About this file

This file is a Question and Answer (Q&A) document addressing clarifications on the VA's Oracle Upgrade SaaS Subscriptions requirement for Veterans Canteen Service (VCS).

The Q&A addresses two primary clarifications. First, regarding the Retail Insights Cloud Service, the VA clarified that this service was moved to an optional task because the department is evaluating the optimal long-term approach to reporting requirements. This decision preserves flexibility to assess Oracle's capabilities, alternative commercial reporting solutions, and existing or custom solutions, while maintaining the requirement for full reporting functionality. Second, the VA provided detailed sizing information for Oracle Integration Cloud (OIC), which will support integrations across multiple business domains and systems including Point of Sale (POS), Inventory Management, Price Change Management, Promotions, Oracle Finance, Supplier and Procurement integrations, Oracle Retail Merchandising System (RMS), RTLOG processing, Invoice Matching, Analytics and Reporting, and Power BI Sales Dashboards. The VA specified estimated transaction volumes to assist Oracle in proper sizing: approximately 5,000 invoices processed daily, approximately 5,000 stock ledger to general ledger transactions daily, approximately 1,000 RESA/POS RTLOG transactions daily, with inventory adjustments primarily processed during year-end activities and approximately 300,000 records processed during scheduled monthly batch jobs for stock ledger journal feeds.

Q1: Removal of Retail Insights Cloud Service from the upfront purchase, and how this impacts reporting capabilities A1: VA moved Oracle Retail Insights Cloud Service to an optional task because it is still evaluating the best long-term approach to meeting its reporting requirements. This preserves flexibility to assess Oracle’s capabilities, other commercial reporting solutions, and existing or potential custom solutions; it does not represent a determination to forgo the service or reduce required reporting functionality.

Q2: The addition of Oracle Integration Cloud Service to Optional Task(s) – Oracle will need more details to ensure proper sizing.

· Oracle Retail Merchandising System (RMS)
