About this file
This is Amendment 0001 to solicitation 36C10D26Q0207, issued by the Department of Veterans Affairs Office of Acquisition, Logistics and Construction on September 18, 2026, providing responses to 31 vendor questions regarding a computer packages procurement for Veterans in the Vocational Rehabilitation & Employment (VR&E) program. The amendment clarifies key requirements and specifications without extending the solicitation closing date, which remains tied to the VA's fiscal year ending September 30, 2026.
The procurement involves two tiers of laptop systems, monitors, and printers to be delivered within 30-60 days of award, with 225 packages ordered all at once for redistribution by the Nashville Regional Office. Key clarifications include: current-generation processors meeting or exceeding 12th Gen Core i9/AMD Ryzen 9 specifications are acceptable; Tier 2 monitors require QHD (2560x1440) resolution; Microsoft 365 is acceptable in lieu of Microsoft Office Pro perpetual licenses; 3-year antivirus coverage is preferred; three-year warranties and accidental damage protection may be provided by OEM or authorized third parties; devices require Windows updates, manufacturer updates, Microsoft Office, and antivirus installation only; and delivery may occur in multiple coordinated shipments. The solicitation qualifies for the commercially available off-the-shelf (COTS) exception to the Buy American Act, permitting Trade Agreements Act (TAA)-compliant products with manufacturer or distributor certification. The procurement is an SDVOSB set-aside, with the incumbent contract identified as 36C10E22P0108. Vendors may propose compliant domestic-made products meeting or exceeding stated specifications without a designated baseline brand or model, and successor or alternate models may be substituted with Contracting Officer approval if the original specified model becomes unavailable.

Marty Bost Contracting Officer ** AMENDMENT 00001 – Computer Laptops and Printers – 36C10D26Q0207
– Contractor Questions and Government Responses **
Question 1 Has SBA issued either an individual or class waiver to the nonmanufacturer rule for any products included in this acquisition?
Answer 1 The NAICS code for this solicitation is 334111 and the is class waiver for this NAICS code
Question 2 If no waiver has been issued, must the laptop, monitor, printer and each accessory be manufactured by a domestic small-business manufacturer, or does the requirement apply to the assembled computer package as the end item?
Answer 2 There is a class waiver under NAICS Code 334111
Question 3 Please define “US Domestic made Items” for this acquisition. Will products assembled in the United States using foreign-origin components satisfy the requirement?
Answer 3 Yes, this requirement qualifies for the commercially available off-the -Sheif (COTS) item exception to the Buy American Act, therefore the domestic component requirement does not apply
Question 4.
Will the Government accept products manufactured in countries qualifying under the Trade Agreements Act, or is United States manufacture mandatory?
Answer 4 Yes, the Government will accept countries qualifying under the Trade Agreements Act
Question 5 Does “Microsoft Office Pro pre-installed” require a perpetual Microsoft Office Professional license, or will Microsoft 365 or another edition be acceptable?
Answer 5 Microsoft 365 is acceptable
Question 6 Does the EPT Software Guarantee refer to a specific commercial product or service?
Please provide the required characteristics.
Answer 6 The software needs to be set for registration by the end user and can be easily renewed if there is a subscription service, and the most current version.
Question 7 Must the three-year laptop warranty and accidental-damage protection be provided directly by the OEM, or may an authorized third-party protection plan be proposed?
Answer 7 Either is acceptable
Question 8 Is the contractor required to image or configure devices beyond installing Windows updates, manufacturer updates, Microsoft Office and antivirus software?
Answer 8 No
Question 9 May delivery occur in several coordinated shipments within the 30-day period, or must all 225 packages be delivered simultaneously?
Answer 9 Either as long as it is consistent for FY26 funding
Question 10 Please confirm whether the Government anticipates issuing an amendment reconciling the Standard
Answer 10 An amendment to the solicitation will be posted via SAM.gov to answer vendors questions
Question 11 The solicitation provides detailed minimum specifications, but we do not see a specific brand or model identified as the baseline. Does the VA have an intended brand/model reference for the Tier 1 laptops, Tier 2 laptops, and printers, or should vendors propose any compliant domestic-made product meeting or exceeding the stated specifications?
Answer 11 A brand is not specified as long as the specifications are met or exceeded.
Question 12
1. Tier Two monitor: the specification calls for a "27 inch IPS QHD Monitor or comparable" but lists "1920x1080 resolution." Please confirm whether QHD (2560x1440) or Full HD (1920x1080) is the minimum required resolution.
Anwers 12 QHD (2560x1440) for tier two monitor
Question 13 Tier Two laptop: the specification references a "12th Gen Core i9 or AMD Ryzen 9 or comparable." Please confirm that current-generation processors meeting or exceeding 12th Gen Core i9 performance are acceptable.
Answer 13 Current generation is acceptable as long as it meets or exceeds the capabilities of the 12th Gen Core i9 or AMD Ryzen 9. This tier will used for students in engineering program, graphic arts, and other processor intensive studies requiring a more robust system.
Question 14 Antivirus: Tier One requires a "minimum 2 Year" antivirus license while the packages carry 3-year warranties. Please confirm 2-year antivirus coverage is acceptable for both tiers, or specify if 3-year is preferred.
