About this file
This document is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) seeking vendor input on Private Medical Record (PMR) Retrieval Services. The VA is mandated to assist veterans and claimants in obtaining private medical treatment records to support benefits claims, and is exploring comprehensive solutions to improve record retrieval processes. The RFI seeks detailed information from potential vendors regarding their service capabilities, including record retrieval methodologies, compliance with healthcare regulations like HIPAA, data security measures, cost structures, and overall market experience.
Specific submission requirements include providing company information, service capabilities, compliance details, and cost structure by May 21, 2025, at 5:00 PM Eastern Time. Vendors must submit responses electronically to Lisa.Winkler@va.gov, with a 30-page maximum limit in Microsoft Word format. The RFI targets NAICS code 518210 and encourages responses from various business types, including small businesses, service-disabled veteran-owned businesses, and other designated business categories. While this is not a formal solicitation, the VA intends to use the collected information to develop its acquisition strategy and refine the future Performance Work Statement (PWS) for medical record retrieval services.

2.0 BACKGROUND
The Veteran Benefits Administration of the Department of Veterans affairs has been Congressionally mandated Duty to Assist Veterans and claimants with obtaining Private Medical treatment Records (PMRs) to support a claim for benefits. Claimants initiate a request for assistance by submitting a VA Form 21-4142 and 21-4142a providing authorization to release information as well as information about the medical treatment provider. VA is not permitted to complete a claim until a response is received or 30 days have passed without a response. The VA is dedicated to minimizing the retrieval time to the greatest extent possible, with an ideal state being real time transactional retrieval of records such as those available through Health Information Exchanges. Common challenges to retrieval include incomplete or inaccurate information on 21-4142/4142a, providers not accepting electronic signatures, and provider non-responses. VA is seeking comprehensive information from qualified vendors regarding the capabilities, methodologies, and associated costs of their services.
