About this file
This document is a Request for Information (RFI) and Performance Work Statement (PWS) with 73 government-provided Questions and Answers addressing a federal audit portal development and sustainment effort for the Department of Veterans Affairs (VA) Office of Information Technology (OIT).
The effort focuses on developing and maintaining the OIT Audit Portal, a hybrid solution built on Canvas Apps, Power Automate Flows, and Power Business Intelligence (BI) reports utilizing Dataverse and SharePoint Online. Key deliverables include approximately 50 data visualizations and dashboards per performance period, maintenance of 35 custom SharePoint applications and 12 custom Power Apps, helpdesk support (estimated 15 tickets/month with one-hour resolution SLA), and optional 60-day transition services. The portal processes approximately 500 audit findings annually across 10 Notice of Findings & Recommendations categories, supporting approximately 45 scheduled audit engagements with approximately 30 sites/systems audited annually. The VA currently has Power BI Premium licenses and approximately 600 active Dataverse licenses. The contractor will inherit 20-30 existing Power BI dashboards and datasets. The effort is structured as a single-award task order, fully remote with no on-site work required. All personnel require Tier 2 background investigation clearance per PWS Section 6.2.1, with the Government sponsoring clearance processing. Government Furnished Equipment (GFE) and Personal Identity Verification (PIV) access typically require 2-6 weeks post-award. The contractor will receive access to existing systems, source code documentation, and the current portal; however, the Government does not guarantee availability or completeness of incumbent transition artifacts. The preferred automation method is Power Automate, though offerors may propose alternative tools. Generative AI capabilities are optional and not required; any proposed AI solutions must meet VA security and accreditation requirements. The GRC tool is transitioning from eMASS to ServiceNow, with access details to be finalized during implementation. No key personnel requirements or resumes will be requested, and no sample data or sandbox environments will be provided during the proposal phase.
