About this file
This is a Draft Performance Work Statement (PWS) for the Department of Veterans Affairs Technology Acquisition Center Austin seeking to acquire commercially available skills assessments from multiple qualified vendors. The government intends to procure existing, off-the-shelf assessment products on an as-needed basis without commissioning any new, customized, or modified assessments. All assessments must be Section 508 compliant and cover various technical skill domains including cybersecurity, IT, software development, data, artificial intelligence, design, and product management relevant to the federal workforce.
The contractor will be responsible for managing vendor relationships, purchasing assessments, tracking utilization, and distributing assessment results reports. Assessments must be sourced from multiple vendors with established, validated products already in their catalogs, accompanied by documentation demonstrating validity, reliability, and methodological soundness. The assessments must be delivered through secure, user-friendly digital platforms supporting multiple item types such as coding tasks, simulations, scenario-based judgment items, and hands-on lab environments with scalable proficiency measurement from foundational through advanced levels. The platform must support large-scale, high-volume concurrent testing without performance degradation and include robust security features such as identity verification and proctoring options. Additionally, assessments must provide comprehensive reporting and export capabilities (CSV, API) for scoring, skill analysis, and aggregated workforce planning insights compatible with OPM's USA Staffing system. Vendor support services including user documentation and technical support are required. The government retains full ownership and unlimited rights to all assessment data and analytics outputs. Example assessment vendors cited include HackerRank, CodeSignal, and Codility for software development, and NXL Cyber and CyberStronger for IT and cybersecurity domains.
