About this file
This document is a Justification for an Exception to Fair Opportunity for a sole-source contract with Four Points Technology, Inc. for TrackCore Software and Support for the Veterans Integrated Services Networks (VISN) 10 VA Medical Center. The contract is for renewal of the TrackCore software, which provides specialized tissue tracking capabilities that meet FDA/Joint Commission regulatory guidelines and integrates with the National Recall Alert Center. The software allows bidirectional tracking of medical implants across 10 VA Medical Centers, tracks inventory, manages recalls, and supports standardization efforts.
The proposed contract is for a one-year base period with two 12-month option periods, to be issued under the NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract. TrackCore is positioned as the only authorized provider that can meet VA's specific requirements, with market research confirming no alternative vendors can provide comparable functionality. The contract also includes integration with Cerner's Electronic Health Record (EHR) system, with TrackCore being Cerner's sole Tissue Tracking integration partner for VA. The VA determined that replacing the existing system would be prohibitively expensive and time-consuming, estimated to take at least 36 months and cost over $3.1 million.
