QUESTIONS AND ANSWERS AMENDMENT TO REQUEST FOR PROPOSAL (RFP) 36C10D22R0001
| 1. | Question: The Revised Addendum to FAR 52.212-1 Instructions to Offerors, Section 10.B.4. in Section 4e) requires “copies of transcripts and all relevant license/certifications per person proposed.” Since a master’s degree is required for credentialing as a CRC under the guidelines for the Commission on Rehabilitation Counselor Certification (CRCC), we believe the request for transcripts creates an onerous burden on companies to collect and submit this data when the Government has already specified the CRC as the minimum requirement. Can the VA reconsider this requirement? |
| Answer: The requirement to submit transcripts has been removed. See revised Instructions to Offerors section below. | |
| 2. | Question: In order to comply with the most recent instructions (Revised Addendum to FAR 52.212-1 Instructions to Offerors, Section 10.B.4.) for resumes, transcripts, certifications to be included in the Volume I - Technical – Element 2, the document size for Volume 1 most likely will exceed the maximum megabytes allowed as this will add another 30+pages. This will make it necessary to submit Volume 1 – Technical in multiple emails for one contract group. Would it be possible to confirm, this is government’s intent? |
| Answer: The submission requirements for Volume 1 have been changed, and no accompanying documentation is required with the Attachment B. See revised Instructions to Offerors section below. Refer to Addendum to 52.212-1 Instructions to Offerors, Section 10.A.12 for guidance on submission of emails over 5MB. |
