The RFI requires a 20-page capability statement addressing multiple technical and operational aspects, such as patient and staff safety, regulatory compliance, data migration plans, cost breakdown, system administration resources, and support levels. Potential vendors must submit company details including business size, NAICS codes, and SAM UEI. The VA may invite select respondents for follow-up briefings, and set-aside decisions may be made based on the RFI responses. Importantly, this is a market research document and does not constitute a formal solicitation, with no obligation for the government to acquire any products or services described.

Provide a summary of your technical approach for meeting the requirements for the Radiopharmaceutical Inventory for Nuclear Medicine System specific to the following:
1. Provide an overview of your solution including product brochures and technical requirements.
2. How does your solution meet VA’s Radiopharmaceutical Inventory for Nuclear Medicine System needs as described above? How does your solution enhance patient and staff safety, quality control, threshold dose levels, and adherence NRC and other regulatory requirements listed above?
3. How can your solution improve security and compliance for VA's radiopharmaceutical and radioactive materials environment?
4. Describe any foreseen complications, limitations to support, or integration with the proposed solution.
5. Provide an estimated timeline for Migration and Implementation Support Services to fully integrate the dose tracking system across VA facilities.
a) Describe your plan for migrating data from existing competitor products within VA as well as from existing instances of your solution on disparate servers throughout VHA to potentially shared servers.
b) Describe your plan for migrating data from this solution to a potential new solution by a competitor vendor in the future.
6. For commercial offerings, including software and managed services, please estimate the value to the government of implementing your solution.
7. Provide at least two references for previous implementation efforts of similar scope and scale.
8. Is your solution capable of providing a VA enterprise level deployment that allows restriction to see only users at your local station or Veteran Integrated Service Network (VISN) while also allowing national level access for auditing and reports?
a) Do you recommend local, VISN or VHA wide server deployment? Are there any limitations for any deployment strategies? Any benefits? Please describe.
b) If we have a national contract, how do you handle version control? Do you have a policy to continuously update your software to stay at the most current version, to include operating systems?
c) For a national deployment, are there any technical issues if sites are not on the same version?
9. Does your product integrate to both VISTA/CPRS and Oracle Health Millenium? If so, which VA sites, what data integrates, and how (ex: HL7, etc.)? Do you have an actual interface or is the plan to use an HL7 broker?
a) Describe what information you are able to pull and push via HL7 to the EHR?
b) What HL7 message content does your system accept and utilize?
c) Provide an example HL7 message.
10. Does your solution integrate with 3rd party radio-pharmacies? If so, which ones? Is this integration live at any VA sites? What information is sent back and forth between the VA and the radio-pharmacy?
a) Are you able to manage dosing requests and supply chain requests from multiple radio-pharmacies or your capacity limited to only one?
11. Provide a cost breakdown for the proposed solution. Provide details on how you would propose breaking out the line items for this solution. What types of purchasing options do you offer. For pricing, please include itemized costs for initial deployment and ongoing service/licensing/support fees.
12. What are your resources for system administration? What type of ongoing contract do you recommend? Is there any mandatory maintenance/licensing contract required for your solution?
13. Is there a process for local Nuclear Medicine staff to perform QA/QC on the data and update if necessary (wrong patient identified, etc.)? Does the system provide an audit trail for data correction?
14. Provide samples of standard reports and dashboards.
15. Does your solution have any PET Infusion System interfaces to pull data/reports from injectors such as Intego, etc.? If so, please describe how this works. Do you have this in place at any VA Medical Centers? If so, which ones?
16. Does your system have the capability of documenting written directives, documentation of dose delivered, and documentation of adverse events?
17. Does your company have an existing MOU-ISA and/or BAA with the VA? If not, how do you propose to support remote support? What is your remote service policy? Are there different levels of support? For example, end user phone support, technical support, on site support, etc.
