Monitor arms will be available with dual models (minimum of 35 lbs.).

ii. Tilt mechanisms operate through a range of backward and forward tilt for ultimate adjustment.

iii. Includes locking mechanism to prevent rear extending beyond worksurface.

iv. Will be adjustable without use of tools.

v. Rotation allows for landscape and portrait views.

vi. Built-in counter-balance tool for easy balance of monitor

vii. Available with clamp and grommet mounting brackets.

viii. Contains integral wire management to remove wire pinch points.

ix. Available in silver, white and/or black.

x. Made of a minimum of 25% recycled content.

b. Keyboard Trays

i. Keyboard trays will be attachable to 24” deep plastic laminate fixed and adjustable height tables.

ii. Thin profile to be tucked out of the way and maintain minimal accessibility requirements.

iii. Provide articulating keyboard tray and mouse for maximum ergonomic adjustments at non-height adjustable worksurfaces.

iv. Provide articulating keyboard tray with short track for height adjustable tables.

v. Contains gel or foam wrist rests for keyboard and mouse. The mouse tray will be able to be installed right or left handed.

vi. Made of a minimum of 25% recycled content.

13. Warranty

a. The manufacturer will provide a limited lifetime warranty which at a minimum includes:

i. 12-year warranty on wood, wood-framed, and horizontal laminate products.

ii. 10-year warranty on all products that are at any time used in a classroom or educational environment (other than administrative areas) except as limited or described below.

iii. 10-year warranty on electrical (non-USB) and A/V accessories.

iv. 5-year warranty on Power Base Receptacles with USB

v. 5-year warranty on fabric scrims, fabric screens, vertical fabrics, and wallcoverings, and paint colorfastness.

vi. 3-year warranty on USB retrofit kits or products incorporating USB charging outlets (Except Power Base).

vii. 3-year warranty on markerboards.

viii. 1-year warranty on non-standard Specials products.

b. For warranty terms and conditions refer to manufacturer’s warranty in effect at time of purchase.

1. Summary A. This specification establishes the minimum technical requirements for private office casegoods. These requirements are based on general industry standards and are intended to provide high quality features for a variety of panel system styles with a maximum longevity and life span of 15-20 years. The minimum requirements must be met for each component listed.

B. This section includes the following:

i. High pressure laminate and veneer flexible casegoods line which offer a wide assortment of product options including: Desks, Desk Shells, Attached Desks, Bridges & Returns, Open Sided Shelves, Credenzas, Vertical Storage Units, Overhead Storage Units, Modular Components, Freestanding Storage, Reception Stations, Power Management Capability, and Accessories.

b. Storage products must meet or exceed the test requirements in ANSI/BIFMA X7.1 Standard for Formaldehyde and TVOC Emissions of Low-Emitting Office Furniture Systems and Seating.

c. Storage pedestals and/or files must conform to ANSI/BIFMA X5.9-2019 (Storage Units).

d. Desks and/or tables must conform to ANSI/BIFMA X5.5-2021 (Desks and Tables).

e. Standard high-pressure laminates must meet or exceed NEMA LD3-2005 High-Pressure Decorative Laminate standards.

f. When applied according to published application guidelines, worksurfaces must not sag more than 1/240 of the total worksurface length when subjected to a load of 200 pounds distributed via a rigid 18" x 36" board located flush to the front edge of the worksurface at its apparent weakest point.

g. When applied according to published application guidelines, worksurfaces must sustain no structural damage when subjected to the impact of a 225 pound weight bag, 16" in diameter, dropped from a height of 2" onto the worksurface, with the edge of the weight bag located 1" in from the front edge of the worksurface at its apparent weakest point.

h. Particleboard must be 45 lb. medium density and comply with ANSI 208.1 and ASTM D 1037. Fiberboard must comply with ANSI 208.2.

i. Manufacturer must maintain membership in BIFMA (Business Institutional Furniture Manufacturers Association) and must readily accept new and revised furniture industry standards as they are introduced.

j. Product must meet or exceed the following ASTM safety standards:

i. ASTM F2057-04 Standard Safety Specification for Chests, Door Chests and Dressers.

ii. ASTM E84 Standard Method of Test for Surface Burning Characteristics of Building Materials (Tackboards covered with standard 100% polyester fabrics)

4. Sustainability Criteria

a. Private Office Casegoods (Veneer and Laminate) must be at least Level® 2 Certified with the BIFMA e3 Furniture Sustainability Standards to meet or exceed the most current environmental standards in the furniture industry.

b. Total recycled content must be greater than 35% combining both post-consumer and pre-consumer recycled content.

c. All metal components must be at least 96% recyclable.

d. All materials must be free of hexavalent chrome, CFC’s, PDBE’s, persistent organic pollutants (POP’s) and heavy metals.

e. Metal parts must be powder coated and finished with a durable VOC-free finish which is applied in a process that generates low levels of recyclable waste.

f. Product must be manufactured in a Forest Stewardship Council Chain of Custody (CoC) Certified plant.

g. Product must be GREENGUARD Certified as a low emitting product or meet requirements for SCS IndoorAdvantage™ Certification for indoor air quality.

