RFI Summary: VA Enterprise Cloud Brokerage Service

This is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) Office of Information and Technology to gather industry feedback on cloud credit procurement and management solutions. Issued August 17, 2026, with responses due August 31, 2026, at 3 PM EST, the RFI (Number 36C10B26Q0766) seeks vendor capabilities for managing multi-cloud credit procurement, utilization tracking, and financial reconciliation across Azure, AWS, GCP, OCI, and future cloud service providers. The effort falls under NAICS Code 518210 (Computing Infrastructure Providers) with PSC Code D399, issued as Full and Open Competition for market research purposes. The VA will not reimburse response preparation costs, and this RFI does not constitute a commitment to issue a solicitation or award a contract.

The VA requires industry input on outcomes across seven key areas: unified multi-CSP credit acquisition with enterprise financial governance aligned to FinOps FOCUS specification and VA's Franchise Business Office model; normalized cross-CSP visibility with service, resource, project, and organizational attribution; end-to-end financial traceability and audit confidence with automated reconciliation cycles; accurate chargeback and showback across multi-tier organizational structures; financially governed cloud lifecycle integration; seamless CSP expansion without reengineering; and structured adoption with reduced vendor dependency. Respondents must provide vendor name, point of contact, SAM Unique Entity ID, business size classification, and relevant federal contracts, then address five detailed vendor response questions regarding multi-CSP competitive engagement, CLIN structure, credit procurement methodology, FinOps FOCUS compliance, and automated end-to-end provisioning capabilities. Responses are limited to 10 pages (Times New Roman, 12-point font, single-spaced, 1-inch margins), submitted via email to Lauren Sankar (Lauren.Sankar@va.gov) and John Fields (John.Fields3@va.gov). The Government may request oral presentations not exceeding 90 minutes from selected respondents.

Problem Statement

The Department of Veterans Affairs requires a solution to manage cloud credit procurement, utilization tracking, with highly granular and auditable reconciliation across current (Azure, AWS, GCP, & OCI) and future Cloud Service Providers (CSP). The absence of an integrated, automated, and enterprise-governed capability today creates gaps in financial oversight, delays in credit lifecycle management, and limits the VA’s ability to ensure accurate chargeback, compliance, and forecasting.

1. Enterprise Cloud Credit Procurement Outcomes

1.1 Unified Multi-CSP Credit Acquisition

VA seeks outcomes enabling a single, enterprise-governed mechanism for acquiring cloud credits and CSP-direct professional services across all CSPs. Desired results include predictable availability, prevention of fragmented purchasing, and standardized enterprise financial oversight.

1.2 Alignment with VA Financial Governance (FOCUS + FBO)

VA seeks outcomes that strengthen visibility and governance through combined use of FinOps Open Cost and Usage Specification (FOCUS) and VA’s Franchise Business Office (FBO) financial model, supporting transparency, cost accountability, and enterprise compliance.

1.3 Cloud Credit Procurement and Reconciliation

VA seeks industry feedback on capabilities supporting a Cloud Credit Procurement and Reconciliation acquisition that provides a single contractual vehicle for multi-CSP credit purchasing, fully integrated usage visibility, and standardized financial reporting aligned with VA governance models.

2. Enterprise Visibility and Usage Normalization Outcomes

2.1 Authoritative, Cross-CSP Visibility

VA seeks outcomes delivering normalized, granular usage insights across all CSPs, including service level, resource level, project level, and organizational attribution.

2.2 Operational Transparency and Anomaly Detection

VA seeks outcomes that provide consistent, real time operational insights, historical usage trends, and automated detection of unexpected consumption patterns.

3. Financial Reconciliation and Auditability Outcomes

3.1 End to End Financial Traceability

VA seeks outcomes enabling a complete, audit ready chain of custody from CSP billing records to VA general ledger entries, including identification of mismatches and disputed items.

3.2 Reliable Audit Confidence

The desired end state includes support for monthly, quarterly, and annual reconciliation cycles with automated evidence production and minimized manual intervention.

4. Cost Attribution, Chargeback, and Showback Outcomes

4.1 Accurate and Transparent Attribution

VA seeks outcomes supporting automated, accurate chargeback and showback across multi-tier organizational structures.

4.2 Mission Aligned Cost Clarity

VA seeks outcomes that provide workload-level cost clarity, equitable allocation of shared service costs, and support for decision making around modernization and budgeting.

5. Financially Governed Cloud Lifecycle Outcomes

5.1 Integrated Provisioning and Governance

VA is seeking industry feedback on solutions that better integrate cloud intake, approvals, provisioning, governance, and decommissioning with credit availability, budget limitations, and VA financial policy.

5.2 Optimization and Waste Reduction

VA seeks outcomes that ensure lifecycle practices reduce unused resources, prevent inefficient deployment, and provide cost aware workload placement.

6. Multi-Cloud Scalability and Enterprise Integration Outcomes

6.1 CSP Expansion Without Reengineering

VA seeks outcomes that support seamless expansion to additional CSPs or domains without requiring financial governance redesign.

6.2 Interoperable Enterprise Integration

VA seeks outcomes that enable interoperable attribution, tagging, and billing pipelines across diverse CSP environments, with seamless integration into existing VA Enterprise Cloud connected systems and tools.

7. Transition, Adoption, and Sustainment Outcomes

7.1 Structured Adoption and Knowledge Transfer

VA seeks outcomes ensuring structured onboarding, documentation, and business process transition from existing models to new enterprise financial and operational workflows.

7.2 Long Term Operational Resilience

VA seeks outcomes that ensure VA teams can sustain operations without high vendor dependency, enabling durable capability and reduced operational risk.

8. Vendor Response Questions

These are fully outcome based and avoid prescriptive detail:

1. Does your solution enable competitive engagement across multiple CSPs, or is it limited to separate, one‑at‑a‑time negotiations?

2. What should the CLIN structure look like and have you implemented a similar program in other federal agencies?

3. Would your solution manage the credit procurement as an agent, or would you rely on the VA to provide a purchasing pass through to credit and utilization discount programming?

4. How does your broker implement and maintain compliance with the FinOps FOCUS specification, specifically ensuring consistent schema versioning, backward compatibility, and timely adoption of new FOCUS releases across all CSP data sources?

5. Does your solution enable automated, end to end provisioning; capturing user managed intake, automated approvals, resource provisioning, tagging enforcement, and financial policy alignment for the desired outcome of predictable, compliant, and low‑overhead cloud operations across all CSPs?
