About this file
This is a Sources Sought Notice and Request for Information (RFI) issued by the Department of Veterans Affairs Technology Acquisition Center in Eatontown, New Jersey for planning purposes regarding the Oracle Retail and Store Inventory Management (SIM) SaaS Migration (VA-27-00003431). The solicitation number is 36C10B26Q0663, with responses due by July 28, 2026 at 1:00 PM Eastern Time. The RFI is limited to 15 pages and explicitly prohibits marketing materials. This is not a binding solicitation, and no funds have been authorized or appropriated for this effort; responses will be used solely to inform the Government's acquisition strategy and Performance Work Statement (PWS) development.
The RFI seeks information from all responsible sources regarding capabilities to migrate Oracle Retail Cloud solutions, specifically from Retail Management System (RMS) to Managed Fulfillment Cloud Service (MFCS) and Store Inventory On-Cloud Service (SIOCS). Vendors must demonstrate five years of relevant Oracle Retail implementation and migration experience, including data migration, application configuration, integration development, testing, and post-go-live support. The RFI requires technical expertise in enterprise integrations with ERP, financial systems, POS, and EDI platforms, along with federal cybersecurity experience supporting NIST RMF, Authority to Operate (ATO), identity and access management, and Zero Trust architectures. The product service code is DA10 (Software Development and Production Operations Support Services) under NAICS 541512. A Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside applies, requiring the contractor to ensure no more than 50 percent of Government payments are made to non-SDVOSB subcontractors. Interested contractors must provide company information, DUNS and Unique Entity Identifier (UEI) numbers, existing contractual vehicles (GWAC, FSS, or MAC), and detailed responses addressing corporate experience, migration methodologies, federal security implementations, and organizational capacity for nationwide cloud migration support.