5. Materials and Construction

a. Case Construction

i. Full and half end support panels constructed from of 1 3/16” (30mm) thick minimum wood composite core with high-pressure laminate or wood veneer surfaces.

ii. Support panels have outer edges finished with 0.039" (1mm) thick edgebanding.

iii. Support panels contain leveling glides that provide 1 ½” (38mm) of adjustable range.

iv. End panels must be at least 1" nominal finished thickness and must be constructed of an M3 grade (45 lb/cu ft density) particleboard core covered with Wood Veneer or High-Pressure Laminate (HPL) on both faces, with edges finished with PVC-free edgebanding.

v. Back and Modesty Panels must be at least 3/4" nominal finished thickness and must be constructed of an M3 grade (45 lb/cu ft density) particleboard core covered with Wood Veneer or High-Pressure Laminate (HPL) on both faces, with edges finished with PVC-free edgebanding.

b. Worksurfaces

i. All non-height adjustable work surfaces must be 1-1/4" thick minimum.

ii. Work surface to be High-Pressured Laminate (HPL) or Wood Veneer. Low-Pressure Laminate (LPL) and Thermally-Fused Laminate (TFL) will be considered non-compliant.

iii. Worksurface edge banding to be PVC-Free and available with 3mm edgeband to match surface material or be available in a variety of solid wood edge profiles.

iv. Worksurface core must be FSC-Certified.

v. Laminate worksurface to be balance construction, HPL on top, a backer material on the bottom.

vi. Available worksurface shapes to include rectangular, D-shape, P-Shape, Corner worksurfaces or Bow-Front.

vii. D-Top to have profiled edge applied to both visitor and user side.

viii. Column base to be one-piece design, with 2" adjustable glide.

ix. Must be able to support monitor arms by clamp or grommet mount.

x. Wireways, grommets, scallops or a combination of wire management types must be available to handle wire management requirements.

c. Height Adjustable Tables - Reference “Tables” specification included in Scope of Work for Height Adjustable Table requirements.

i. Tables must come from manufacturers main product offering / brand.

ii. Matching wood veneer or high pressure laminate shroud for T-Leg or column cover must be available to coordinate with aesthetics of office.

d. Power and Data

i. Field-installed power and communication products must be available to allow easy access to receptacles and data jacks at the worksurface level.

ii. Each workstation and/or desk must have a Power Module Accessory - Clamp Mount on adjustable height or main worksurfaces. Power Module to include 2 receptacles, 1 USB and 1 Data location with a 9'-0” minimum cord.

e. Storage

i. Filing and storage to be of wood core case construction with the option of high-pressure laminate and veneer.

ii. All storage to allow for fully finished case (fronts, bottoms, sides, backs and tops).

iii. Wood grain laminate to be balance matched.

iv. Storage to provide 2" of vertical adjustment for leveling.

v. All storage to be locking with the ability to "key alike" per workstation.

vi. All storage must be capable of being operated with a master key, provided by manufacturer upon request.

vii. Pedestals, lateral files, storage units, wardrobes and personal storage towers are to be available with a choice of four pulls: Finger Pull, Bar Pull, Linear Pull and Classic Pull, or four (4) manufacturer’s standard pulls.

viii. Numerous preconfigured Credenzas are to be offered; Kneespace Credenzas with Pedestals or Lateral Files, Full Storage Credenzas with Pedestals and Closed Storage, Full Storage Credenzas with Lateral Files.

ix. All doors and drawer fronts must be at least 3/4" nominal finished thickness and must be an M3 grade (45 lb/cu ft density) particleboard core with Wood Veneer or High Pressure Laminate (HPL) and PVC-free edgebanding applied with adhesive.

x. All base and side panels must be at least 3/4" nominal finished thickness and must be M3 grade (45 lb/cu ft density) particleboard with Wood Veneer or High Pressure Laminate (HPL) and PVC-free edgebanding applied with adhesive.

xi. Pedestals and lateral files are available with a choice of drawer construction: Black Miter fold, Baltic birch or LPL covered particleboard.

