Q4. On Page 8, b. it states "Verification of usage shall be accomplished through VA auditors or auditors suggested by the Contractor or independent auditors selected by the VA, ensuring confidentiality is maintained for the user."

Will quarterly utilization and impact reports suffice for this requirement?

A4. Yes.

Q5. Page 8, 3. Program Requirements states, "a. Diagnostic Services: Problem assessment visits (unlimited) and initial counseling directed toward identifying and assessing the complexity of personal problems which may affect job performance;" and "k. The Contractor shall provide eight (8) one-hour sessions per employee per issue per month."

Can you clarify these two statements? One states unlimited assessment visits while the other states 8 (1)-hour sessions per issue per month.

A5. Delete the word “unlimited” where it appears in the Statement of Work as referenced in the question above.

Q6. "BACKGROUND INVESTIGATIONS: All Contractor employees/subcontractor employees delivering the requirements described herein shall undergo a low-risk VA background investigation and shall not be permitted to begin work under this contract until authorized by the Contracting Officer upon receipt of background investigation forms and favorable fingerprint reports at a minimum."

All of our network providers and affiliates are verified as state licensed and credentialed as well as being covered by liability insurance. This is verified annually. Will this suffice?

A6. A VA low-risk background check must be performed on each contractor/subcontractor employee who will have access to Protected Health Information and/or Personally Identifiable Information of VA employees.
