About this file

This is a modification to a previous notice documenting vendor questions and answers related to a Request for Information (RFI) for Mail Management Services issued by the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA). The solicitation number is 36C10D26Q0139, with a response deadline of July 21, 2026 at 3:00 PM Eastern Time. The contracting office is located at 1800 G Street NW, Washington, DC 20006, with primary point of contact Gregory Stevens (gregory.stevens@va.gov, 313-354-2194). The product service code is R408 (Mail Management Services) under NAICS code 518210.

The document addresses two clarifying questions regarding performance requirements: First, the 298 million keystrokes baseline for the base year encompasses data extraction from all forms requiring extraction, not limited to Form 526, with commonly extracted items including veteran's first and last name, file number, and zip code. Second, the 6:00 PM cutoff represents the daily six-hour turnaround time (TAT) threshold for all mail received in paper or digital format, with mail pick-up occurring based on United States Postal Service (USPS) and carrier operations. The RFI is issued solely for information and planning purposes with no obligation to acquire services, no authorized funds, and no impact on eligibility for future acquisition participation.

DESCRIPTION

Q1.Will the Government please clarify if the 298 Mn keystrokes for the base year cover the data extraction required from Form 526?
A1.It covers all forms that require extraction and not just the 526. Commonly extracted items typically include Veteran’s first and last name, file number and zip code.
Q2.Will the Government please clarify what does the 6 AM to 6 PM window mean? Does it specify the pickup window or is 6 PM the cut-off time to process work?
A2.Mail pick-up occurs based upon the United States Postal Service (USPS) and carrier operations. The 6:000 PM cutoff represents the daily 6 hour turnaround time (TAT) Threshold – for all mail received in paper or digitally.