1. The Black Miter fold drawer is a poly pro material on ½” (13mm) thick wood composite core and includes a dado set wood bottom.

2. The wood drawer is 1/2” (13mm) thick Baltic-birch 5 ply with clear finish, English Dovetail joints and dado-set wood bottom.

3. At minimum, interior drawer sides must be at least 1/2” nominal finished thickness and must be assemblies of M3 grade (45 lb/cu ft density) particleboard parts with Low Pressure Laminate (LPL) thermally-fused to the faces, assembled with dowels and adhesive.

xii. Pedestal and Lateral Drawers to include:

1. All drawer slides are steel ball bearing full extension. Pedestal drawer slides accommodate 100 lbs. (45.4kg) load and lateral file drawer slides accommodate 200 lbs. (90.7kg) load. Box drawers must include a pencil tray and a divider.

2. File drawers must include integrated filing frame on all four sides, that accommodates front-to-back and side-to-side filing options.

3. A minimum of 3 applied drawer pulls must be offered.

4. Boxes and cases to be glue and dowel rigid case construction and include wood bottom panel to minimize racking and prevent misalignment of the locking system.

5. File units must include integrated cable interlock to allow one drawer opening at time.

6. Cases and fronts to be made with FSC-Certified Core and have a high-pressure laminate finish.

7. Storage drawers must feature a safety stop to prevent the drawer from accidental removal.

8. Mobile pedestals must feature 50mm diameter, non-locking, dual-wheel nylon swivel casters and a pre-assembled particleboard counterweight fastened to the interior.

9. Plastic hanging file channels must be attached to the top of the drawer body sides. Outer head must have PVC-free edgebanding applied with adhesive. Bottom must be at least 1/4” thick hardboard.

xiii. Towers and Storage Cabinets to include:

1. Sizes:

a. Towers to be 18” to 24”W, 24”D and 48”H to 66”H (+/-)

b. Storage Cabinets: 24”D x 36”W x 66”H (+/-)

c. Lower storage cabinets: 36”W to 72”W in 6” increments x 21-1/2”H (+/-)

2. Front-removable lock on the door front must be standard. Lock must apply to both doors.

3. Towers and cabinets must feature adjustable leveling glides to accommodate uneven floors.

4. Concealed door hinges must be 110 degree, self-closing and adjustable Euro-style.

5. Variations must include open shelves, file drawers and combinations of both drawers and shelves.

6. 24”W Towers must include a coat rod.

xiv. Bookcases to include:

1. To be available in multiple sizes.

2. Adjustable shelves must have the ability to be adjusted on at least 1-1/4” to 3” increments.

3. Freestanding models must have four adjustable leveling glides for installation on uneven floors.

4. Stacking bookcases must be field installed on top of a freestanding lateral file or a 28-1/2”H (+/-) storage cabinet.

5. Quarter bookcases must be field installed to an adjacent component.

xv. Overhead storage and Wall-mounted Cabinets to include:

1. Sizes: All cabinets must be 16”D nominal (+/-), with available widths of 36”W to 72” W in 6” increments.

2. Overhead Cabinets must be field installed above credenzas, desks, desk shells, or storage cabinets with horizontal rails only. Visible vertical rails are not acceptable.

3. Clearance under an overhead cabinet must be at least 20” minimum. Do not provide overhead cabinets above adjustable height tables.

4. Available with or without 110-degree, self-closing and adjustable Euro-style, concealed hinged doors.

5. Door locks must be optional.

6. Task lights must be field installed in a recess underneath.

7. Overheads to be available in variety of options, including: Open, Hinged doors (veneer, high pressure laminate or painted), Glass Hinged Doors or Sliding Doors (also available: veneer, paint or high-pressure laminate). Glass doors use tempered glass with metal frame.

8. In regional offices where wall blocking is not available or confirmed as an existing condition to provide proper installation of wall mounted overheads, provide a desk supported hutch.

xvi. Tackboards and Slat Rails

1. Tackboards must be available for Vertical Storage Units, Overhead Storage Units and Reception Desks.

2. Constructed of 7/8” (22mm) thick tackable fiber board and surfaced with directional applied fabric as standard.

3. Optional extruded aluminum slat rails with powdercoat finish may be ordered that will allow designated accessories to be mounted.

f. Required Accessories – Reference “Panel System (Workstations)” Specification included in Scope of Work for Monitor Arms and Keyboard Tray Requirements.

