About this file
This is a Pre-Solicitation Notice announcing the Department of Veterans Affairs' intent to issue a Request for Quote for services supporting a congressionally mandated Longitudinal Study under Public Law 110-389, Section 334. The study will track approximately 50,000 veteran participants who began participation in the Veteran Readiness and Employment (VR&E) Chapter 31 vocational rehabilitation program across three cohorts (fiscal years 2010, 2012, and 2014), with each cohort followed for 20 years. The contractor will be responsible for collecting data on nearly 50,000 veterans and providing demographic analysis and trend reporting related to VR&E Chapter 31 program outcomes.
The solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS Code 541611 with a size standard of $24.5 Million. Only proposals from SDVOSB-certified vendors will be accepted; vendors must maintain SDVOSB certification in the SBA's Dynamic Small Business Search database at both proposal submission and award time. The RFQ will be issued electronically through SAM.gov. VAAR 852.219-73 applies, requiring certification verification through the SBA's certification database, which transitioned from a static portal to the Dynamic Small Business Search website as of August 2024.

The Request for Quote (RFQ) will be issued electronically on Contract Opportunities at http://sam.gov.
Only proposals submitted by SDVOSB vendors shall be accepted by the Government. Any proposal that is submitted by an Offeror that is not an SDVOSB shall not be considered for award.
