About this file

This is a Sources Sought Notice and Request for Information (RFI) issued by the Department of Veterans Affairs Technology Acquisition Center for Oracle Retail and Store Inventory Management (SIM) SaaS subscriptions. The Government is seeking vendor capabilities and market research information to inform potential future procurement planning; however, this RFI does not constitute a commitment to award a contract, and no funds have been authorized or appropriated. The solicitation is classified under NAICS code 541512 (Computer System Design Services) with a $34M size standard, and responses are limited to 10 pages with no marketing materials permitted. Responses must be submitted by November 5, 2026 at 2:00 PM EST to Contract Specialist Sean Doyle (Sean.Doyle@va.gov) and Contracting Officer Evan Schlisserman (Evan.Schlisserman@va.gov), with a maximum email file size of 5 MB.

Vendors must provide company information (name, address, contact details, DUNS number, NAICS codes, and socioeconomic data) and address specific capability requirements outlined in the attached Product Description. Responses must include a rough order of magnitude (ROM) for subscriptions covering the base and all option periods, corporate experience with relevant references (agency, point of contact, dollar value, and contract number), and confirmation of ability to meet a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requirement under VAAR 852.219-73, which limits subcontracting to no more than 50% of government payments to non-certified SDVOSB firms. Vendors should also identify any questions or gaps in the Product Description, indicate whether sufficient technical detail has been provided, and provide authorization letters from Oracle if they are an authorized distributor or reseller. The Government will not compensate respondents for RFI submission costs.
