About this file
This document is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) to determine contractors' capabilities in executing the requirements of the attached draft Product Description (PD) for a Brand Name or Equivalent Software-as-a-Service (SaaS) solution.
The RFI seeks information on the respondents' experience providing federal agencies with SaaS solutions, any interfacing or custom development required, pricing models, FedRAMP compliance, technical support, and the ability to meet the PD requirements. It also requests Rough Orders of Magnitude (ROMs) for specific SaaS subscriptions and optional tasks. The RFI provides details on the submission process, including the response due date, page limit, and points of contact. The related federal contract opportunity is a pre-solicitation for CPE Tools - BMC Helix - SaaS, under NAICS code 541519, with a set-aside for small businesses.

Department of Veterans Affairs Request for Information Capacity and Performance SaaS July 11, 2024
THIS IS A REQUEST FOR INFORMATION (RFI), ONLY, issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e), for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a promise to issue a RFP in the future, and it does not commit the Government to contract for any supply or service described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and therefore, will not accept, review, or evaluate unsolicited proposals received in response hereto. Please be advised that the U.S. Government will not reimburse Respondents for any costs incurred in the preparation and/or submission of responses to this RFI; all costs associated with responding to this RFI will solely be at the Respondent’s expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response.
The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is issuing this RFI to determine Contractor’s capabilities in executing the requirements of the attached DRAFT Product Description (PD).
The Government is seeking a Brand Name or Equivalent solution to the tasks laid out in the attached draft PD. Current market research indicates that BMC Helix SaaS meets the Government’s requirements; however, in the interest of competition, the Government is seeking additional capable solutions.
CAPABILITY STATEMENT and RFI QUESTIONS
As part of your market research response please provide a capability statement and answers to the following list of questions:
1. Detail your company’s capabilities and experience supporting federal agencies in providing a Software as a Service (SaaS) product, and how your SaaS product can satisfy the requirements listed in the draft PD. Include examples of federal experience implementing your SaaS product (specific examples or references provided must include the agency, point of contact, dollar value, and contract number).
2. Please detail any interfacing or custom development that your SaaS product requires ahead of go-live.
· Can your company’s proposed SaaS product meet all PD requirements without developing an interface or performing any kind of custom development?
· Does your company have existing APIs with other commercial cloud products?
· Does your company have the experience in implementing APIs with federal agencies (i.e., in accordance with Federal Risk and Authorization Management Program (FedRAMP) and VA security requirements).
3. Based on the draft PD, are there any requirements that are outside of the company’s SaaS Solution that would be priced in terms of labor related services? If so, which requirements fall outside the company’s SaaS solution.
4. Please describe your pricing model to include the threshold for named user subscriptions vs. an enterprise/site subscription. Describe your performance metric environment and product interface.
· Is your pricing model driven by total users, concurrent users, transaction-based, number of records, etc.?
· Are any additional services/product plug ins/SaaS agents needed outside of the subscription model (e.g., configuration to meet functional requirements, data storage, data migration, additional features)?
· If so, please provide the items and proposed price for these additional services.
· The existing performance metric environment uses collector agent software from BMC’s TrueSight Capacity Optimization (TSCO) running on target systems to extract relevant data and to forward that data to the collecting system. Does your SaaS product require agents to be installed onto target systems in order to collect metric data?
· Can your product interface with the existing BMC TSCO collector agents to gather metric data from target systems? If your SaaS product cannot interface with TCSO, what would be an alternative solution? What would be the cost associated with this solution?
5. Please provide separate Rough Orders of Magnitude (ROMs) for the SaaS product in accordance with the draft PD attached and the anticipated CLIN structure below. In the event one of the items is part of your company’s SAAS solution and is not separately priced or could be part of another CLIN, please specify/notate.
