This Request for Information (RFI) is issued for market research and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The North American Industry Classification Systems (NAICS) is 541519, Other Computer Related Services.
The purpose of this RFI is to identify qualified contractors who are able to meet the Department of Veterans Affairs (VA) requirements, determine the appropriate contract type i.e., firm fixed-price or cost-reimbursement or time and material, understand commercial pricing practices and other market information readily available.
Background
The mission of the Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), Information Technology Operations Services (ITOPS) is to provide benefits and services to Veterans of the United States. In meeting these goals, OI&T strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans’ health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals.
ITOPS Print Production currently provides support to the VA for the centralized management of all print jobs for various applications. ITOPS Print Production, via NearStar, creates print ready files on behalf of VA customers. A print ready file allows commercial printers to use print files without the need for additional software changes or processing to successfully achieve the desired print materials. These NearStar print files have all the specifications necessary to produce high-resolution printed output, without requiring any additional alteration or intervention.
Requirements
The acquisition is to acquire professional services to analyze and update existing and new applications of the current Print Production Infrastructure, and to migrate, configure, program, update and create modules that support the NearStar application and print infrastructure at each of the ITOPS Data Centers. The Contractor shall convert LCDS, Word, Text and PDF files to Print Ready jobs. The Contractor shall ensure the new and existing print jobs are configured to be print ready.
The VA requires print production support for up to 300 jobs per year.
The Contractor shall also renew the NearStar DataServer Manager, NearStar ATOM and NearStar JES DataGateway software licenses, to include 24x7 maintenance and technical support.
Submittal Information
This is a RFI only. It is requested that all companies interested in participating in this effort note their interest and provide indication of their respective capabilities to perform the effort described in this RFI. Promotional material will not be accepted as an indication of capability. Companies must provide description of actual work performed that is relevant to the task areas in this RFI. Based on market research conducted to date, although VA has identified some companies that can perform print conversion services, no vendors have been identified that can provide the required conversion services utilizing the existing NearStar platform or provide the required license renewals due to proprietary constraints. As a result, respondents shall include the following information with their submission:
1. Capabilities/Qualifications (2 pages) – Description of the capabilities/qualifications/skills your company possesses to perform the work.
2. Other Market Information (1 page) – Provide confirmation from NearStar that an outside firm will be allowed to access the source code to its commercial product to provide the required conversion services and that an outside firm is an authorized NearStar reseller, capable of providing the software license renewals required.
