About this file

This is a Questions and Answers document clarifying requirements for an uninterruptible power supply (UPS) installation and maintenance contract (solicitation 36C10D26Q0126).

The government requires a 19-minute runtime at 100% load as the preferred specification, though offerors had inquired about a 14-minute alternative. Installation should occur during normal business hours using available freight elevators, badging, parking, staging, and loading dock facilities. Calibration and testing must include factory warranty coverage on electronics and at least one year for batteries, with functional testing and troubleshooting procedures provided to IT personnel. Closeout documentation must include confirmation of proper installation, functional battery power at 100% capacity, serial number listings per space, warranty documentation, removal of old units and all associated dunnage, and a calibration report with relevant information for IT personnel. OEM delivery lead times exceeding the stated 2-3 week timeframe are acceptable provided work is completed within the overall period of performance. A preventative maintenance plan will be solicited as a separate future requirement rather than included in the current quote. For the specified UPS model BBP-AR33-6KRM, the internal batteries must be hot-swappable units capable of replacement without removing them from the rack using replacement cartridges. System downtime and maintenance window coordination will be incorporated into the separate preventative maintenance follow-on contract.

Questions and Answers

Question and Answer 1

1. While reviewing the scope, we would appreciate clarification on whether the 19-minute runtime at 100% load a firm requirement is. If a 14-minute runtime @ 100% load is acceptable, we can forego the additional EBM per unit, resulting in more competitive pricing.

Prefer the higher runtime.

Question and Answer 2

1. Are there any building access, badging, escort, parking/loading dock, elevator, or staging restrictions that offerors should account for in pricing and scheduling? Freight elevator is available for use, badging, parking, staging and loading dock is available.

2. Can installation be performed during normal business hours, or is after-hours/weekend work required? Normal hours preferably.

3. What specific calibration/testing procedure and acceptance criteria are required after installation? Factory warranty on electronics and at least a year for the battery. If none are provided, North Star will present acceptance criteria and ensure systems are tested and operable. Functional testing and show trouble shooting procedures to our

IT personal.

4. Who is responsible for coordinating system downtime or maintenance windows, and are those windows during normal working hours? This would be incorporated in a separate

Preventative Maintenance (PM) follow on contract to be solicited.

5. If OEM delivery lead time exceeds the stated 2-3 week expected delivery timeframe, but the work can still be accomplished within the stated period of performance, will a longer confirmed delivery lead time be acceptable? Yes

6. What closeout/acceptance documentation is required? For example, serial numbers, installation report, calibration report, warranty documentation, disposal certificate, or other deliverables. Confirmation of proper installation, functional battery power at 100% capacity, serial number listing per space, warranty documentation, all dunnage to include removal of old units, a calibration report to include any need to knows for IT personnel.

7. The RFQ states that a contracted preventative maintenance plan will be initiated within the last three months of warranty expiration. Please confirm whether the preventative maintenance plan must be priced and included in the current quote, or whether it will be handled as a separate future requirement. This will be solicited as a separate requirement. If it must be included now, please provide the required preventative maintenance scope, frequency, duration, response time, reporting requirements, and whether OEM or OEM-authorized support is required.

Question and Answer 3

Regarding solicitation 36C10D26Q0126, we are currently reviewing the UPS model BBP-AR-

33-6KRM. However, we do not have the specifications for the 18 internal batteries used within this unit.

Could you please confirm the make and model of these batteries so we can proceed with an accurate quotation? Battery: Hot-Swappable Batteries able to replace batteries without removing them from rack using replacement cartridges.
