The amendment revises the Statement of Work paragraphs 1 and 2, updates Evaluation Criteria Factor 1, and extends the submission deadline to March 10, 2026 at 12:00 PM EDT. All other terms and conditions of the original solicitation remain unchanged.
The solicitation requires environmental testing and inspection services for the Jackson VA Regional Office located at 1600 East Woodrow Wilson Avenue, Jackson, Mississippi. The contractor must conduct mold and mildew assessment and air quality testing across 86,091 square feet within a fourteen-day period of performance following purchase order award. Required services include thorough visual inspection, moisture detection, air sample collection from suspected areas and exterior locations, surface sampling of visible mold via tape lift or swab, laboratory analysis to identify mold type and concentration, and a comprehensive report with findings and remediation recommendations. The testing scope must include non-viable air samples with fungi identification and concentration data, culturable samples with specific fungi enumeration, quantitative Polymerase Chain Reaction (qPCR) analysis, and multiple types of air sampling to assess the entire facility. Evaluation criteria require offerors to provide a detailed technical narrative describing how they will meet performance requirements, address potential technical difficulties, demonstrate specialized environmental testing experience and technical competence, identify available resources including sub-contractors and subject-matter experts, and confirm possession of air quality professional certification.