6. Finishes

c. Natural and reconstituted (double-cut) veneers, as well as paint and High-Pressure Laminate are available (solid and wood grain laminate patterns).

d. Natural wood veneer shall be available in Oak, Maple, Cherry, Walnut, Beech and Figured Anigre in 30+ colors. A minimum of 4 natural wood finishes should be available.

e. High-pressure laminate tops available in manufacturer’s standard colors with environmentally safe, PVC free, seamless edgeband.

f. Tackboards must be fabric-covered with a choice of at least 25 fabrics.

g. Drawer and Door pulls must be black, silver or nickel paint.

h. Worksurface grommets must be black plastic or aluminum.

i. Exposed Low-Pressure Laminate (LPL) and Thermally Fused Laminate (TFL) will be considered non-compliant.

7. Finishing Techniques

a. Veneer stain is a water based, or manufacturer’s like application, spray application and brushed on some species for grain enhancement – top-coat to be sprayed, low emission UV cured.

b. All vertical surfaces with veneer receive slip matched layup and all worksurfaces receive book and rotate.

c. Veneers are applied horizontally to worksurfaces and applied vertically on all vertical surfaces including drawer/door fronts, modesty and support panels.

d. Fronts of a unit are manufactured with veneer from one flitch so that vertical surfaces are uniform in grain and color.

e. Wood grain laminate is applied vertically on drawer fronts and doors. For worksurfaces, the grain is applied sided to side.

8. Installation

a. Desks and storage components must be shipped fully assembled. Desk shells, bridges and worksurfaces must be shipped knock-down and assembled on site with concealed camlock fasteners. Units which require field-assembly must feature pre-drilled holes for precise location of components.

b. Desks and credenzas that require full assembly of each surface in the field will not be accepted.

c. Freestanding desks and storage units must feature adjustable glides with at least 1 1/2” adjustment range for installation on uneven floors.

9. Warranty

a. The product comes with a limited lifetime warranty which includes at a minimum:

i. 12-year warranty on wood, wood-framed, and horizontal laminate products.

ii. 12-year warranty on casegood mechanisms (hinges, slides, latches, glides, casters, etc.)

iii. 10-year warranty on electrical (non-USB) and A/V accessories.

iv. 10-year warranty on all products that are at any time used in a classroom or educational environment (other than administrative areas) except as limited or described below.

v. 5-year warranty on vertical fabrics and paint colorfastness.

vi. 3-year warranty on USB retrofit kits or products incorporating USB charging outlets (Except Power Base).

Tables (Conference, Collaboration, Training, Height Adjustable)

1. Summary

a. This specification establishes the minimum technical requirements for support table options. These requirements are based on general industry standards and are intended to provide high quality features for a variety of table styles. The minimum requirements will be needed for each individual table below along with the detailed specifications for each table listed.

b. This section includes the following table categories:

i. Large Conference/ Small Collaboration Tables

ii. Training Tables

iii. Credenzas, Media Carts and Lecterns/ Podiums

iv. Height Adjustable Tables

2. General Description

a. It is required that all products used for this project be new furniture. All seating, panel systems, casegoods and tables, must be from the same designated manufacturer for consistency and warranty, unless otherwise noted in product information.

b. Pricing and specifications to include all components necessary to fully accommodate application.

c. To ensure consistent product quality and reliability, the following requirements must be met for all products:

3. Performance Requirements

a. Manufacturer is to meet the most current ANSI/BIFMA certifications noted below at time of purchase for each VBA Regional Office.

b. Tables and Bases must meet or exceed the ANSI/BIFMA X5.5 Desk/Table product tests.

c. Credenzas must meet or exceed the ANSI/BIFMA X5.5 Desk/Table product tests and the ANSI/BIFMA X5.9 Storage Unit product tests.

d. Media carts must meet or exceed the ANSI/BIFMA X5.5 Desk/Table product tests and the ANSI/BIFMA X5.9 Storage Unit product tests.

e. Lecterns/ Podiums must meet or exceed the ANSI/BIFMA X5.5 products tests and the ANSI/BIFMA X5.9 product tests.

f. Power and Communication Units must meet UL 1286 requirements.

g. Standard high-pressure laminates must meet or exceed NEMA LD3-2005 High-Pressure Decorative Laminate standards.

h. Worksurfaces must support the following loads per ANSI/BIFMA X5.5:

i. Worksurfaces less than 45”W support a 12” dia. concentrated functional load of 200 lbs.

ii. Worksurfaces 45”W to 72”W support a 12” dia. concentrated functional load of 200 lbs., and a distributed load of 1.5 lbs./inch distributed about the perimeter. Worksurfaces greater than 72”W support 2 equal 12” dia. concentrated functional loads of 200 lbs. each and a distributed load of 1.5 lbs./inch distributed about the perimeter.

i. Particle board must be Medium Density and must comply with ANSI 208.1 and ASTM D 1037.

j. Manufacturer must maintain membership in BIFMA (Business Institutional Furniture Manufacturers Association) and must readily accept new and revised furniture industry standards as they are introduced.

