About this file
The document is a Request for Information (RFI) from the Department of Veterans Affairs Technology Acquisition Center for a Biometric Authentication Proof of Concept. The RFI seeks to identify qualified vendors capable of providing an end-to-end biometric authentication solution, including front-end hardware and back-end software for facial and iris recognition technologies. Key requirements include deploying biometric authentication for physical and logical access control, with experience in federal agencies, healthcare organizations, or large commercial enterprises.
The solicitation (Number 36C10B25Q0292) requires vendors to submit detailed company information, technical approach, deployment experience, and a rough order of magnitude (ROM) for costs. Responses are due by May 23, 2024, at 10:00 AM Eastern Time, to be submitted electronically to Crystal Lomonaco and Kendra Casebolt. The project involves a base 12-month task with an additional 12-month option year. Small businesses, particularly Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), are encouraged to respond, with a preference for those that can meet set-aside requirements and expend at least 50% of costs on prime or eligible veteran-owned firm employees.

RFI Questions and Answers Question 1) Are partial solutions acceptable. (e.g. provide backend biometric matching technologies like ABIS and MBIS)?
Answer: No, the goal is to have one contractor provide the front-end hardware and backend bio matching tech, and configuration/integration services. An end-to-end use case / solution is requested in this RFI. We would like a complete use case implementation handled by single contractor. We encourage contractors to bring in other partners for a holistic solution.
Question 2) Is the VA interested in market information on hands on digital wallets in support of identity manage for logical access to data and backend systems?
Answer: No Question 3) Is the contractor expected to provide the biometric capture hardware for access control systems, or can the vendor provide just the backend authentication software?
Answer: The contractor is expected to provide both – see answer above for #1 Question 4) Is the expectation for the contractor to supply additional physical hardware for access control, or only integrate with the list of existing PAC vendors provided in the document?
Answer: We are requesting to integrate with the existing PACS systems at VA. If the question is regarding any additional scanning hardware required for facial recognition to integrate with existing PACS systems at VA, then yes, we expect that to be provided by the contractor.
Question 5) Can the contractor provide the biometric capture front end, or is this only for doing authentication requests at the back end?
Answer: Yes, the contractor is expected to provide front -end capture hardware and back-end software for authentication.