Answer 14 3 Years is preferred
Question 15 First, the Statement of Work specifically requires an “EPT Software Guarantee.” EPT Software Guarantee is a proprietary product/service that was developed by and is offered by our company. We have noticed that the EPT Software Guarantee language has now appeared in multiple VA solicitations.
Could you please clarify whether the Government intends for the successful contractor to provide the actual EPT Software Guarantee from our company? If the Government intends to permit an equivalent product or service, could you please identify the salient characteristics or minimum requirements that an alternative must satisfy and how equivalency will be evaluated?
We want to ensure that our proprietary product is not inadvertently being treated as a generic product or service that other vendors may represent themselves as providing.
Second, the solicitation requires vendors to identify the specific manufacturer and model number of the products being quoted. We are happy to provide that information; however, computer inventory and manufacturer model availability are currently changing very rapidly.
A model that is available in sufficient quantity when a quote is submitted may be discontinued, replaced, or unavailable in the required quantity by the time an award is made and the contractor is authorized to purchase the equipment.
If a specific model identified in an offer becomes unavailable between quotation and performance, would the Government permit the contractor, with Contracting Officer approval, to substitute a successor or alternate model that meets or exceeds all of the solicitation's minimum specifications at no additional cost to the Government?
We are interested in submitting a competitive quote and simply want to make sure we understand these requirements correctly before doing so.
Answer 15 We are looking for a computer system similar to what the student can purchase at a school bookstore, which is typically a pre-built brand name system with all parts and software warrantees in place. The end user can easily register these in their own name upon receipt.
Question 16 Please describe the specific features of the laptop bag you are seeking. Must cartridges be brand name or can they be OEM.
Answer 16 There is no requirement for OEM as long as it is a comparable substitution.
Question 17 Must accessories be brand name or can they be OEM.
Answer 17 There is no requirement as long as it is a comparable substitution with comparable warrantees in place.
Question 18 Pricing guarantee- please note that with the current environment for IT , note that no manufacturer will guarantee prices for any period of time whatsoever...as such we cant guarantee pricing.
Answer 18 Are you saying that you cannot provide a quote per unit even the specifications are the same?
Question 19 Can open date be pushed out past the 22nd to give us time to respond.
Answer 19 Our fiscal year ends September 30th, so an extension is not feasible.
Question 20 Domestic-Made Standard:
The solicitation states, "We will only accept US domestic-made items." The brand name or equal item must be a domestically made item." Could you please clarify the standard the government intends to apply? Specifically:
Answer 20 This requirement qualifies for the commercially available off-the -Sheif (COTS) item exception to the Buy American Act, therefore the domestic component requirement does not apply
Question 21 Does "domestic made" refer to final assembly in the United States, or does it require the item to meet the stricter standard of substantial domestic manufacture/content (as opposed to TAA-compliant final assembly in a designated country)?
Answer 21 This requirement qualifies for the commercially available off-the -Sheif (COTS) item exception to the Buy American Act, therefore the domestic component requirement does not apply
Question 22 Is a Trade Agreements Act (TAA) compliance certification from the manufacturer or distributor sufficient to satisfy this requirement, or is additional documentation of domestic origin required with the quote?
Answer 22 Yes, Trade Agreements Act (TAA) compliance certification from the manufacturer or distributor will satisfy the requirement
Question 23 The solicitation appears to require quoting all items together. Does this mean a vendor must supply both the laptops and the printers to be considered responsive, or may a vendor quote only one line item? Would a quote covering one item but not the other be considered non-responsive?
Answer 23 We are looking to establish a computer package for each end user.
Question 24 What is the required delivery timeframe after contract award? Is there a specific delivery date or several days after the award by which all items must be delivered to Nashville Regional Office?
Answer 24 30-60 days if we can keep it under FY26
Question 25 When do you anticipate the posting of solicitation?
Answer 25 Solicitation Number 36C10D26Q0207 posted on SA.gov on 9/14/2026
Question 26 Is a draft requirements list, quantity estimate, or make and model list available at this stage? Understanding the configurations early would let us line up manufacturer pricing and lead times rather than starting cold once the clock is running.
Answer 26 Refer to the Statement of work for details
Question 27 Will you order these packages all at once, or order them as needed and have them shipped directly to the Veteran in need?
Answer 27 They will be ordered all at once for this solicitation and shipped to the purchaser for redistribution.
Question 28 I cannot locate the solicitation for this procurement? Did this get released?
Answer 28 Yes, Solicitation Number 36C10D26Q0207 posted on SA.gov on 9/14/2026
Question 29 We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
Answer 29 36C10E22P0108
Question 30 a domestic end product as defined under the Buy American Act at FAR 52.225-1
(B) an item compliant with the Trade Agreements Act at FAR 52.225-5.
The distinction is material for the printer line items, where commercially available products are generally TAA-compliant rather than domestically manufactured.
Answer 30 This requirement qualifies for the commercially available off-the -Sheif (COTS) item exception to the Buy American Act, therefore the domestic component requirement does not apply.
Question 31 For VAAR 852.219-76, could you confirm whether a certified SDVOSB that configures, kits, tests, and uniquely identifies the computer packages described in the Statement of Work (laptop + monitor + peripherals assembled into a single labeled unit) would properly certify under paragraph (a)(1)(i)/(a)(2)(i) as the manufacturer of the delivered end item, rather than under the nonmanufacturer provision at (a)(1)(ii)?
Answer 31 This requirement is an SDVOSB set aside.
