About this file

This document is an Amendment to Solicitation for a Department of Veterans Affairs (VA) project involving an online testing portal for Vocational Rehabilitation and Employment (VR&E) services. The solicitation (36C10D25Q0146) seeks a digital platform for aptitude, interest, and ability assessments for veterans, located at the Winston Salem, North Carolina Veterans Affairs Regional Office.

The amendment includes detailed Questions and Answers that outline specific technical and functional requirements for the online portal, including core features such as user management, assessment tools, reporting capabilities, and system integrations. Key portal requirements include counselor access panels, role-based access control, timed and adaptive assessments, individualized veteran reports, career matching features, ADA and Section 508 compliance, multilingual support, and integration with external career databases like O*NET and BLS labor statistics. The previous contract number was 36C10D24P0165 with Edits LLC, and the new solicitation does not require the contractor to be a local North Carolina resident. The portal must support password-enabled access for VR&E staff and veterans, with the ability to filter and sort by veteran name and testing status.
