PROPOSAL REQUIREMENTS AND EVALUATION CRITERIA:

This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection. Award will be made to a single Offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria, represents the Lowest Priced Technically Acceptable offer. In order to be determined technically acceptable, the Offeror must receive an adjectival rating of Acceptable for all non-priced factors. Evaluation factors that establish the requirements of technical acceptability are set forth below. Trade-offs between price and non-price factors are not permitted. Price will not be evaluated for any offeror who was found to be technically unacceptable. Unreasonably high, unbalanced, inaccurate or incomplete price proposals may be the grounds for eliminating a proposal from competition. The Government will evaluate proposed prices for reasonableness in accordance with FAR 15.404-1 (Proposal analysis techniques). Past performance shall be evaluated in accordance with FAR 15.305.

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical approach. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government reserves the right to waive informalities and minor irregularities in offers received. If a minor clerical error has occurred, then the offeror may be given an opportunity to correct the minor error within the constraints of the "clarifications" process.

A. Technical Requirement – The technical approach, schedule, and key personnel standard will each receive one of the adjectival ratings defined below. The technical acceptability standard ratings will be used to determine an overall rating for the technical factor.

Project Approach Ratings Acceptable/Unacceptable Ratings

Rating
Description
Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation.

The Technical Proposal shall consist of the following:

1. Technical approach - Using the information submitted in response to the solicitation, the Government will evaluate the offeror’s ability to successfully perform the requirements of the project. To be evaluated as acceptable the offeror must provide a narrative that addresses their proposed approach for completion of the project, to include functions, responsibilities, authorities, and duties of proposed technical staff to determine if offeror has the ability to manage and perform the project without significant difficulty. Offeror should focus on methodology or approach taken to satisfy the requirements of the project.

2. Schedule - Ability to adhere to construction schedule for completion within 90 calendar days from Notice to Proceed as specified in the solicitation. Using the information submitted in response to the solicitation, the Government will evaluate the offerors’ scheduling methodology to determine if they have scheduling processes that ensure completion and control of the project from beginning to end. To be evaluated as acceptable the offeror must provide a sample schedule for this project that demonstrates an understanding of the limitations of the schedule as well as an understanding that an appropriate schedule will result in successful completion of the project for this evaluation factor. Offeror should annotate on the schedule key events and milestones like inspections and required reports due. The preferred but not mandatory schedule would be submitted in MS Project with earliest start/finish and latest start/finish dates annotated.

3. Key Personnel - Using the information submitted in response to the solicitation, the Government will evaluate the offerors’ proposed key personnel to determine if they have the technical expertise necessary to ensure completion of the project. To be evaluated as acceptable the offeror must provide a brief resume of the proposed key personnel for this project: Information at a minimum to include education, training, certification and licensing and any other related experience.

B. Past Performance Requirement – Past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings in the below table.

Past Performance Relevancy Ratings

Rating
Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable
Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort

The Offeror shall submit past performance information that is both recent (within the past three (3) years) and relevant (similar in size, scope, and complexity to the requirement being procured), if applicable.

Recent and relevant past performance shall be discussed for the prime contractor and/or any ‘team members” or “teaming partners” proposed to support this contract. The Offeror is provided an opportunity to submit a list of no more than three (3) of the Offeror’s most recent and relevant past performance information on projects: similar in size, scope, and complexity to the requirement being procured under this solicitation, performed for Government agencies and/or commercial customers within the last three (3) years from the solicitation release date.

The past performance submittals shall include (when applicable):

· Contract Number

· Contracting Officers (CO): Name, Phone number and Email address

· Contracting Officers Representatives (COR): Name, Phone number and Email address

· Non-Government Points of Contact (if applicable)

· Total Contract Value at time of award and final price after any/all modifications

· Initial Period of performance (POP) and final POP after any/all modifications

· Narrative describing the requirement and reason for any modifications which effected price or performance period.

The Government reserves the right to obtain past performance data from other sources than those identified by the Offeror in evaluating past performance. This includes, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and the Defense Contract Management Agency. Offerors are reminded that both independent data and data provided by Offerors in their proposals may be used by the Government to evaluate the Offerors past performance. The Contracting Officer may also evaluate past performance based on direct knowledge of the Contractor’s performance on current or recent contracts. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors. All past performance received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

To be evaluated as acceptable the offeror must show that there is a reasonable expectation that they can successfully perform the required effort.

C. Price Proposal - Price will not be scored or rated. The techniques and procedures described under FAR Part 15.404-1 will be the primary means of assessing price to determine the proposed price to be reasonable and complete. Through these techniques, the Government will determine whether an Acceptable Offeror’s overall price is reasonable in accordance with FAR 15.404. Unbalanced Pricing may be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk which could result in unreasonably high prices.

Definitions:

· Completeness/Accuracy: The Offeror’s proposal is in compliance with the Price Volume instructions in the RFP.

· Reasonableness: A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

· Unbalanced: Unbalanced pricing exists when, despite an acceptable total evaluated Price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques.

The Price Proposal shall consist of the following:

0. Standard Form 1442- completed in its entirety to include the “Offeror” portion of the form. In accordance with FAR 4.102, an official having the authority to contractually bind your company must sign the SF 1442.

0. PRICE BREAKDOWN WORKSHEET - All Offerors must submit the Attached Price Breakdown Worksheet (or something similar) with their signed offer. Offerors shall provide a complete price breakdown in sufficient detail to permit a complete analysis of labor burden, materials, equipment, transportation, supervision, disposal costs and overhead and profit and shall cover all work involved in the contract.

PROPOSAL FORMAT

A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.

(1) Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

(2) Each volume of the proposal should be separately marked and labeled with the appropriate volume, i.e., Volume I, Volume II, Volume III, and Volume IV. A cover sheet should accompany each volume marked with the following: Volume number, title, solicitation number and the offeror's name. Printing shall be easily readable (12 point font, Times New Roman).

(3) The files are to be unlocked, while the file names shall be labeled “Company Name – Volume X – Document Title” for the first submission with X indicating the Volume number. File name of later submissions (if necessary), shall be “Company Name –Volume X – Revision X –Document Title’ with X indicating the number of the revision and Volume number.

(4) All electronic copies shall be submitted by email to the Contracting Officer at heather.hampton@va.gov . Once received, an e-mail will be sent to validate receipt of the proposal. If you do not receive an e-mail acknowledging the receipt of your proposal within one business day; please contact the Contracting Officer at heather.hampton@va.gov or 336-251-0950.

PROPOSAL CONTENT

General – All volumes shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Legibility, clarity and coherence are very important. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the requirements as outlined in the specification and drawings (including referenced publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used“, etc., will be deemed unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

A. Volume I – RFP Documents and General Information.

Documents shall contain the signed copy of all documents requiring signature of the offeror. This includes any/all amendments to this solicitation. Each offeror shall complete (fill-ins and signatures) and submit as stated below. An authorized official of the firm shall sign the offer and all certifications requiring signature. All proposals shall be valid for 120 calendar days.

B. Volume II – Technical Proposal to include:
