About this file
This document contains a vendor questions and answers file and a pre-solicitation notice for records research center support services. The Department of Veterans Affairs Veterans Benefits Administration intends to issue a request for proposal for records research center support services to be performed by a single service-disabled veteran owned small business. The requirement includes a base year and four option periods totaling five years, and is estimated to involve 21 research contractor employees performing approximately 70 record researches per month per person. Incumbent performance is currently handled by 12 researchers, one principal, and one program manager from Client First Technologies. Local travel within a 50 mile radius may be required daily, and occasional travel over 50 miles is estimated to be infrequent. No end user training is required, but assistance developing training materials is. Past performance questionnaires rather than CPARS reports must be submitted. The service is considered professional and therefore exempt from the Service Contract Act.
