31. General

Question Can you provide clarity on the expected measures for ensuring data integrity and protection against unauthorized access, especially concerning the disabling software code provision?

The VA strives to comply with all applicable laws, regulations and VA policies in regard to cyber security. The VA has invested many resources to ensure the highest level of security to protect PII, PHI and other sensitive information.

The use of software disabling code within the VA is strictly prohibited. The software is required to comply with the following: The Government requires delivery of computer software that does not contain any code that will, upon the occurrence or the nonoccurrence of any event, disable the software. Such code includes but is not limited to a computer virus, restrictive key, node lock, time-out or other function, whether implemented by electronic, mechanical, or other means, which limits or hinders the use or access to any computer software based on residency on a specific hardware configuration, frequency of duration of use, or other limiting criteria. If any such disabling code is present, the Contractor agrees to indemnify the Government for all damages suffered as a result of a disabling caused by such code, and the contractor agrees to remove such code upon the Government’s request at no extra cost to the Government. Inability of the Contractor to remove the disabling software code will be considered an inexcusable delay and a material breach of contract, and the Government may exercise its right to terminate for cause. In addition, the Government is permitted to remove the code as it deems appropriate and charge the Contractor for consideration for the time and effort expended in removing the code.

32. General Question

What are the specific Service Level Agreements (SLAs) for technical support and maintenance, particularly regarding response times for urgent and non-urgent issues?

For technical support:

Urgent - 1 business hour acknowledgement/response Not Urgent - 1 business day acknowledgement response For maintenance: Urgent – please refer to paragraphs 6.2.4.10 and 6.2.4.11.

33. General

Question What are the detailed expectations for the software maintenance activities, including version and release upgrades, security patches, and performance enhancements?

The Contractor shall deploy urgent security related patches as soon as possible, perform regular patches and miniatous actives on a regular cadence as agreed by both parties, such that value is being provided to the government but not so often that there is too much overhead spent on deployment related activities.

34. General Question

Can you provide more details on the performance monitoring requirements and the metrics that will be used to ensure the system meets the 99.5% uptime requirement?

The government has multiple automated monitoring tools that regularly check the status of software. Some of the things that will be monitored may include but are not limited to:

- cup, memory and network utilization

- user ability to login and use/update information

35. General Question

Are there specific technical requirements or guidelines for deploying the solution in the VA's enterprise cloud (VAEC) and ensuring it meets the VA-approved Assessment and Authorization (A&A) process?

The A&A process is very extensive. As the software is evaluated specific feedback with recommended improvements will be provided to the vendor.

36. General Question

Could you provide more details on the role-based access control system, including how user roles and permissions should be managed across different levels (facility, VISN, national)?

The VA will leverage the software's current role management functionality and map them to the VA's specific needs. At a minimum some of the roles include registrar level access, researcher/reporting access, and system administrator level access. This can be fined tuned upon contract award. The VA is moving away from VISN’s, so facility level access and national level access better align with the government's vision. Please note that a registrar may need access to multiple facilities.

37. General Question
