About this file
This file is an attachment that specifies salient characteristics and brand-name-or-equal requirements for commercial landscaping equipment to support a veteran's approved self-employment lawn-care operation through the Department of Veterans Affairs VR&E program.
The solicitation requires two pieces of heavy-duty commercial-grade equipment: (1) a commercial zero-turn riding mower with a 61-inch cutting width, brand name or equal to Scag Turf Tiger II, featuring mechanically driven deck systems, dual-pump/dual-wheel-motor hydrostatic drive, 31+ horsepower V-twin engine, 26-inch commercial turf tires, 10-12+ MPH forward speed, commercial suspension seat, ROPS system with restraints, and minimum two-year commercial warranty with three-year cutter deck warranty; and (2) a commercial 36-inch walk-behind hydrostatic mower, brand name or equal to Scag SWZ 36-inch, featuring dual-pump/dual-wheel-motor hydrostatic drive, 14+ horsepower engine, 7+ MPH forward speed, 16-inch commercial turf tires, adjustable handlebars, electric PTO clutch, and matching two/three-year warranty structure. Both machines must incorporate heavy-duty fabricated steel construction with multi-plate decks, tapered roller bearing spindles, hydraulic shock protection with cooling systems, readily accessible maintenance components, and operator ergonomic features suitable for sustained professional lawn-care operations. Proposed equal products must demonstrate compliance with all salient characteristics through manufacturer documentation and must provide comparable commercial-duty construction, cutting capacity, hydraulic capability, structural durability, deck/spindle construction, operator ergonomics, serviceability, safety features, and warranty protection; similarity in appearance, horsepower, or cutting width alone does not establish equivalency.
