with the potential for other training locations throughout the U.S.” Can the government please provide the total number of possible locations as well as the number of trips to each location? If not, will the Government please provide a NTE travel plug per period?
Training locations are limited to the SLC, Nashville, and DC. The only other potential travel would be to provide representation at a conference if needed. Travel is limited to no more than 4 trips total per year.
3 B.4 N/A 8-29 Each CLIN to be priced states “This CLIN includes all tasks, labor and travel required for the successful completion of the services detailed in PWS...” Will the government please clarify how bidders should allocate travel dollars across these CLINs?
Travel is to be rolled up into any/all FFP CLINs at the bidder’s discretion. .

There may be a future state where the environment moves to a cloud environment, but that tasking is not part of this requirement.

3.0 34 Reference data sources; will the government be providing data SMEs to support conversion efforts around data mapping? Or is the contractor solely responsible for that task?
This is the responsibility of the contractor. There is consultation available through the VINCI OMOP team, however conversion and mapping efforts are the responsibility of the contractor.

B.4 8-29 Can the government please confirm that this effort is to convert data assets into the OMOP CDM for both the VA and the DoD and if so, can the government describe the current status of conversion?
This effort is for the sustainment of the currently operational DaVINCI data source with the continued ingestion and conversion of DoD/VHA data into the combined OMOP CDM including all QA and required activities as listed in the
PWS. .

5.3 - 5.6
Can the government please confirm what OHDSI tools are currently installed/being used to support OMOP efforts and for how many users?
OHDSI tools have not been implemented due to security issues with the VINCI firewall and the OMOP VINCI/ DaVINCI efforts.

For the base year, does the government have a priority list of data feed conversions?
Yes, documentation shows current efforts and proposed ingestions of data for continued sustainment.

Can the government please clarify to what extent the DoD/VA intends to leverage their existing CDM?
Fully, this is a sustainment effort not a new build. We have a functioning combined CDM that is

17 Performance Metrics
Given the usability of data that should come from this effort, will the government please clarify what metrics will be used to evaluate success of the program itself?
The metrics used to evaluate this are built into the completion of each of the assigned taskings. Success of the overall program is proven in the functionality of the combined dataset in supporting user requests.
18 RFQ section 3.0
Of the existing data sources (MDR, HSDW, PI-EDW, and CDW) in 3.0, Will the government please identify the status of each data sources in the conversion to the OMOP CDM?
All the existing sources have been used intermittently in the conversion of the DoD/VHA data to the combined OMOP CDM.
19 RFQ section 3.0
Given the EHRM (Cerner) delays, will the government please consider an optional task for the Cerner PI-EDW conversion?
No. Our project is independent of the Cerner implementation
20 Section E.12
Would the government please grant an extension on page count from 10 pages to 20 pages.