4. Sustainability Requirements

a. Product must be at least Level® 1 Certified with the BIFMA e3 Furniture Sustainability Standards to meet or exceed the most current environmental standards in the furniture industry.

b. Products must conform to Greenguard, SCS Indoor Advantage or Intertek Clean Air.

c. Total recycled content must be greater than 50% containing both post-consumer and pre-consumer recycled content.

d. All metal components must be 96% recyclable or more.

e. All materials must be free of hexavalent chrome, CFC’s, PDBE’s, persistent organic pollutants (POP’s) and heavy metals.

f. Metal parts must be powder coated and finished with a durable VOC-free finish which is applied in a process that generates low levels of recyclable waste.

g. Adhesives used must be solvent free and free of any hazardous pollutants.

h. Tables must conform to ANSI/BIFMA X-7.1 Standard for formaldehyde & TVOC emissions of Low-Emitting Office furniture

i. Product must be manufactured in a Forest Stewardship Council Chain of Custody (CoC) Certified plant.

j. Product must be manufactured in an ISO 14001 certified facility.

k. All end products must be manufactured in the United States or a trade agreement act designated country and must be assembled in the United States.

5. Large Conference Tables/ Small Collaboration Tables

a. Basis of Design – Manufacturers and Styles:

i. Haworth – Planes or Jive Series

ii. Herman Miller – Eames or Everywhere Series

iii. Steelcase – Convene, Universal or Groupwork Series

iv. Or Equal

b. Tables must be available in a minimum of 6 standard shapes.

c. Dimensions for optional shapes:

i. Round tables must be available in 36", 42", 48", 54", 60", 66", and 72" diameters.

ii. Square and Cushion tables must be available in 36", 42", 48", 54", and 60" sizes.

iii. Rectangular, Boat, and Racetrack tables must be available in lengths of 60", 66", 72", 84", 96", 108", 120", 144", 168", 192", and 216". (+/- 6”)

iv. Oval tables must be available is various sizes ranging from 36" x 60" to 72" to 216".

d. Small collaboration tables may be used for staff lounges/ break rooms.

e. Small collaboration tables must have a standing height base option available.

f. Available table finishes must match veneer and high pressure laminate finishes for private offices.

g. Table must have factory installed grommet or power option accessory and wire management accessories. See Power and Data section below.

h. Tabletops:

i. Tables must have 4 standard edge profile options.

ii. The composite wood materials are to be made with minimum 95% recycled and or recovered wood fiber bonded with resin.

iii. All laminate worksurfaces or tops are to be High Pressure Laminate (HPL); TFL or Low-pressure laminate are non-compliant.

iv. Laminate worksurfaces must have a balanced construction with HPL on the top and a balancing backer on the bottom.

v. Fixed high-pressure laminate tabletops must be no less than 1-1/8" nominal finished thickness and must feature balanced construction to prevent bowing or warping, with 0.028-inch-thick high-pressure laminate on the top surface and a 0.030-inch-thick backer on the bottom. The wood core must be medium density particle board. The laminate and backer must be permanently attached and reinforced under pressure to the wood core using water-based polyvinyl acetate (PVA) adhesive.

vi. Wood veneer tabletops must be 1-3/16" nominal finished thickness and must feature balanced construction to prevent bowing or warping, with 0.020-inch-thick wood veneer on the top surface and a 0.020-inch-thick backer on the bottom. The wood core must be medium density particle board. The veneer and backer must be permanently attached and reinforced under pressure to the wood core using water-based polyvinyl acetate (PVA) adhesive.

vii. Wood table top edges must be solid wood and come standard in 4 wood species (Maple, Oak, Cherry and Walnut). Solid hardwood edge must be applied to the entire perimeter to create a barrier to moisture and to prevent any off-gassing from exposed particleboard.

