Statement of Work (SOW) Procurement of Welding & Fabrication Equipment for Veteran’s Self-Employment Business

1. Introduction This Statement of Work (SOW) outlines the procurement of welding and fabrication equipment, tools, industrial gas cylinders, PPE, and associated accessories required to support the Veteran’s approved Chapter 31 Self-Employment Plan. The Veteran owns an established fencing business and has requested equipment that allows in-house fabrication of custom fence gates, which are normally purchased from external suppliers.

The equipment included in this procurement is required for the Veteran to safely transition away from physically demanding field installation work that aggravates both service-connected and non-service-connected disabilities. Fabrication work is a task the Veteran can safely and sustainably perform.

A high-cost approval memo was reviewed and approved by the VR&E Services Acting Executive Director prior to the submission of this request.

2. Background Information The Veteran operates a commercial and government fencing business. Field labor such as on-site installation has increasingly aggravated the Veteran’s disabilities. VR&E Service determined that enabling the Veteran to fabricate fence gates in-house is an appropriate and necessary disability accommodation and does not expand or alter the business model.

To verify the feasibility and required equipment, VR&E contracted an independent welding industry expert, who assessed the Veteran’s facility and determined:

· The facility is suitable for fabrication activities.

· The equipment list is necessary to produce the gates the Veteran currently purchases.

· The equipment supports safe, efficient, and sustainable business operations.

Linde Gas & Equipment Inc., a local Minneapolis welding and fabrication supplier, was selected because it is the only vendor capable of providing all required equipment in a single procurement with local support, warranty services, and immediate availability.

3. Performance Objectives and Standards Quality & Durability All equipment must be commercial-grade, designed for daily use in a fabrication environment, and constructed with high-strength and heat-resistant materials appropriate for metalworking.

Precision & Functionality Equipment must meet industry standards for accuracy in welding, metal cutting, grinding, bending, shaping, and fabrication of fence gates and related metal components.

Safety & Ergonomics Tools and machines must meet OSHA, ANSI, or manufacturer safety standards. PPE must meet or exceed industry norms for welding operations.

Compatibility All equipment must work together as a cohesive fabrication system, including welders, tables, fixtures, dies, grinders, and cutting tools.

Warranty & Support Vendor shall provide:

· Manufacturer warranty documentation

· Local service and repair capability

· Technical assistance for setup and configuration

· Replacement parts availability

Local support is required to minimize downtime and avoid shipping heavy machinery out of state.

4. Applicable Documents The following documents accompany this SOW:

· VA Form 2237

· Vendor quote from Linde Gas & Equipment Inc.

· Required equipment list

· IGCE (Independent Government Cost Estimate)

· Market Research Documentation Form Page 1 of

· Sole Source Justification

All documents have been reviewed and Veteran-identifying information has been redacted as required.

5. Special Requirements / Constraints A. Delivery Requirements Due to the operational need and long procurement delay (over one year), all items must be available for immediate or near-immediate delivery. Linde’s local inventory satisfies this requirement.

B. Installation & Setup Heavy equipment (welders, fabrication tables, benders, drill presses, etc.) must be delivered safely and inspected upon arrival.

C. Storage & Inventory The Veteran must maintain equipment in compliance with safe shop management practices, including secure storage of cylinders, PPE, and accessories.

D. Safety Compliance All machinery must meet applicable codes. Consumables and PPE must comply with welding safety standards.

E. No Security Restrictions There are no cybersecurity or physical security restrictions associated with this procurement.

6. Deliverables A. Equipment Delivery Shipment or local delivery of all equipment listed in the vendor quote, including:

· Welders (MIG, TIG, aluminum push-pull)

· Fabrication tables and fixtures

· Tube benders and die sets

· Drill press, grinders, band saw, compressor

· Gas cylinders Page 1 of

· Welding consumables and accessories

· PPE and safety gear

· Tool storage systems

B. Documentation Vendor must provide:

· Warranty and service information

· Product manuals

· Safety documentation

· Delivery receipts and inspection confirmation

C. Inventory List A detailed spreadsheet documenting all equipment, including model numbers, serial numbers (if applicable), and quantities.

7. Conclusion This Statement of Work ensures that the Veteran receives the welding and fabrication equipment required to safely and sustainably operate his business. This procurement supports the Veteran’s disability accommodation needs, reduces physical strain, and enables long-term employability.

Linde Gas & Equipment Inc. must adhere to the requirements and deliverables outlined in this SOW to ensure that all equipment aligns with VR&E program standards, business needs, and safety requirements.
