D. This amendment is written to provide government answers to the following vendor questions.
Question 1: Section B CLINS x0003-5. The invoicing schedule creates some ambiguity. The quantities of completed packages are planned to be 4 per year. This implies a FFP payment schedule on delivery of a complete package IAW Schedule B. However, these packages may be started and restarted due to shifting priorities. To maintain flexibility and accommodate VBA’s dynamic priorities where assigned projects shift focus and some projects that have received significant work are pushed back for new priorities, we respectfully recommend an overall labor estimate for each CLIN, then divide by 12 for monthly milestone payments with an adjustment in the final payment. This ensures a more even and reliable distribution of payments. In this case, the quantities remain the same, but the invoicing is based on 12 monthly payments. The invoice schedule, then is “Year Total”/12.
Answer 1: CLINs such as 0003-0005 with estimated quantities of assignments are structured as intended. Thus, no change is necessary. Vendors may be required to work on more than one assignment at a time and shall complete each assignment per the stated delivery schedule.
Question 2: Section 7.3 provides for a reduced font size for tables and illustrations. Please confirm that it is acceptable to use a reduced font size for Headers and Footers.
Answer 2: Yes, it is acceptable to use reduced font size for headers and footers.
Question 3: Section 7.3.1.1.3, page 44: The page limit for this section is 20 pages. Are the resumes included in the page limitation?
Answer 3: No, resumes will not count towards the page count limit.