viii. When a solid wood edge is not selected, a 3mm thick PVC-free plastic edge band must be applied to the entire perimeter of the worksurface to prevent any off-gassing from exposed particle board.

ix. Tabletops must be shipped in one, two, three, or four pieces depending upon size. Pieces must be assembled on site with alignment biscuits, threaded t-bolt fasteners, or formed steel braces with screws to assure a tight fit.

i. Table Bases

i. Table bases must be available in minimum of 6 leg styles. (Metal T, Metal X, U Panel, X Panel, Rectangular, Circular Drum, Half Drum, Elliptical, and Free-standing metal column are possible options. Others may be considered. Selection will be made per regional office, project specific task order.)

ii. Leveling glides with 3/4“ minimum height adjustment must be standard for all bases for uneven flooring applications.

iii. Table bases must either conceal wires and have access panels or have integrated wire management accessories.

j. Attachment to the tabletop must involve screws designed for optimal engagement with medium density particle board. Pre-drilled holes in the tabletop must help locate the legs for ease of installation.

6. Training Tables

a. Basis of Design – Manufacturers and Styles:

i. Haworth – Planes or Jive Series

ii. Herman Miller – Everywhere or Education Series

iii. Steelcase – Groupwork Series, Akira, or Verb Series

iv. Or Equal

b. Tables must feature casters and flip-tops so that they can be nested together for space saving storage.

c. The main point of contact between nested tables must be a resilient molded bumper located on each leg or table edge.

d. Ganging devices must be offered in at least one variation.

e. Table must have factory installed grommet or power option accessory and wire management accessories. See Power and Data section below.

f. Tabletops

i. Tops must be offered in minimum of three shapes (Chevron, Trapezoid and Rectangle are possible options).

ii. The following top nominal sizes must be offered:

1. Depth: 19”, 24” or 30” (+/- 1”)

2. Width: 48”, 60”, 66”, 72” or 84”. (+/- 3”)

3. Floor-to-top height must be minimum of 28-1/2”

4. Additional 36” and 42” non-flip top heights must be available in coordinating styles.

iii. High-pressure laminate (HPL) worksurfaces must be minimum of 1" nominal finished thickness and must feature balanced construction to prevent bowing or warping, with laminate on the top and bottom surfaces. The particleboard wood core must be at least 45 lb./cu ft. (720.8 kg/cu m) density. The laminate on the top and bottom must be permanently attached and reinforced under pressure to the wood core using water-based polyvinyl acetate (PVA) adhesive.

iv. 3mm thick PVC-free plastic edgeband must be applied to the entire perimeter of the worksurface to prevent any off-gassing from exposed particle board.

v. All tabletops must feature minimum 1” radius corners.

vi. Top surface must be finished in high-pressure laminate (HPL). Low pressure laminate and TFL is not acceptable.

vii. Underside laminate surface must be specifiable in a light, medium or dark color scheme.

viii. Tops must feature pre-drilled holes to ensure proper placement of legs, reinforcing channel, modesty panel and whiteboard hooks and supports.

ix. Wide tables (66”W or larger) must include a 1”H formed steel reinforcing channel to minimize top deflection.

x. Reinforcing channel must be painted to complement each available underside color scheme.

g. Legs

i. Table legs must be available in Tube legs and Cast legs:

ii. Legs must feature 3” dual wheel swivel casters. Toe-actuated locks must be specifiable on the two front casters or all four casters.

iii. Table legs must either conceal wires or have integrated wire management accessories.

h. Flip-Top Mechanism

i. Tabletop must lock in the in-use, horizontal position until released, when it is allowed to pivot to a nesting, vertical position.

ii. A single, spring-loaded release lever must meet the following requirements:

1. Requires only one hand to operate and does not require tight grasping, pinching, or twisting of the wrist.

2. The force required to activate must be no more than 10 lbs.

3. Intuitive to use (centrally located, found and operated easily by feel).

iii. Tables must not require to be unlocked when flipping the top from stow mode to use mode.

iv. Mechanism and linkage between legs must prevent unintended tilting.

v. Crossbar must be constructed of steel tubing.

vi. Flip-top actuator lever must be a spring-loaded diecast zinc part, covered with a polycarbonate/ABS blend plastic housing.

i. Modesty Panel

i. Modesty panels must be offered in widths appropriately sized for each table within 6” of total table width.

ii. Panel must attach to the underside of the table with a plastic extrusion that allows the panel to rotate from both the in-use and nested position with ease.

iii. Modesty panel must stay with the table when flipped and in nesting position, or in-use position.
